　ニュージーランド移民局（ＩＮＺ）が、体重が１３０キロある南アフリカ出身の男性について、肥満を理由に就労ビザの更新を拒否していることが分かった。男性は国外追放される可能性がある。ニュージーランドメディアが２７日、伝えた。

　ＩＮＺは「ニュージーランドの医療サービスの財政負担を最小限に抑えるため、全ての移住者は許容範囲内の健康状態であることが重要だ」と説明。男性は、身長と体重から肥満度を算出する体格指数（ＢＭＩ）が基準を超えていたとしている。

　男性は妻と一緒に２００７年に移住した当時、体重が１６０キロあったという。妻は「これまでビザ更新に問題はなかった。夫は生活スタイルを変えて３０キロ減量した」と訴え、更新許可を求めている。（共同）

For her part, Hajjar claims she and her husband, 21 year old Michael, were the victims of excessive force used by bigoted police officers. Eyewitnesses confirm Hajjar's testimonial that she was violently dragged by her hair and pinned against a police car. Her husband intervened and was handcuffed.

Both Hajjar and eyewitnesses deny police claims that the couple were violent towards police officers. According to Samba, a representative for the Association of residents of Trappes, a North African woman who attempted to intervene was told to "sod off, you dirty Arab", by officers present.

Following the incident, around 200 (mainly) peaceful protestors, including women and children, gathered outside the local police station on Friday evening, objecting to the treatment of the couple and to the unwillingness of the local police station to hear a complaint over the behaviour of the officers.

What is certain is that a minority of protestors clashed with police officers who responded in full riot gear, using tear gas. A fourteen year old boy suffered a serious eye injury and a police officer was injured. Six people were arrested - three of whom have since been handed sentences ranging from ten to six months.

One of those arrested ended up with 15 stitches, head injuries and a broken leg, all of which he claims occurred at the hands of seven police officers who assaulted him without provocation.




A 2009 Amnesty International report highlighted how allegations of unlawful killings, beatings, racial abuse and excessive use of force by France's police officers are rarely investigated effectively. Despite accusations of gross human rights violations, often against ethnic minorities, officers are seldom brought to justice.



Also last year, residents of Aulnay sous-Bois accused the police of complicity in the death of 25 year old Christian Lambert during a stop and search. Although official reports claim he died of a heart attack, friends point to the excessive use of force by officers on the day which they felt was partly to blame.




Despite the law banning face veils having been justified on the basis of protecting public order (although there is no evidence it previously threatened it), the law has led to increased discrimination against Muslim women, including acts of violence by vigilantes.

With worrying acts of Islamophobia increasingly common in France, including at a legislative level where UMP MPs are now seeking to extend the ban of the headscarf from the public sector to the private sector, many French Muslims feel the authorities are deaf to their concerns.

Since the release of the video the men have reached out to numerous ex-pat and Western news sources in Korea proclaiming their innocence.
However, their evidence that the video was actually staged as a movie is shakyat best.
They said they were paid in cash by the Korean man who recruited them and could not provide a name of the film company he worked with or the movie he was working on.
The video was shot on an iPhone and they have no pay stubs to prove they were hired as actors.
The only proof is a screen shot of a Facebook chat between one of the actors an the supposed director.
The video quickly went viral after it was uploaded to YouTube and embedded on the Korean Web portal Jagei.com on June 8 and has been covered by the South Korean press.

汚染水流出問題

原発汚染水対策　東電だけに任せておけない（7月27日付・読売社説）

　東京電力福島第一原子力発電所の敷地から、汚染水が海に漏れ出していることがわかった。

　漏れた放射能の量はわずかで、検出濃度は、高くても国の基準値の３０分の１ほどだ。汚染水も、原発の港湾施設内にとどまるという。

　それでも海洋汚染による風評被害を懸念する声が、福島県の漁業関係者を中心に広がっている。

　漏出を食い止めるため、東電は全力を挙げてもらいたい。

　対策として、東電は、岸壁周辺の地盤を薬液で固めるという。漏出源と疑われる岸壁近くの溝内の汚染水もくみ出す方針だ。作業を急がねばならない。

　心もとないのは、今回の問題を巡る東電の一連の対応である。最初に漏出が疑われたのは５月末だった。ところが、確認作業に手間取り、関係機関への報告や公表までに１か月余りを要した。

　東電が設けた有識者らの監視委員会が２６日、リスク管理の甘さを指摘し、技術力の向上を求めたのはもっともと言えよう。

体質はなかなかかわりませんね。

米国は人口が増え続けており、衰退していくことはない。ただ、イラク、アフガニスタンとの長期の戦争で米財政が疲弊し、格差、人種的な対立なども拡大。相対的に見れば、今の国力、求心力を維持するのは難しい。人口増もラテン系やアジア系の増加によるもので、その8割が民主党を支持しているので、今後共和党が政権を奪取するのは一層難しくなる。戦争をする力や求心力は米国にはもうない。経済的には中国やインドなどが大きく成長し、20～30年後には中国が追い越すとの見通しもある。

韓国は経済力が増し15番目の経済大国になり、かつてのような脆弱性がなくなった。朴槿恵政権になって、中国が北朝鮮政策を転換したこともあって、最大の貿易相手国中国に接近。米中韓による戦略協議を呼び掛けている。地政学的に見てもドライになり、中国との関係に活路を見いだしている。

中国の態度が変化したので、北朝鮮は大きな岐路にある。大国となった中国は北朝鮮が「西側との緩衝地帯」として有用なのか懐疑的になっているのではないか。韓国が統一する朝鮮半島は利益に反しないのではないかとの見方も出てきたようだ。

中国は日清戦争後の100年が「屈辱の時代」だったが、2010年にGDPで日本を追い越し「大国意識」が出てきた。南シナ海、東シナ海での行動はその表れと言える。しかし（1）経済成長率の鈍化、（2）環境汚染問題の深刻化、（3）急速な都市化と農民工の存在（二重戸籍問題）、（4）汚職蔓延や一日200件といわれる抗議運動、（5）一人っ子政策に伴う高齢化―など大きなリスクも存在する。

式典に日本政府招待せず　朝鮮戦争休戦で韓国側

　朝鮮戦争（１９５０～５３年）の休戦協定締結から６０年となった２７日に韓国政府がソウルの戦争記念館で開く式典に、韓国側が日本政府関係者を招待しなかったことが分かった。

　韓国は国連軍に加わり韓国を支援するなどした２６カ国を招待。日本は国連軍に加わっていないが、有事の際は米韓軍の支援は日本国内の施設が担う形になっている。韓国の態度に日本側から強い不満が出ており、冷え切った関係が一層悪化しそうだ。

　韓国政府当局者によると、同国は２７日の式典を含む２５～２８日の関連行事に、国連軍に加わった２１カ国と、中立国監視委員会に参加した４カ国に加え、アイルランドも招待した。

　日韓筋によると、韓国は６月２５日の開戦記念日前後の行事も含め、非公式にも日本には一切出席を打診していない。（共同）

　チェスボードの駒の動きに変化がでてきたか。

　韓国は北朝鮮と統一まではしないまでも、両国とも中国陣営に飲み込まれる形で落ち着くか？

　しかし、アメリカとの関係をどうするかは韓国にとって大きな問題。バランサーになるほどの大国でもなく、中国と米国という大国の間で葛藤するのはそれこそ地政学的宿命かもしれない。

　日本は朝鮮戦争に巻き込まれないように警戒すべきだ。

　米軍が北朝鮮と対峙する限り、北朝鮮にとって、在日米軍は有力な標的の一つである。

　また、米国が戦争する力がない、ということは日本とともに、尖閣を守ることもできない、ということだ。

　いずれにせよ、韓国が日本と協力関係になることをこれっぽちも期待すべきではない。

　安倍　え、本当ですか。ありがとう。

　朴　人権といえば、女性の尊厳を傷つけた旧日本軍の慰安婦のことが、いま人権問題として世界で語られているのをご存知ですよね。

　安倍　………。

　朴　安倍さんが普遍的な価値観として人権を大事にするのなら、まず慰安婦問題をきちんと処理しなくては。そうすれば、安倍さんは国際社会に名を残しますよ。さあ、価値観の外交を一緒にやりましょう。

　まさに、価値外交を展開して、韓国人性奴隷の人権問題について、日本と同一の基準を普遍的に適用して、米軍・韓国に搾取された韓国人性奴隷の人権問題を韓国政府が正面から取り組み、謝罪と保障をするように促すべき。

　いまだに、日本に韓国人業者に騙されて、あるいは自発的に、密入国してくる韓国人性奴隷についても苦情を言おう。

　そもそもすくない生活保護費さらに切り詰めるというのはきつい。財政難とはいえ、弱者から切り捨てようというのは、「美しい国日本」の美徳に反しよう。むしろ、より余裕のあるものが、身を削るのが美徳であろう。


　集団提訴はいいが、しかし、裁判所は、この点、政府にかなりの裁量を与えるのではないか。

　不当でも、違法、違憲でなければ、裁判では勝てない。やはり、政治的に盛り上げていくしかなかろう。

　思えば、生活保護不正受給を社会問題化したのは減額のための伏線だったのであろう。

Giving out ambassadorial posts to those who have personally helped the president but who otherwise have no diplomatic experience or, in some cases, no experience with the countries in which they are being called upon to serve sends a host of lousy messages. One is that real diplomatic experience doesn't matter. Another is that in America cronycronyism">　ism trumps all. And another is this very un-American idea that U.S. foreign policy is more about the president than the actions of an entire government, a system, or national interests.

　外交経験もなく、その国について、なんの経験もない人物を大統領を支援したというだけで、大使にするのは、外交経験は重要ではく、アメリカは、えこひいきで、すべてが覆り、外交政策が政府や国益よりも大統領の胸ひとつで決まるかのような印象を与える、と。

　外交に関して、経験も功績もない人物を、自分との近さから抜擢したのだから、、身ウチ、仲間ウチを最優先した、というのは、間違ったメッセージというようり、事実なのだろう。件に関して功績のあるソトモノよりも、むしろ仲間ウチに褒美を与えたわけだ。


　send terrible message というからどこの誰にそんなひどいメッセージを送っているかというと、日本ではなさそうですね。

　日本はいまのところ無反応。
　前回、ジョセフナイ氏が大使候補として噂されたときは、かなり期待するような論調の記事を読んだが、結局ルース氏になり、多少の失望感があったが、そこそこの仕事をしたという評価ではないか。

　普天間問題ではアメリカの国益を考えれば、ルーピーな鳩山をうまく操縦したな、と思う。

　ケネディー氏については様子見で、例えば、広島に行って、アメリカの市民虐殺の罪を認めれば、日本人からは好感がもたれようが、アメリカからは痛くバッシングされるだろう。

　日本の外交や国内政策について、アメリカのリベラルによくありがちな、無知に基づいた、説教じみた宣教師のような発言をすれば、一挙に信頼を失うだろう。
