The British government has ruled that migrants wishing to marry a Briton or other UK resident will have to pass a basic English test before they are allowed a marriage visa.

From Monday, they will have to prove they can speak the language as well as a native-born six year old before the visa will be granted.

　今月２５日早朝に、東京・西麻布で酒を飲んだ後、何者かに顔などを殴られ重傷を負った歌舞伎俳優、市川海老蔵（３２）。警視庁目黒署には重要事件を担当する捜査１課も加わり、本格捜査に入った。海老蔵は事件４日目にようやく被害届を提出、「（殴ったのは）黒人のハーフのように見えた」と犯人像を語り始めた。トラブルの発端が海老蔵の“挑発”によるものだったなど、事件の真相も徐々に明らかになってきた。

　海老蔵ニュースは、どうでもいいのだが、この”黒人”という表記、あるいは、”色黒”という表記に注目したい。個人的には、肌の色や骨格で直感的に人種を区別してしまうのはまずいのではないか、と思っている。
なにか、非”黒人”とは実体的には異なる”黒人”という明確な種が存在するかのような錯覚に陥るからである。


むしろ、（かなりーーちょっと）色黒・色白で彫りが深い、とか、その程度であと、国籍を記す必要があれば、それは形式で決まるのだから、それを言えばよい。外国人というのも、中国人・ブラジル人・欧米人などなど、さまざまだから、あまり特定に役立たない。

”黒人””白人”というと、黄色人の私なんかと距離ができるような気もするが、色黒・色白なら同じ共通の基盤にのっている、という感じもする。


　外国人の親をもつ人々など関係者はどう思うだろうか？意見があれば教えてほしい。

（因みに、英語を翻訳するときは”白人””黒人”とするしかないだろう。）



パキスタンのクリケット女子、脅迫にめげず快挙

イスラム教を国教とする同国では、保守層を中心に、肌や髪の露出につながる女子のプレーはタブー視されてきた。脅迫などの妨害を乗り越え、国際試合を戦えるようになったのは、わずか十数年前。大会前、ある選手は「今でも中傷は日常茶飯事」と語っていた。

これはグッドニュースですね。イスラム地域の慣習も変わりつつある。

　警視庁から国際テロ捜査に関する内部資料が流出したとみられる問題で、個人情報も含む資料をそのまま書籍にした第三書館（東京都新宿区）に対し、東京地裁（田代雅彦裁判長）は29日、「プライバシーを侵害している」として、同書の出版差し止めを命じる仮処分を決定した。名前や顔写真を掲載された国内のイスラム教徒数人が28日に差し止めを求め申し立てていた。

Does anyone know where this information is available online (link)? I tried searching for it, but could not find it. I am curious to see if my name or any of my friends’ names are included as a surveillance target. Quite frankly, I would not be surprised if Debito’s name was listed as I am sure the authorities view him as a subversive and a threat to the Japanese way of life despite him being a Japanese and working hard to improve Japan for all people.

It would be appropriate for those listed in this book to sue both the publisher of the book and the Metropolitan Police Department. This is a high profile case, I am sure some lawyers would take the case for free.

It could have been leaked by the Japanese police as a last ditch effort to force those nonjapanese people out of Japan. Since no evidence to deport them could be
found or fabricated well enough. We know good and well
that once the damaging info was out the Japanese people

life hard so the NJ would “voluntarily” leave the country.
Those police names are probably not even real. The
police here do not even put their name on their uniforms.

I would have thought most forward thinking, educated Japanese (including many in the government) would be fairly comfortable with Debito’s activities and campaign issues, and even where they may disagree I would expect they don’t particularly mind someone being able to put the opposing point of view in a debate.

　民主党の横峯良郎参院議員が週刊新潮の記事で名誉を毀損（きそん）されたとして新潮社側に損害賠償などを求めた訴訟で、東京地裁（尾島明裁判長）は３０日、横峯氏の請求を棄却する判決を言い渡した。暴力団組長との賭けゴルフなどを報じた記事について「真実の証明があった」と判断した。

　記事は、２００７年８～９月に４週連続で掲載された。判決は、暴力団組長と賭けゴルフをした▽女性に酒を強要し、服を脱がしてペンで落書きし写真を撮った▽愛人とけんかし、包丁を壁に突き立てたり首を絞めたりした――などの内容について「十分立証されている」と判断。「参院議員としての適格性を問題にした公共の利害に関する記事で、有権者に判断情報を提供する公益目的もあった」と結論づけた。

すくなくとも民主党離脱ーーーそれは民主党のためにもなるーーー道義的には、議員辞職すべきであろう。
また、事案の内容からすれば被害者は告訴、あるいは、だれか告発すべきであろう。

Wikileaks cables reveal China 'ready to abandon North Korea'

China has signalled its readiness to accept Korean reunification and is privately distancing itself from the North Korean regime, according to leaked US embassy cables that reveal senior Beijing figures regard their official ally as a "spoiled child".

News of the Chinese shift comes at a crucial juncture after the North's artillery bombardment of a South Korean island last week that killed four people and led both sides to threaten war. China has refused to condemn the North Korean action. But today Beijing appeared to bow to US pressure to help bring about a diplomatic solution, calling for "emergency consultations" and inviting a senior North Korean official to Beijing.

China is sharply critical of US pressure tactics towards North Korea and wants a resumption of the six-party nuclear disarmament talks. But the Guardian can reveal Beijing's frustration with Pyongyang has grown since its missile and nuclear tests last year, worries about the economic impact of regional instability, and fears that the death of the dictator, Kim Jong-il, could spark a succession struggle.

China's moves to distance itself from Kim are revealed in the latest tranche of leaked US embassy cables published by the Guardian and four international newspapers. Tonight, the US secretary of state, Hillary Clinton, said the US "deeply regrets" the release of the material by WikiLeaks. They were an "attack on the international community", she said. "It puts people's lives in danger, threatens our national security and undermines efforts to work with other countries to solve shared problems," she told reporters at the state department.

The leaked North Korea dispatches detail how:

• South Korea's vice-foreign minister said he was told by two named senior Chinese officials that they believed Korea should be reunified under Seoul's control, and that this view was gaining ground with the leadership in Beijing.

• China's vice-foreign minister told US officials that Pyongyang was behaving like a "spoiled child" to get Washington's attention in April 2009 by carrying out missile tests.

• A Chinese ambassador warned that North Korean nuclear activity was "a threat to the whole world's security".

• Chinese officials assessed that it could cope with an influx of 300,000 North Koreans in the event of serious instability, according to a representative of an international agency, but might need to use the military to seal the border.

In highly sensitive discussions in February this year, the-then South Korean vice-foreign minister, Chun Yung-woo, told a US ambassador, Kathleen Stephens, that younger generation Chinese Communist party leaders no longer regarded North Korea as a useful or reliable ally and would not risk renewed armed conflict on the peninsula, according to a secret cable to Washington.

Chun, who has since been appointed national security adviser to South Korea's president, said North Korea had already collapsed economically.

Political collapse would ensue once Kim Jong-il died, despite the dictator's efforts to obtain Chinese help and to secure the succession for his son, Kim Jong-un.

"Citing private conversations during previous sessions of the six-party talks , Chun claimed [the two high-level officials] believed Korea should be unified under ROK [South Korea] control," Stephens reported.

"The two officials, Chun said, were ready to 'face the new reality' that the DPRK [North Korea] now had little value to China as a buffer state – a view that, since North Korea's first nuclear test in 2006, had reportedly gained traction among senior PRC [People's Republic of China] leaders. Chun argued that in the event of a North Korean collapse, China would clearly 'not welcome' any US military presence north of the DMZ[demilitarised zone]. Again citing his conversations with [the officials], Chun said the PRC would be comfortable with a reunified Korea controlled by Seoul and anchored to the US in a 'benign alliance' – as long as Korea was not hostile towards China. Tremendous trade and labour-export opportunities for Chinese companies, Chun said, would also help 'salve' PRC concerns about … a reunified Korea.

"Chun dismissed the prospect of a possible PRC military intervention in the event of a DPRK collapse, noting that China's strategic economic interests now lie with the United States, Japan and South Korea – not North Korea."

Chun told Stephens China was unable to persuade Pyongyang to change its self-defeating policies – Beijing had "much less influence than most people believe" – and lacked the will to enforce its views.

A senior Chinese official, speaking off the record, also said China's influence with the North was frequently overestimated. But Chinese public opinion was increasingly critical of the North's behaviour, the official said, and that was reflected in changed government thinking.

Previously hidden tensions between Pyongyang and its only ally were also exposed by China's then vice-foreign minister in a meeting in April 2009 with a US embassy official after North Korea blasted a three-stage rocket over Japan into the Pacific. Pyongyang said its purpose was to send a satellite into orbit but the US, South Korea and Japan saw the launch as a test of long-range missile technology.

Discussing how to tackle the issue with the charge d'affaires at the Beijing embassy, He Yafei observed that "North Korea wanted to engage directly with the United States and was therefore acting like a 'spoiled child' in order to get the attention of the 'adult'. China encouraged the United States, 'after some time', to start to re-engage the DPRK," according to the diplomatic cable sent to Washington.

A second dispatch from September last year described He downplaying the Chinese premier's trip to Pyongyang, telling the US deputy secretary of state, James Steinberg: "We may not like them ... [but] they [the DPRK] are a neighbour."

He said the premier, Wen Jiabao, would push for denuclearisation and a return to the six-party talks. The official also complained that North Korea "often tried to play China off [against] the United States, refusing to convey information about US-DPRK bilateral conversations".

Further evidence of China's increasing dismay with Pyongyang comes in a cable in June 2009 from the US ambassador to Kazakhstan, Richard Hoagland. He reported that his Chinese counterpart, Cheng Guoping. was "genuinely concerned by North Korea's recent nuclear missile tests. 'We need to solve this problem. It is very troublesome,' he said, calling Korea's nuclear activity a 'threat to the whole world's security'."

Cheng said Beijing "hopes for peaceful reunification in the long term, but he expects the two countries to remain separate in the short term", Hoagland reported. China's objectives were "to ensure they [North Korean leaders] honour their commitments on non-proliferation, maintain stability, and 'don't drive [Kim Jong-il] mad'."

While some Chinese officials are reported to have dismissed suggestions that North Korea would implode after Kim's death, another cable offers evidence that Beijing has considered the risk of instability.

It quoted a representative from an international agency saying Chinese officials believed they could absorb 300,000 North Koreans without outside help. If they arrived "all at once" it might use the military to seal the border, create a holding area and meet humanitarian needs. It might also ask other countries for help.

The context of the discussions was not made explicit, although an influx of that scale would only be likely in the event of regime failure. The representative said he was not aware of any contingency planning to deal with large numbers of refugees.

A Seoul embassy cable from January 2009 said China's leader, Hu Jintao, deliberately ducked the issue when the South Korean president, Lee Myung-bak, raised it at a summit.

"We understand Lee asked Hu what China thought about the North Korean domestic political situation and whether Beijing had any contingency plans. This time, Hu apparently pretended not to hear Lee," it said. The cable does not indicate the source of the reports, although elsewhere it talks about contacts at the presidential "blue house" in South Korea.

いわゆるハーフの人達についてのドキュメンタリー映画の予告

以前に、 www.hafujapanese.orgは紹介したことがある。

　幼稚園でいじめられたりした経験のある人もいるようである。

　やはり、なんと言っても外見が今までの圧倒的多数の日本人と異なることが大きい。それで目立つ。
　それにからんでどんな悩みがあるのか、知りたいところである。

　個人的には、多文化とか、多民族とか、他人種とか、面倒くさいことをいわないほうがいいのではないか、と思う。例えば、日本で生まれ、納豆食って（関東地方）、アニメみて、うっかり、頭を下げる癖があって、なにが多文化じゃ、とも思う。

　民族にしても人種にしてもそうやって、区切ってしまえば、かえって、民族・人種に対応する実体・本質でもあるかと錯覚してしまう。差異はあるのだろうが、、差異を強調しすぎるのもいかがなものかと思う。
　それじゃあ、同じ日本人ですよ、とばかりに、「日本人」というマークがついたワッペンでもつけてればいいかというと、そうでもない。

　要するに、従来型の日本人とともに日本語で仲良く、けんかしたり、協力しあっているいるところをより多くの人が見て、それが何もめずらしい風景でなくれなればそれでいいのではないか、と思う。

　昔からハーフのタレントというのはいたわけであるが、めずらしかったからタレントになれた、という側面もある。そうしたタレント出すのもいいが、ときに、悩み事なども特集してあげてほしい。

　目立つのが嫌いな人もいるだろうから、なんだが、最近はネットなども利用できるから、目立つの厭わない人はどんどん、従来型日本人と普通にだべったり、けんかしたり、いっしょの仕事をしたりするところを積極的に公開するといいんではないか、と思う。

　その意味で、日本で国際結婚された家族の進行中の生活の写真ブログなどは高く評価している。

While Maclean’s “‘Too Asian’?” is another manifestation of Canadian society’s stereotypes about and discomfort with Asians, it reveals a larger pattern in which most white people are simply uncomfortable with racialized people gaining power. The underlying issue is white people’s beliefs that the world is just, that the world is just because white people are running it, and that if racialized people take power, the world would fall into disarray. That is, most white people unconsciously internalize the idea of white supremacy. If black people were the largest racialized group in Canadian universities, white people would still complain.

　この間取り上げたToo　Asian の記事の反響が大きかったようで、記事の著者は以前にもイスラム教徒に対する不安を煽る記事を書いていたようである。その記事について書いたこの記事の論者によれば、それは、カナダ社会のアジア人に対する不快感と固定観念をあらわしており、有色人が権力をもつと世界は混乱してしまう、といった、ある種の不安、ある種の優越意識を反映している、という。

ーーーそこまでいえるかどうかわからないが、しかし、ここでもやはり、過去の見慣れた風景から変化することに対する不安がある人々がいる、ということはいえよう。



Vic police face racism court action

A group of young African and Afghan men are taking Federal Court action against Victorian police officers, accusing them of racism.

The police are alleged to have racially taunted, abused and assaulted people at Flemington, Kensington and North Melbourne.

The group has laucnhed the action against seven police officers and the Chief Commissioner, Simon Overland.

Lawyer Peter Seidel says the claims are serious.

"We allege that the police named in the statement of claim have carried out various assaults in public places," he said.

"[It's alleged the officers] used excessive force, engaged in unjustifiable searches, unlawfully seized and retained persons' property, misused their power, and routinely engaged in racial taunts and abuse."

The news was first reported by the Waikato Times, which says there's video footage of the auditions showing a film company representative telling the crowd: "We are looking for light-skinned people. I'm not trying to be – whatever. It's just the brief. You've got to look like a hobbit."

The wages of uncertainty
きのうも取り上げたハリスの記事で昨日は言わなかったが、

To be a hawk in Japanese politics is not just to support a certain set of policies: it is more a cultural identity than a policy stance. It is a worldview that, in addition to wanting to dismantle political and legal constraints on Japan’s security policy, questions the value of Japan’s postwar regime (that which former Prime Minister Abe Shinzō wanted to "leave behind"), supports revising the constitution (not just Article 9), opposes “masochistic” interpretations of history, and promotes traditionalist values. While they cite the threats posed by North Korea and China to justify their policies, the idea of Japan as a great power is valued in its own right ― it is not driven by material considerations.

　日本の政治のタカ派についてだが、この方の他の論文からすると、自民党にダブらせたいのではないか、とも思う。がしかし、こうした思想を持った議員というのはどれだけいるのだろうか？　元小説家の石原氏あたりを念頭においているのか？政党で言えば、今では、立ち上がれ日本が近いものがあるのかもしれないが、この方のーーあるいは、他の英語圏のジャーナリストも多分にそのきらいがあるがーーー自民党のとらえ方は、KKKかTea Partyが共和党の主流派と錯覚するの同様に、少数派や、民間の団体を主流の政党の傾向と錯覚する傾向があるのではないか、とも懸念する。仮にあるとすれば、これも日本の政治を見誤る一因になるのではないか、と思う。

なぜ、米国では他殺率がたかいのか？
なぜなら・・・・・といって米国の社会の異常性を取り上げる、というのもメディアの一つの役割なのかもしれないが、しかし、飽きた。

独裁国が暴発する条件（リアリズムと防衛を学ぶ

北朝鮮に限らず、独裁国家が軍事行動にでるときは、十中八九、外交ではなく内政の問題です。国内で何らかの抗争があり、それに勝利するため、あるいは棚上げするために、外国を攻撃する、というパターンに相場が決まっています。

　外国を攻撃して臨戦状態を演出することでナショナリズムを高揚させ、また「敵はあいつらだ」として国内を統一します。さらには外国を攻撃して成果をあげ、現体制の「手柄」にします。いまの政府は、党は、独裁者は、こんなにも偉大なのだと国内へ見せ付けるわけです。こういうとき、外国からみた合理的期待はあまり通じません。

　余談ながら中国が台湾を攻撃すると警戒されているのも多分にこれです。人民が共産党への不満を危険なほど高めたり、あるいは政治抗争によって現指導層が追い込まれたとき、台湾侵攻に逃げ道を見出す、という可能性です。そういうケースでは「戦争をしても損をするのは中国だから、合理的に考えてそんな暴挙には出ないだろう」という期待は通用しない恐れがあります。国際協調ではなく、国内抗争の論理で動くからです。

という分析である。外交を全く無視できるか、というとそうもいかないだろうが、説得力のある議論ではある。

　中国もあまり、民主化民主化とうるさくやると、外に攻撃対象を求めるかもしれない・・・・やっかいだな・・・そこらへんのバランス感覚が重要かな？

朝鮮半島―米中が対話の環境作りを　朝日社説

「対話と協力を通じて努力し、人道支援も惜しまなかったのに、返ってきたのは、核開発と哨戒艦爆沈に続いて島への砲撃だった」

　韓国の李明博大統領が昨日、国民向け演説でそう憤ったのも無理ない。

　竹島を暴力的に奪われた日本の気持も少しはわかってね。

米国は日韓との外相会談を開く意向だ。中国は近く高官を訪朝させると観測されている。北朝鮮を説得し、各国を調整する。米中のそんな取り組みがあってこそ、６者が会える素地ができる。この戦略にそって日本も、朝鮮半島の緊張緩和に貢献すべきである。

　てか、米国の意に反しない、支持するというということで、特に緊張緩和に貢献といえるか、どうか？・・・なにか空しい。


武器の国際共同開発、民主が参加容認　防衛大綱へ提言案（1/2ページ）

提言案は武器輸出三原則の適用対象について、１９６７年に佐藤内閣が決めた（１）共産圏の国（２）国連決議で禁止された国（３）国際紛争当事国またはその恐れのある国――との「三原則の原点に立ち返る」ことを求めた。７６年に三木内閣が「原則輸出禁止」と対象を拡大した解釈を元に戻すよう促した。

　ということで、いいんじゃないでしょうか？
　この件に関しては世間様なみでいい。

ウィキリークス、オランダとベルギーの核兵器を公表

匿名による政府や、企業、宗教に関わる機密情報を告発するウェブサイト「ウィキリークス（Wikileaks）」は、新たに機密文書約２５万点の詳細な内容を公開した。
そのなかで、オランダとベルギーに米国の核兵器が配置されていることが報告されている。

在独米国大使館がワシントンの国防省に送った文書によれば、ドイツ、オランダ、ベルギーそしてトルコに米国の核兵器が配置されているという。
この文書の中で、ドイツは「ロシアが核兵器を所有するなら」ドイツにある20の核兵器を廃棄するのには反対だと述べており、米国もドイツの意見を尊重すると言及している。
米国側は「ドイツ、オランダ、ベルギーから核兵器を引き上げることになると、トルコだけに負担をかけるのは難しくなる」とも表明している。

オランダにある米軍基地での米軍の核兵器について長い間疑惑があったが、オランダ政府はこれを公表していなかった。12年前、当時の外務大臣ファン・アーツェン氏は間接的に存在を示唆していた。

Amsterdam/Brussels - Leaked secret messages on the Wikileaks website between the US State Department and its diplomatic missions abroad have confirmed the presence of US-owned tactical nuclear arms in the Netherlands and Belgium, it was reported Monday.
A secret message sent by the US embassy in Germany to the State Department in Washington mentions the presence of US tactical weapons in Germany, the Netherlands, Belgium and Turkey, the daily Algemeen Dagblad and Radio Nederland reported.
Wikileaks also revealed the presence of US nuclear weapons in Belgium, the Belgian daily De Standaard reports.

Now a public high school teacher is suing the city after he was suspended and fined $15,000 for what school officials say was misconduct for using it in his Manhattan classroom.

The word, "cono," (COHN'-yoh) can be offensive. But that sometimes depends on how it's used and which ethnic group is using it.

Its literal translation refers to the female sexual organs, according to the Royal Spanish Academy in Spain. But the institution charged with regulating the Spanish language says the word also can express "diverse states of emotion, especially surprise or anger."

The teacher, Carlos Garcia, declined to be interviewed. But his attorney, Sergio Villaverde, said his client didn't use the word. He also claims the court interpreter mistranslated the term during Garcia's disciplinary hearings.

"El cono is used for everything," he said, adding that a teacher could use it to commend a student without it being considered offensive. "It just depends on the tone that you are using with it."

But Augusto Ayala, a worker at a nearby coin-operated laundry, said the word is considered lewd by Ecuadoreans like him ― and best avoided among strangers.

"As such, its meaning cannot be discerned by looking to a literal translation," Martin F. Scheinman wrote in his decision. "Rather, as with any idiom, the meaning must be determined from the context in which the word is used."

米国、ある先生が、cono　と発言したら、それに立腹した人がいて、先生は休職。しかし、それから反撃。

cono　という言葉はスペイン語で汚い言葉として使われることがあるが、文脈によっても違う。
ある人達にとっては下品な意味にしかとれない、そこで、問題が起きた、と。

要するに、能記ー所記で、前者が同じだからといって、後者が一義的とは限らない、ということですね。

I agree with you. I’ve been saying for years that the NJ-bashing rhetoric of all the Japanese political parties can be seen in the UK: Coming from the BNP, EDL, NF, and other blatantly racist organisations. IOW, what is mainstream here qualifies as hate speech in the West.

The number of teenage girls who are physically aggressive and lash out at school and at home has risen at an alarming rate, experts claimed yesterday.

LONDON // An alarming picture of the physical violence, intimidation and discrimination faced by many of Britain's two million Muslims on a daily basis, was portrayed yesterday in new academic research.

Although the researchers found well-documented acts of violence perpetrated by followers of right-wing groups such as the British National Party and English Defence League, they said that the majority of attacks were carried out by "individuals who have become convinced and angry by negative portrayals of Muslims in the media".

Random acts of violence and intimidation - including what the report said was a "disturbing" number of incidents involving Muslim women wearing veils - were most likely to occur in poor, urban communities.

In one incident, a woman wearing a burqa was punched and called a "terrorist" by a stranger in front of her petrified daughter. The woman was too scared to inform the police.

So what can be done? The easiest reply is to hold steadfast, and do not bow to the pressure.

This may sound great, but this policy is actually quite dangerous. A few more years of doing nothing will mean not only more provocations, but also a considerable increase in North Korea’s nuclear capabilities, missile technology and, perhaps, proliferation. In other words, waiting is not a solution.

In the short term, the answer would seem to be negotiations aimed at freezing the North Korean nuclear program ― for a price, of course.

It should be done with a clear understanding that negotiations, even if a deal is reached, will merely buy time and make the problems less acute.

So long as the Kim family stays in power ― and it could be around for a long time ― North Korea will remain a problem with no diplomatic solution. It survives by making trouble, since it has to make trouble just to stay afloat.

これはわりに面白い。
　Natoはそもそも冷戦下ソ連に対抗するための組織だったが、すでにその大義を失った。では、いま、なんのためにあるのか？脅威を煽っているが、具体的な敵はいないのではないか？という問題意識である。
これから、NATOの役割について再定義がはじまるのだろう。とくにアフガン問題について討議されているが、このアフガン問題についても出口なし、といった感じで、撤退の仕方を間違えればアフガンもまた、NATOなども混乱していく。

　ところで、これ、太平洋地域ではまた話が違う。NATOは存在意義が薄れたかも知れないが、北朝鮮、中国といった具体的な国家、脅威があるところで、むしろ、その脅威に対抗するために、NATOに相当する組織が必要なのかもしれない。

中国軍の海洋活動の活発化や北朝鮮の韓国領砲撃で、日本自身の安全保障のためだけでなく、東アジアの平和と安定を支える礎として、日米同盟の重要性が改めて強く意識されている。

　しかし、「だから沖縄に基地負担に耐えてもらうしかない」という議論はもう成り立たない。住民の理解と協力なしに、米軍基地の安定的な運用も日米同盟の強化も立ちゆかない。日米同盟の重要性が改めて強く意識されている。

The point is not that the DPJ has been particularly sober minded in its approach to the issue, but that it is not altogether clear how the bases in Okinawa serve Japan’s interests, which leads to the larger question of how the US-Japan alliance can best serve the interests of both countries.

こちらは、OJのハリス氏だが、ハリス氏は、在沖縄米軍基地について、日本の国益になるのか、明かとはいえない、と疑問を呈している。

I think regional uncertainty reinforces the trend towards a “strong but limited” security relationship focused deterrence in and around Japan instead of more expansive or grandiose plans for the alliance. And given Okinawan opposition to US bases and the uncertainty regarding the US economy, the countries should be talking about politically and economically sustainable deterrent capabilities.

今回のような地域が不安定になると、むしろ、限定された同盟関係のほうに傾くのではないか、と。

As such, while developments in the region may lend a certain urgency to bilateral talks about the future of the alliance, it is unlikely that they will push the US-Japan alliance in a drastically different direction than it was already going.

とすれば、同盟関係は従来とそれほど変更はないのではないか、と。

中国・北朝鮮周辺諸国はその脅威に対して共同して対抗する共通の利益はある。

米国がからめば心強いが、しかし、NATOのときもでそうだろうが、米国が世界のあっちこっちでする戦争につきあわされるのはご免だ、というのが正直なところであろう。

ここらへんの微妙なバランスをどうするか、これから日本の課題であろう。

　個人的にいえば、領土問題では、ほとんど役ただづで、全面戦争になったときもしかして援助してくれるかもしれない、というのだから、無用とはいわないし、他に有用な面があるのを否定するつもりもないが、特にそれほど重視する必要があるかは疑問で、むしろ、地域の各国と協調して、中国に対象を限定して、平等なルールに基づいた集団的安全保障への取り組んだ、方が健全なような気もする。ただ、中国とは経済交流もしなくてはいけないので、そこらへんが微妙ではある。

　因みに自主防衛派の存在はそれが仮に主流にならなくても選択肢としてもっていることは日本の強みになるので歓迎したい。頑張って欲しい。

The report, which also found that there had been a rise in random attacks on women who wear headscarves, said Islamophobia can only be tackled by the combined efforts of the government and community leaders.

"There are these cases [of attacks on Muslims in small towns] but they're not being reported, they're not coming through," Githens-Mazer said.

"In many cases people don't report them because either they're so humiliating or people are scared to go to the police and make the problem bigger than what actually happens.

ndonesia is planning to tighten regulations regarding its nationals working abroad.

The move comes after an upsurge in the number of people reporting abuse at the hands of their foreign employers.

Many of these are Indonesian maids working in the Gulf countries.

Al Jazeera's Step Vaessen reports from the police hospital in Jakarta where abused Indonesians returning from abroad are taken to recover.

クロマグロ漁獲枠微減　乱獲防止策も合意　国際委

一方、乱獲防止策については、日本とＥＵが共同提案した資源管理規則が最終的に受け入れられた。これに基づき漁獲国は今後、漁船の個別割当量や操業の映像記録方法など管理計画をＩＣＣＡＴに提出し、承認を得ない限り、翌年の操業が禁止されることになった。

　大西洋クロマグロの漁獲をめぐっては、３月のワシントン条約締約国会議でモナコが提案していた国際取引の禁止が否決され、当面の資源管理はＩＣＣＡＴに委ねられることになった。日本政府は今回決まった漁獲枠を加盟国が守れば、資源回復率が７０％以上になるとみている。

ということでこれはいいことだ。

クロマグロ　乱獲防止へ重要な日本の役割（11月29日付・読売社説）

太平洋のクロマグロについては、漁船ごとに漁獲枠を配分する方式を来年度から導入するなど、日本が自ら資源管理を強化する。規制が徹底されていない大西洋でも、こうした対策を加盟国に働きかけていくべきだ。

This is pretty unusual, right? for a business hotel to explicitly say no foreigners, and for an otherwise respectable website like Rakuten to publish this.

An investigation by the BBC has found that children in Islamic weekend schools in Britain are being taught the Saudi Arabian school curriculum with textbooks containing extreme homophobic and anti-semitic views.
The books have been distributed to a network of schools with five thousand students across Britain from an office owned by the Saudi Arabian Cultural Bureau in London and teach a hardline interpretation of Islam.
The books, which are produced by the Saudi Arabian Ministry of Education, state that homosexuals are to be executed but that there is disagreement on whether this should be done by stoning, by burning them to death or by throwing them off cliffs.
They also state non-Muslims will burn in hell and claim that Jews look like pigs and monkeys and are trying to take over the world.
The schools fall outside the jurisdiction of the UK’s Office for Standards in Education, Children’s Services and Skills as they are privately funded and run outside of normal school hours.
UK Education Minister Michael Gove responded to the report by saying Saudi Arabia had a right to determine its own curriculum, but that homophobic and anti-semitic views must not be taught in British schools.

Panelist Dr. Kerry Jang, Professor, UBC Psychiatry and Vancouver City Councilor, shared a story about his own upbringing; of how his grandfather arrived in British Columbia and paid the Chinese head tax and how emphasizing his Canadian citizenship was more important than identifying with his Chinese heritage. “You had to be as non-Chinese as possible,” Jang said, “so I kind of grew up being kind of non-Chinese but being reminded that I was Chinese every so often. We went back and forth with this kind of thing. So quite frankly, I didn’t know how to react when I read the article.” Jang’s sentiments echo with many Canadian-born and naturalized Asians who read the Maclean’s article but were caught in-between cultural worlds and thus, did not know how to react.

“This article harkens back to an older Canada,” explains panelist Dr. Henry Yu, Associate Professor, Department of History and Principle pro tem at St. Johns College, UBC. “It’s also a hurtful article for a lot of people. And in fact, the irony is if you just arrived from Asia, if someone says, ‘You’re so Asian’ – well of course, I was born in Asia.” Yu doesn’t fail to recognize the distinction between Asian international students and domestic Asian-Canadian students, an acknowledgment that Stephanie Findlay and Nicholas Kohler did not care to make nor did the Maclean’s editorial team care to include.

However, the international student is “not the person who’s actually going to feel hurt the most,” Yu continues, “You know who’s going to hurt the most? The person who tried really hard in elementary school and high school to fit in. The person who, like me, thought ‘maybe if I’m captain of the basketball team, it’ll be okay. Maybe if I really work hard to fit in.’ But then every once in a while someone calls you ‘rice’.”

Canadian universities have changed significantly in the past four decades. It is should be of no surprise that the children of Asian immigrants and first-generation Asian-Canadians are entering university. It was a surprise for me to see a national magazine adhere to a dangerous discourse to choose not recognize their Canadian identities, but as Asian and as “others.

これはいくつかの点で面白かった。UBC大学で集会が開かれる、というが、これブログウォーでもでてきた大学だね。ただ、日本では知られていない。それと、、これ、以前当ブログでも取り上げた記事なんだね。どうも、アジア人を十把一絡げにしすぎている、ということで、批判されている模様。アジア人といっても、先週カナダにやってきたアジア人とじっちゃんばっちゃんがアジアからやってきて生まれも育ちもカナダ、という人もいるわけだ。
さらに、そのじっちゃんがきたときには、Chinese head tax　中国人税というのを払わされていたらしい。
他方、いまでも、カナダで生まれ育っても、みんなといっしょにやろうと思っても、ライスと言われることがあるらしい。アーバン辞書をみると、かなり多くの意味があってこの文脈でどの意味かわからないが、ま、あまりいい意味で使われていない、ということだろう。

でそもそも元記事が２世、３世をカナダ人ではなく、アジア人あるいは、あるいは、他者・異分子としてみているのは驚きである、と。

　なぜか、カナダというと多文化主義の優等生みたいに表象されることが多いが、しかし、どうなんでしょうね？たしかにそういった開かれた面もあるのだろうが、しかし、多分にそれも一つの偏見のような気がしないでもない。

A Beaver Stadium nightmare

It was the first time in my life that I was truly ashamed and embarrassed to be from Pennsylvania. From the moment we parked our car and began walking to the stadium, we were astounded to find people (assumedly students) wearing white T-shirts with offensive slogans and language toward Michigan. The verbal assaults were even more rude, degrading and demeaning. We were prepared for the “normal, high-spirited fun” that goes along with being the opposing team. This was far beyond what any fan should have to endure.

The icing on the cake was halftime. My husband went to use the restroom. I opted to stay in my seat to avoid any further drama. I should have left too, because that was when racial comments began. (I am Caucasian and my husband is African-American). I was called names laced with racial slurs. I am not naïve, but I never expected this on Penn State’s campus.

The two seats directly behind my husband were occupied by elder alumni. The older lady, who was sitting beside the man who made the majority of the racial comments, told me that when she becomes the “president of the board” she is going to make it a rule that people can only leave their seats during halftime. There was no way she could have avoided overhearing the discriminative comments made by the man beside her, but she never said a word to him. Instead, she chose to worry about the crowded seating and people going in and out.
Upon my husband’s return, he told me that a gentleman who was sitting about four rows in front of us (he was dressed like a huge ninja turtle) attempted to refuse to allow my husband to use the restroom. He even went as far as to put his arm across the doorframe to block my husband’s path. My husband told the man, an adult fan, that if he didn’t move his arm he was going to urinate on him. My husband moved the man’s arm and went into the bathroom. For the remainder of the game, the man kept looking back and taunting my husband.

こっちへのコメントにかまけていた。
Tepido orgのほうは意見は一致しなくても、わりにうまく議論がすすんでいると思う。
反対意見に慣れることも重要だと思う。（なぜか、ぼくはすごく慣れている。(^^;)）意見が一致しなくてもいいのだ。

The Uni-Filesの方はセンセの親衛隊の奇妙で、無関係な話を持ち出す議論。煙幕だね。こうした感情的というか、煙幕論法に対する対処法として、もしかしたら参考になるかもしれないです。
ただ、今回の件で、あそこの親衛隊がかなり多いのがわかった。主権回復の会よりずっと多い。、あの手の団体にありがちだが、、自分の団体で群れをなしているときは威勢よく、また、議論をしても、妙な信念をもっているので、圧倒されがちだが、しかし、論理をつんでいけばわかるひともでてくる。それを期待したい。
個人的にはMikeさんが日本に対して公平なコメントをしてくれていたのをみたことがあるので、やはり、義理は尽くしたい、という気持もある。

北朝鮮、民間人死亡に遺憾の意　責任は「敵にある」

　【ソウル＝箱田哲也】北朝鮮の朝鮮中央通信は２７日、大延坪島への砲撃について「民間人死傷者が発生したのが事実なら、極めて遺憾だと言わざるを得ない」と表明した。一方でその責任は「軍事施設内に民間人を配置して『人間の盾』を作った敵の非人間的行為にある」と主張した。

　砲撃に関して北朝鮮側が遺憾の意を表したのは初めて。韓国で高まる反北感情を抑えようとしつつ、韓国政府には一切譲歩しない姿勢を鮮明にした。韓国政府の反発は必至だ。同通信は「敵の砲弾は我々の砲陣地から遠く離れた民家周辺にまで無差別に飛んできて落ちた」としたが、具体的な被害は明らかにしなかった。

　うまいね。

　枠組みを変えること、敵を絞る、敵を減らす、仲間を増やす、というの戦術だね。

北朝鮮の延坪島砲撃で極めて重要なのは、米国が効果的に北朝鮮に圧力をかける手段がないことが示されたことだ。米国の軍事力は北朝鮮による全面戦争や侵略行為を阻止してはいるが、限定的な挑発行為を思いとどまらせることはできてはいない。

最後の選択肢として、軍事休戦委員会にすべての軍事案件の解決を委ねることを提案したい。

中国も当事者として、軍事休戦委員会の枠組みの中で一定の義務を負わなければならなくなる。国際的な枠組み（での解決）に協力し緊張緩和を実現するか、朝鮮半島での全面戦争に発展しかねない結果に直面するのか、中国には最後通告を突きつけねばならない。

　軍事休戦委員会か？うーーーーん。それでうまくいけばいいが。
　いずれにせよ、圧力として、全面戦争に発展しかねない、という選択肢しかないところが、米韓の弱みでもある。

論戦のあり方―国会は「大事争うべし」

　今年度補正予算が成立した。

　あわせて、仙谷由人官房長官、馬淵澄夫国土交通相の問責決議が可決された。これを機に野党が全面的な審議拒否に踏み切れば、多くの重要法案が日の目を見ずに終わる。６４日間の会期で補正がほぼ唯一の「成果」となる。

　成果においても、審議の質の面でも、今国会の惨状は目を覆うばかりである。論ずべき重要課題は多いのに、傾聴に値する議論がほとんどない。

　もっともな話である。しかし、くだらん風潮を作ってきたのは朝日も大いに責任がある。安倍・麻生のときの朝日を忘れたのか？

国会論戦も見るべきものがなかった。「有言実行内閣」を掲げ、税制を含めた社会保障制度の抜本改革を唱え、環太平洋パートナーシップ協定（ＴＰＰ）の協議開始をぶちあげたわりには、菅直人首相の国会での発信は弱かった。これだけの大改革を実行するための段取りと手段だけでなく、国民をどう説得するのか、意思と構想が伝わってこなかった。　小沢一郎氏の政治とカネ問題も全く深まらなかった。最低限必要だと思われた政治倫理審査会への出席・釈明も民主党執行部は小沢氏本人の同意を取り付けられず、菅首相、岡田克也幹事長の党内統治力の弱さを見せつけることになった。

　菅首相の指導力がなさすぎ。支持がなくなると支持母体や支持派閥にしがみつくのはやめて、正々堂々国民に訴えていくべきだ（った）。そうすれば、これほど、国民による内閣の支持率も下がらなかっただろう。

　官房長官の後ろに隠れてばっかりいるとこうなる。

中国が南北朝鮮の緊張緩和へ動き。

On Friday, China's Foreign Minister Yang Jiechi met the North's ambassador in person, and spoke on the phone to his US and South Korean counterparts, according to a statement carried by the state-run Xinhua news agency.

中国の外相が、北の大使と面会、また、南と米と電話会談をしたようだが、会談の内容は不明。

中国は、圧力をかけて北朝鮮に核廃棄を迫ろうとする日米韓には同調せず、むしろ経済支援の強化によって３代世襲体制を支える立場だ。隣国の北朝鮮で体制が崩壊すれば、中国の安定も損なわれるという計算があるのだろう。

　だが、地域の平和と安定を脅かしているのは、北朝鮮である。甘やかしてきたことが、ここまで増長させたのではないか。

Pictures of one French policeman apparently suppressing a protester by grabbing him around the neck have caused quite a stir in Germany. Christoph Mueller, a lawyer based in Berlin, has filed a complaint against another French policeman in a separate incident that he says he personally witnessed.

"I saw a French policeman, close to the Castor transport, who grabbed an activist, talked animatedly to him, and then suppressed him somewhat violently," Mueller told Deutsche Welle.
