The emails protesting the comfort women's memorial, which have also been addressed to Times editors and reporters, generally don't deny that the brothels existed. Instead, they argue that soldiers from all nations, including the U.S., patronize prostitutes during wartime. Any coercion used to staff the Japanese "comfort stations," they say, was committed by unscrupulous Korean pimps ― not Japanese officials.
"The girls were sold by their parents to private sex brokers, which is a tragedy," wrote one Japanese man who said he lives in the U.S. and only identified himself by his pen name, Pakku Rareman. "Or they volunteered to feed their family" during the war, he wrote.
Xinhua’s argument that a U.S.-China war can be avoided is based largely on their strong economic relationship.
This logic is deeply flawed both historically and logically. Strong economic partners have gone to war in the past, most notably in WWI, when Britain and Germany fought on opposite sides despite being each other’s largest trading partners.
More generally, the notion of a “capitalist peace” is problematic at best. Close trading ties can raise the cost of war for each side, but any great power conflict is so costly already that the addition of a temporarily loss of trade with one’s leading partner is a small consideration at best.
And while trade can create powerful stakeholders in each society who oppose war, just as often trading ties can be an important source of friction. Indeed, the fact that Japan relied on the U.S. and British colonies for its oil supplies was actually the reason it opted for war against them. Even today, China’s allegedly unfair trade policies have created resentment among large political constituencies in the United States.
But while trade cannot be relied upon to keep the peace, a U.S.-China war is virtually unthinkable because of two other factors: nuclear weapons and geography.
Put differently, war is fought in pursuit of policy ends, which cannot be achieved through a total war between nuclear-armed states.
What makes nuclear weapons different, then, is not just their destructive power but also the certainty and immediacy of it.
While extremely ambitious or desperate leaders can delude themselves into believing they can prevail in a conventional conflict with a stronger adversary because of any number of factors―superior will, superior doctrine, the weather etc.― none of this matters in nuclear war. With nuclear weapons, countries don’t have to prevail on the battlefield or defeat an opposing army to destroy an entire country, and since there are no adequate defenses for a large-scale nuclear attack, every leader can be absolute certain that most of their country can be destroyed in short-order in the event of a total conflict.
Since no policy goal is worth this level of sacrifice, the only possible way for an all-out conflict to ensue is for a miscalculation of some sort to occur.
Geography is the less appreciated factor that will mitigate the chances of a U.S.-China war, but it could be nearly as important as nuclear weapons.
First, both the United States and China are immensely large countries―according to the Central Intelligence Agency, the U.S. and China are the third and fourth largest countries in the world by area, at 9,826,675 and 9,596,961 square km respectively. They also have difficult topographical features and complex populations. As such, they are virtually unconquerable by another power.
Besides being immensely large countries, China and the U.S. are also separated by the Pacific Ocean, which will also weaken their sense of insecurity and threat perception towards one another. In many of the violent power transitions of the past, starting with Sparta and Athens but also including the European ones, the rival states were located in close proximity to one another. By contrast, when great power conflict has been avoided, the states have often had considerable distance between them, as was the case for the U.S. and British power transition and the peaceful end to the Cold War. 人事院の国家公務員倫理審査会は12日、中央省庁や国立病院機構の幹部職員が2012年度に受けた5千円を超す飲食接待や外部報酬などの贈与報告書を発表した。報告総数は前年度に比べ21・0%増の3552件で、00年度に調査を始めて以降最多だった。
東日本大震災後の自粛ムードが和らいだことや景気回復が主な要因で、審査会は「詳細を確認中の19件を除き、不適切な事案はなかった」としている。
内訳は、飲食接待が1979件(33・2%増)、原稿料や講演料といった報酬が1484件(6・5%増)、物品や香典などの供与が89件(61・8%増)。飲食の提供者は、各省庁などが所管する財団・社団法人が1511件と最も多く、民間企業が179件、外国政府・国際機関が79件で続いた。接待の金額や報酬が2万円超のケースは計1172件。100万円超の原稿料が3件あったほか、一般社団法人から50万円の賞金を受け取った幹部もいた。

閉幕式に出席した米中代表らによると、米中は焦点の一つだったサイバー問題に関し、今回の対話で初めて設けられた同問題に関する作業部会を年内に再び開催することを確認した。
米側は席上、中国を発信地とするサイバー攻撃による企業情報の不正取得の停止を求めたのに対し、中国側は「我々も被害者だ」と主張。米中は、サイバー空間での犯罪防止に向けた国際ルール作りが必要との認識では一致した。

営業マンとして取引先の担当者を接待する、夜の酒席。何げなく相手が尋ねてきた。
「ハハ、しないといけないですよね……」。またか、の思いをかみ殺しながら、乾いた笑いをしぼり出す。「早く、この時間が過ぎないかな」
東京都内の広告関連会社に勤める男性(37)は、男性同性愛者のゲイであることを一切、カミングアウトせずに働いている。偏見が、まだまだ多いと感じているからだ。
「自分はそうかも」と思ったのは高校時代。社会人になって上京、ゲイの仲間に出会って確信した。社会人2年目の時、男性の恋人ができた。
会社では、言えなかった。
「同期の職場に、そういうヤツ(同性愛者)がいるんだって」。同僚が、絶好の笑いのネタを見つけたとばかりに話しかけてくる。「自分も」とは言えず、「そういう人もいるんだ」と合わせるしかなかった。オカマネタ。好きな女性のタイプの話。周囲が盛り上がるたび、つらかった。
「付きあっている人は?」と聞かれ、いても「いない」と答えたり。「週末どうする?」と聞かれ、同性のパートナーを「彼女」に置きかえてデートの予定を話したり。申し訳ないと思いながら、のらりくらりとウソを重ねた。できればウソはつきたくないから、なるべく私的な話をせずに済むよう、いつしか同僚と距離を置いた。「つれないヤツと思われているかも」と覚悟して働いてきた。
でも、周りとの間に、作りたくて壁を作っているわけではないことは知ってほしい。
スギちゃん、5億円当たったぜぇ~…独紙誤報
【ベルリン=工藤武人】ドイツの有力大衆紙ビルトは11日、お笑いタレントのスギちゃんが「宝くじで5億円が当たった」とする、事実でない記事を誤って掲載した。
記事は東京発で、「日本のコメディアンが宝くじ当選でニンマリ」との見出しと一緒に、スギちゃんがピラミッド状に積まれた札束を抱え込む写真も添えられていた。記事は、スギちゃんが「賞金を手に帰宅した」とも伝えている。
だが、この写真は10日に東京都内で行われた「サマージャンボ宝くじ」の発売開始の催しで撮影されたもので、抽選日は1か月先の8月13日。ビルト編集局は読売新聞に「誤報」と認めたが、記事掲載の経緯は明らかにしなかった。東京のドイツ大使館によると、ビルト紙は日本に支局を置いていないという。
当のスギちゃんは、ブログに「ドイツでは当たった事になってるぅ」と書き込み、遠く離れた外国での騒動に驚きを隠さなかった。

ドイツ最大の部数を誇る大衆紙ビルトは11日付の紙面で「日本のコメディアンが大当たり」との見出しの記事を掲載、お笑いタレントのスギちゃんがくじに当選し、5億円を獲得したと誤って報じた。
スギちゃんは10日、サマージャンボ宝くじの宣伝イベントに参加しただけで、抽選会もまだ行われていない。ビルトの広報担当者は誤報と認め「記事はもともと外部から提供を受けたもので、面白いと思って掲載した。間違えたのは非常に遺憾だ」と述べた。

11日付同紙は「東京発」で「日本のコメディアンが宝くじ当選金をかかえてにやにや笑っている」という写真付きの記事を掲載。記事によると「スギちゃん(39)は人気の夏の宝くじの抽選を大勢の人と何時間も待った。このひょうきん者は幸運に恵まれ、金を持って帰宅した」という。
朝日新聞の問い合わせにビルト紙編集部は「外国ニュースの編集者が写真を見て、コメディアンが当選したと誤解した」と誤りを認めた。ビルト紙はドイツで最大部数の大衆紙。
サマージャンボ宝くじは10日に発売され、スギちゃんは発売記念イベントに参加していた。

Holidays? When they go overseas, Britons tend to cluster in enclaves, says the paper, where they eat British food and avoid interaction with foreigners, apart from the waiters.
Next there's the huge cost of paying for transport to get from Heathrow airport to Gatwick to fly on to, say, Ibiza, followed by at least three hours to get through customs, security and then allowing for flight delays.
There's also the question of British happiness - while Australia is in the top five in a recent survey, Britain came in as the 10th happiest nation among developed economies.
And of course, Britain is a nation divided. The paper says that the north and south of England hate each other, the Scots hate the English, the Welsh hate the English, the English hate everyone and everyone hates the Welsh.
On the economic and job front, says the paper, the UK's economy is 'basically down the toilet. Don't let a Pom fool you with stories about the greatness of the English pound.'
Unemployment in Australia is at 5.7 per cent, while in Britain it's 7.9 per cent.
Whereas with poor old Australia...
1) Animals that kill you are everywhere.
2) Everywhere is too far away from everywhere else.
3) Nothing good on television. Ever.
4) Incomprehensible sports.
5) Very bad losers when we beat them at sports with proper, rather than 'Aussie', rules.
