WiLL別冊４月号「歴史通」の１７６ページの日本に対する先制爆撃計画「JB－３５５」を承認したルーズベルト大統領サイン入り文書の内容を知りたいと思い、先日買い込んだ翻訳ソフトにかけてみましたが、相当な悪文なんだろう。チンプンカンプンな翻訳文しか出てこない。
そこで、今日は学生気分で、英語のお勉強でもやってみよう。

At the request of Mr.Lauchlin Currie, Administrative Assistant to the President, The Joint Board has made recommendations for furnishing aircraft to the Chinese Government under the Lend-Lease Act. These recommendations are contained in the Joint Planning Committee report of July 9, 1941, J.B. No.355 (Serial. 691), which The Joint Board approved, and which is transmitted herewith for your consideration.
In connection with this matter, may we point out that the accomplishment of The Joint Board's proposals to furnish aircraft equipment to China in accordance with Mr. Currie's Short Term Requirements for China, equires the collaboration of Great Britain in diversion of allocations already made to them; however, it is our belief that the suggested diversions present no insurmountable difficulty nor occasion any great handicap.
We have approved this report and in forwarding it to you, recommend your approval.

大統領政策補佐官、ロークリン・カーリー氏の要請により、「合同会議」は『レンド－リース作戦』に基づいて、支那政府に対して必要とされる航空機を供給することを勧告致します。
この勧告は、１９４１年７月９日付、Ｊ．Ｂ．Ｎｏ．３５５（シリアル．６９１）の「合同作戦協議会」の報告書に含まれております。「合同会議」は既にそれを承認しており、大統領閣下の判断の参考になりますよう、その資料を添付いたしておきます。
この事案について、カーリー氏の支那向け短期必要物品、すなわち航空機を貸与するという「合同会議」の提案の遂行を指摘することにやぶさかではではありませんが、それについては、既に彼らに行った作戦を転換させるという点において、大英帝国側の協力が必要になります。しかしながら、提案された転換が克服できないほど難しいものでないばかりか、何らかのハンデキャップを生じさせるものでもありません。
我々は既にこの報告書を承認しており、閣下におかれましても、前向きにご承認されますようお勧め申し上げます。

何とも酷い話である。日米開戦の５ヶ月前にアメリカ合衆国と支那は支那大陸から日本本土を空爆する共同謀議を行い時のルーズベルト大統領はその作戦にゴーサインを出していたんだってさ、日支戦争は支那が起し、アメリカを日米戦に引きずり込んだのも支那、奴らはナチス・ドイツとも繋がっていたとは、「日本こそ支那の被害者である」。
