Portugal props up banks with €6.6bn

Portugal is to inject up to €6.65bn (£5.4bn) into three of its biggest banks to meet an EU deadline for higher capital ratios by the end of this month.

Private lenders BCP and BPI will receive €3.5bn and €1.5bn in return for convertible bonds. The funding will come from a recapitalsation credit under the country's €78bn bail-out from the EU-IMF "Troika".

民間のBCPとBPIは転換社債を交換に、それぞれ35億ユーロ、15億ユーロを注入される。
資金はポルトガルに対するトロイカ支援策の救済基金（780億ユーロ）の資本増強ラインから供与される。

The state-owned Caixa Geral de Depositos will receive €1.65bn under different rules. The move was expected, unlike the dramatic rescue of Bankia in Spain.

政府系のカイシャ・ゲラル・デ・デポジトスは、別の規則に従い、16.5億ユーロの資本注入を受ける。
劇的に救済されたスペインのバンキアのケースとは異なり、この動きは予測されたものである。

Troika officials announced on Monday that Portugal's reform programme "remains on tracking amidst continuing challenges", clearing the way for the next €4.1bn tranche of rescue loans.

トロイカの当局者は6月4日月曜日、ポルトガルの財政再建計画は「困難な状況が続く中でも路線を外れておらず」、41億ユーロの次回融資を得られるとの声明を出した。

The country has won high praise for sticking to austerity pledges through thick and thin, without provoking popular revolt.

世論の反乱を引き起こすことなく、状況の変化に拘らず緊縮政策を守っているとして、ポルトガルは高い賞賛を得ている。

"We met our objectives," said finance minister Vitor Gaspar. "Our budget remains in line with our 2012 targets and the government should be able to bring the deficit down to 4.5pc of GDP as planned."

The Troika has upgraded its economic forecast for this year, expecting output to fall by 3pc instead of 3.3pc, with "subdued growth" in sight for 2013 as exports expand faster than expected. Exports to China grew 52pc in the first quareter, led by light trucks.

トロイカは2012年の経済予測を上方修正し、3.3%ではなく3%のマイナス成長になるだろうとした。
また、輸出が予想よりも速やかに増大していることから、2013年は「低水準の成長」になるだろうとした。
2012年第1四半期の対中輸出は、軽トラックを主力として52%増となった。

"The authorities are implementing the reform policies broadly as planned and external adjustment is proceeding faster than expected. Nevertheless, more determination is needed to push through reforms that touch on sensitive political and vested interests," said the Troika review.

「当局は概ね計画通りに財政再建計画を実施している。対外的調整は予想を上回るスピードで進んでいる。しかし、デリケートな政治的利益や既得権益に触れる改革を推し進めるには、より固い決意が必要だ」とトロイカは評した。

"At the same time, rising unemployment has emerged as a pressing concern," it said. The jobless rate is expected to rise to 15.5pc this year before peaking at 16pc. The Troika said the approval of a more free-market Labour Code should "attenuate job losses" but called for further "urgent" action.

また、「同時に、失業率の上昇が差し迫った課題として浮上した」と述べた。
2012年の失業率は、16%でピークに達する前に、15.5%まで上昇すると予想されている。

Portugal has so far managed to avoid a self-feeding downward spiral as economic contraction erodes the tax base, though it started retrenchment late and has yet to go through the full storm.
