簡単な道ではなく、正しい道を ～カイロ演説より

　こうした活動はすべて協力して行われなければなりません。米国民は、人々を支援してより良い生活を送ることができるようにするために、世界中のイスラム社会の市民と政府、地域組織、宗教指導者、そして企業と協力する準備ができています。
　今私が挙げたさまざまな課題に取り組むことは簡単ではありません。しかし私たちには、私たちの求める世界のために力を合わせる責任があります。それは、過激派が私たちの国民を脅かすことがなくなり、米国の兵士たちが母国に帰還できる世界、イスラエル人とパレスチナ人がそれぞれ自分の国で安全に暮らし、原子力が平和的に利用される世界、政府が国民に奉仕し、神の子すべての権利が尊重される世界です。それが私たちの相互の利益です。それが私たちの求める世界です。しかし、これを実現するには、協力するほかありません。

　私たちがこの新たな始まりをつくることができるのか疑問に思う人たちが、イスラム教徒にもそれ以外の人たちの中にもおおぜいいることは承知しています。対立の炎をあおり、前進を妨げようとする人たちもいます。努力は無駄であり、私たちの意見は対立する運命にあり、文明は衝突する運命にあるのだ、と言う人たちもいます。さらに多くの人たちは、真の変革が起きることに懐疑的です。長年の間に蓄積された恐れと不信は、とても大きなものになっています。しかし、過去に縛られることを選んでしまったら、私たちは決して前進することはできません。そして私は、特に、すべての国々の、あらゆる宗教の若者たちにこう伝えたいと思っています。皆さんには、誰にも増して、世界を考え直し、この世界をつくり直す力があるのだ、ということを。

　私たちは皆、ごくわずかな時間だけ、この世界を共有しています。問題は、私たちを対立させる事柄に注意を向けてその時間を過ごすのか、それとも、共通点を見つけ出し、子どもたちのために私たちが求める将来に注意を向け、全人類の尊厳を尊重しようとする持続的な努力に専心するのか、ということです。
　戦争は終わらせることより始めることの方が簡単です。内省するより他者に責任を転嫁する方が簡単です。人との共通点を探すより相違点を見つけることの方が簡単です。しかし私たちは、単に簡単な道を進むのではなく、正しい道を選ぶべきです。

　あらゆる宗教の心に横たわるひとつの教えがあります。それは、「自分にするように、人にもしなさい」、という教えです。(Applause.)　この真実は、国家や国民を超越するものです。この信条は、新しいものではなく、肌が黒くても白くても茶色でも関係なく、キリスト教もイスラム教もユダヤ教も関係なく存在するものです。それは、文明の始まりに鼓動を始め、現在も世界中の何十億という人々の心に脈打つ信条です。それは他者に対する信頼であり、私を本日この場に立たせた力でもあります。

　私たちには、自分の求める世界をつくり出す力がありますが、それは、私たちが、これまでに書かれたことを心に銘記しながら、新たに始める勇気を持ったときに初めて可能となります。
　コーランは、「人類よ。われわれは人類に男性と女性を創造し、国家と部族をつくり、お互いに理解することができるようにした」と教えています。
　タルムードは、「トーラ全体は、平和の促進を目的としている」と教えています。
　聖書は、「平和を実現する人々は幸いである。彼らは神の子と呼ばれるからである」と教えています。(Applause.)

　世界の人々は、共に平和に暮らすことが可能です。それが神の思い描いた人々の姿であることを私たちは知っています。それが、地球上での私たちの務めとならなければなりません。
　皆さんに神の平和がもたらされますように。(Applause.)

新たな始まりを求めて ～カイロ演説より（対訳）

　私は、皆さんの温かい歓迎、そしてエジプト国民の皆さんの温かい歓迎に感謝します。I'm grateful for your hospitality, and the hospitality of the people of Egypt.　また私は、米国民の親善の気持ちと、米国内のイスラム社会からの平和を祈るあいさつの言葉をお伝えすることを誇りに思います。アッサラーム・アライクム―あなた方の上に平和がありますように。And I'm also proud to carry with me the goodwill of the American people, and a greeting of peace from Muslim communities in my country: Assalaamu alaykum. 　私は、米国と、世界中のイスラム教徒の間の新たな始まりを求めて、ここカイロへやってきました。それは、相互の利益と尊敬に基づき、米国とイスラムは相いれないものでも、競合するものでもないという真実に基づく新たな始まりです。I've come here to Cairo to seek a new beginning between the United States and Muslims around the world, one based on mutual interest and mutual respect, and one based upon the truth that America and Islam are not exclusive and need not be in competition.　米国とイスラムは、重なり合うものであり、正義と前進、寛容と全人類の尊厳という原則を共有しています。Instead, they overlap, and share common principles -- principles of justice and progress; tolerance and the dignity of all human beings.

共通の人間性を認識すること ～カイロ演説より（対訳）

　私のこうした確信は、ひとつには私自身の体験に根差しています。Now part of this conviction is rooted in my own experience.
　私は、イスラム教発祥の地であるこの地域に来る前に、３つの大陸におけるイスラム教というものを知っていました。So I have known Islam on three continents before coming to the region where it was first revealed.　こうした経験から、私は、米国とイスラムとのパートナーシップは、イスラムに対する誤った観念ではなく、イスラムの実態に基づくべきである、と確信しています。That experience guides my conviction that partnership between America and Islam must be based on what Islam is, not what it isn't.　そして、イスラムに対する否定的な固定観念が発生したならば必ずそれと戦うことを、米国大統領としての責務のひとつと考えています。And I consider it part of my responsibility as President of the United States to fight against negative stereotypes of Islam wherever they appear. 　言うまでもなく、共通の人間性を認識することは、私たちのやるべきことの始まりにすぎません。Of course, recognizing our common humanity is only the beginning of our task.　言葉だけでは、国民の要求に応えることはできません。Words alone cannot meet the needs of our people.　そして、こうした要求に応えるには、今後何年かにわたり大胆に行動する、そして私たちが共通の課題に直面しており、その課題に対処しなければ私たちの誰もが悪影響を受けることを理解するしかありません。These needs will be met only if we act boldly in the years ahead; and if we understand that the challenges we face are shared, and our failure to meet them will hurt us all.

(Applause.)　それが、21世紀においてこの世界を共有するということです。That is what it means to share this world in the 21st century.　それが、人間として私たちが相互に持つ責任です。That is the responsibility we have to one another as human beings.

　そしてそれは、受け入れることが難しい責任です。And this is a difficult responsibility to embrace.　なぜなら、人類の歴史は往々にして、国家や部族、そして宗教が、自らの利益を追求するために相手を従属させてきた記録であるからです。For human history has often been a record of nations and tribes -- and, yes, religions -- subjugating one another in pursuit of their own interests.　しかし、この新しい時代において、こうした姿勢は自滅的です。Yet in this new age, such attitudes are self-defeating.　皆が相互に依存していることを考えると、ひとつの国家またはひとつの集団を他より上位に置く世界秩序は、必ず失敗します。Given our interdependence, any world order that elevates one nation or group of people over another will inevitably fail.　従って、過去をどう評価するかにかかわらず、私たちは過去にとらわれてはなりません。So whatever we think of the past, we must not be prisoners to it.　問題にはパートナーシップによって対処し、進歩を共有しなければなりません。Our problems must be dealt with through partnership; our progress must be shared. Indeed, it suggests the opposite: We must face these tensions squarely.　そこで、そうした考え方に基づき、私たちが今、共に直面すべきいくつかの具体的な課題について、できる限り明確かつ簡潔にお話ししたいと思います。And so in that spirit, let me speak as clearly and as plainly as I can about some specific issues that I believe we must finally confront together.

アフガニスタン、イラク ～カイロ演説より（対訳）

　次にイラクの問題についてもお話ししたいと思います。Let me also address the issue of Iraq.
　私は、サダム・フセインの専制がなくなったことで、最終的にはイラク国民にとって状況が改善した、と考えていますが、一方で、イラクにおける出来事は、問題解決に際し、可能な限り外交手段を利用し国際的な合意を築くことの必要性を米国に改めて認識させた、とも考えています。Although I believe that the Iraqi people are ultimately better off without the tyranny of Saddam Hussein, I also believe that events in Iraq have reminded America of the need to use diplomacy and build international consensus to resolve our problems whenever possible. (Applause.)　事実、トーマス・ジェファソンは、「われわれの英知はわれわれの力とともに増大し、力は使わなければ使わないほど大きくなるとわれわれに教えてくれることを望む」と述べています。Indeed, we can recall the words of Thomas Jefferson, who said: "I hope that our wisdom will grow with our power, and teach us that the less we use our power the greater it will be."

　私たちが話し合う必要のある緊張の原因の２つ目は、イスラエル人とパレスチナ人とアラブ世界の間の状況です。The second major source of tension that we need to discuss is the situation between Israelis, Palestinians and the Arab world.
　パレスチナ人はイスラエル建国によって難民が発生したことを指摘し、イスラエル人は歴史を通じてその国境の内外から常に敵意と攻撃を受けてきたことを指摘して、それぞれ責任を転嫁することは簡単です。It's easy to point fingers -- for Palestinians to point to the displacement brought about by Israel's founding, and for Israelis to point to the constant hostility and attacks throughout its history from within its borders as well as beyond.　しかし、この対立を一方からだけ見るのは、真実に目をつぶることになります。唯一の解決法は、イスラエル人とパレスチナ人がそれぞれ平和で安全に暮らすことのできる２つの国家によって、双方の願望を達成することです。But if we see this conflict only from one side or the other, then we will be blind to the truth: The only resolution is for the aspirations of both sides to be met through two states, where Israelis and Palestinians each live in peace and security. (Applause.)
　それはイスラエルの利益になり、パレスチナの利益になり、米国の利益になり、世界の利益になります。That is in Israel's interest, Palestine's interest, America's interest, and the world's interest.　従って私は、この作業に必要とされる最大限の忍耐と献身をもって、そうした成果を挙げることができるよう、個人的に努力するつもりです。And that is why I intend to personally pursue this outcome with all the patience and dedication that the task requires. 　パレスチナ人は、暴力を放棄しなければなりません。Palestinians must abandon violence.　暴力と殺人による抵抗は間違ったことであり、成功にはつながりません。Resistance through violence and killing is wrong and it does not succeed.　何世紀もの間、米国の黒人は、奴隷としてむち打たれ、人種隔離の屈辱を味わってきました。For centuries, black people in America suffered the lash of the whip as slaves and the humiliation of segregation.　しかし、全面的かつ平等な権利を勝ち取ったのは暴力のおかげではありませんでした。But it was not violence that won full and equal rights.　それは、米国の建国の中心的な理想を、平和的に、固い決意を持って主張し続けたからでした。It was a peaceful and determined insistence upon the ideals at the center of America's founding.　これと同じ話を、南アフリカから南アジア、東ヨーロッパからインドネシアまで、各地で聞くことができます。This same story can be told by people from South Africa to South Asia; from Eastern Europe to Indonesia.　それは、暴力は行き詰まる、という単純な真実の物語です。It's a story with a simple truth: that violence is a dead end.　眠っている子どもたちに向けてロケットを発射したり、老婦人たちの乗っているバスを爆破したりすることは、勇気を表すものでも、力を表すものでもありません。It is a sign neither of courage nor power to shoot rockets at sleeping children, or to blow up old women on a bus.　そんなことをすれば、道徳的権威の獲得ではなく、喪失につながります。That's not how moral authority is claimed; that's how it is surrendered.

　米国は、平和を追求する人たちに合わせて政策を調整し、イスラエル人、パレスチナ人、およびアラブ人に非公式に語ることを、公式にも語ります。America will align our policies with those who pursue peace, and we will say in public what we say in private to Israelis and Palestinians and Arabs. 　これまでに、あまりにも多くの涙が流されてきました。Too many tears have been shed.　あまりにも多くの血が流されてきました。Too much blood has been shed.　イスラエルとパレスチナの母親たちが、恐れることなく子どもたちが成長するのを見守ることができる日、３つの偉大な宗教の聖地が、神の意図した平和な場所となる日、エルサレムが、ユダヤ教徒とキリスト教徒とイスラム教徒にとって永遠に続く安全なふるさととなり、モーゼとキリストとモハメッドが共に祈ったというイスラの話のように、アブラハムの子どもたちが皆、平和に交流する場所となる日を目指して努力する責任が、私たち全員にあります。All of us have a responsibility to work for the day when the mothers of Israelis and Palestinians can see their children grow up without fear; when the Holy Land of the three great faiths is the place of peace that God intended it to be; when Jerusalem is a secure and lasting home for Jews and Christians and Muslims, and a place for all of the children of Abraham to mingle peacefully together as in the story of Isra -- (applause) -- as in the story of Isra, when Moses, Jesus, and Mohammed, peace be upon them, joined in prayer.
