核、民主主義 ～カイロ演説より（対訳）

　緊張を生む第３の要因は、核兵器に関する各国の権利と責任をめぐる、私たちの共通の利害です。The third source of tension is our shared interest in the rights and responsibilities of nations on nuclear weapons.
　この課題は、米国とイラン・イスラム共和国との間の緊張の原因となってきました。This issue has been a source of tension between the United States and the Islamic Republic of Iran.　何十年も続いた不信を克服することは難しい、ということは私も認識していますが、それでも私たちは、勇気と清廉な心と決意を持って前進します。I recognize it will be hard to overcome decades of mistrust, but we will proceed with courage, rectitude, and resolve.　この２カ国間で話し合うべき課題は多くあるでしょうが、私たちには、相互の尊重に基づいて、前提条件なしで前進する意志があります。There will be many issues to discuss between our two countries, and we are willing to move forward without preconditions on the basis of mutual respect.
　私は、ある兵器について、それを持つ国と持たない国があることに抗議する人々の意見を理解することができます。I understand those who protest that some countries have weapons that others do not.　どの国家が核兵器を持つかということを、ひとつの国家が決めるべきではありません。No single nation should pick and choose which nation holds nuclear weapons.　だからこそ私は、核兵器保有国のない世界を追求するという米国の約束を改めて強く明言したのです。And that's why I strongly reaffirmed America's commitment to seek a world in which no nations hold nuclear weapons. (Applause.)　そして私は、この地域のすべての国々が、この目標を共有することができると期待しています。And I'm hopeful that all countries in the region can share in this goal.

　私がお話しする第４の課題は、民主主義です。The fourth issue that I will address is democracy. (Applause.)
　近年、民主主義の推進をめぐる論争が起きていること、そしてこの論争の多くは、イラク戦争に関連していることは承知しています。I know -- I know there has been controversy about the promotion of democracy in recent years, and much of this controversy is connected to the war in Iraq.　ここで明確に申し上げます。いかなる統治制度も、ある国家が他の国家に対して強要することはできませんし、また強要すべきでもありません。So let me be clear: No system of government can or should be imposed by one nation by any other.　しかしながら、こう申し上げることで、国民の意志を反映する政府の実現に向けての私の熱意が弱まることはありません。That does not lessen my commitment, however, to governments that reflect the will of the people.　どの国家も、それぞれの国民の伝統に根ざした独自の方法で、この原則を実行しています。Each nation gives life to this principle in its own way, grounded in the traditions of its own people.　米国は、誰にとっても最良の道を知っていると言うつもりはありません。これは、米国が、平和的に行われた選挙の結果を選ぶことができると言うつもりがないことと同様です。America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election.　しかし私は、すべての人々が切望しているものがある、と固く信じています。それは、自分の考えを述べ、自国の統治方法に関して意見を述べる権利、法の支配と平等な司法行政への信頼、国民から搾取しない透明な政府、自分の選んだ生き方をする自由です。But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose.　これらは、米国の考え方であるだけでなく、人権でもあります。These are not just American ideas; they are human rights.　ですからこうした権利は、世界中で支持されているのです。And that is why we will support them everywhere. (Applause.)

　この約束が実現するまでにはまだ紆余曲折があるでしょう。Now, there is no straight line to realize this promise.　しかし、これだけははっきりしています。こうした権利を保護する政府が、結局は、より安定し、成功し、しっかりとした政府になる、ということです。But this much is clear: Governments that protect these rights are ultimately more stable, successful and secure.　意見を抑圧しても、それを消してしまうことはできません。Suppressing ideas never succeeds in making them go away.　米国は、たとえ同意できない意見であっても、世界中で平和的・合法的なすべての意見を述べる権利を尊重します。America respects the right of all peaceful and law-abiding voices to be heard around the world, even if we disagree with them.　そして私たちは、選挙によって選出された平和的な政府が、国民全員を尊重する統治を行うならば、そうした政府をすべて歓迎します。And we will welcome all elected, peaceful governments -- provided they govern with respect for all their people.
　この最後の点は重要です。なぜなら、権力の座を外れたときだけ民主主義を支持し、いったん権力の座に着くと、他者の権利を容赦なく抑圧する人々もいるからです。This last point is important because there are some who advocate for democracy only when they're out of power; once in power, they are ruthless in suppressing the rights of others. (Applause.)　従って、統治する場所にかかわらず、人民の、人民による政府は、権力を持つ人々に対して共通の基準を設定します。それは、強制ではなく合意によって権力を維持しなければならない、少数派の権利を尊重し、寛容と歩み寄りの精神で参加しなければならない、自分の政党よりも国民の利益と政治的プロセスの合法的な機能を重視しなければならない、という基準です。So no matter where it takes hold, government of the people and by the people sets a single standard for all who would hold power: You must maintain your power through consent, not coercion; you must respect the rights of minorities, and participate with a spirit of tolerance and compromise; you must place the interests of your people and the legitimate workings of the political process above your party.　これらの要素がなければ、選挙を実施するだけでは真の民主主義は実現しません。Without these ingredients, elections alone do not make true democracy.

信教の自由、女性の権利、経済 ～カイロ演説より（対訳）

　私たちが共に取り組まなければならない第５の課題は、信教の自由です。The fifth issue that we must address together is religious freedom.
　イスラムには、誇るべき寛容の伝統があります。Islam has a proud tradition of tolerance.　それは、宗教裁判の時代のアンダルシアとコルドバの歴史に見ることができます。We see it in the history of Andalusia and Cordoba during the Inquisition.　また私は、子どものころインドネシアで、それを目の当たりにしました。イスラム教徒が大多数を占めるインドネシアで、敬虔（けいけん）なキリスト教徒が自由に礼拝をしていたのです。I saw it firsthand as a child in Indonesia, where devout Christians worshiped freely in an overwhelmingly Muslim country.　これこそ、今日私たちに必要な精神です。That is the spirit we need today.　すべての国の人々が、精神と心と魂の信じるところに従って、自由に信仰を選び、実践することが可能であるべきです。People in every country should be free to choose and live their faith based upon the persuasion of the mind and the heart and the soul.　宗教が繁栄するためにはこうした寛容が不可欠ですが、さまざまな点でそれが妨げられています。This tolerance is essential for religion to thrive, but it's being challenged in many different ways.
　イスラム教徒の一部には、他人の信仰を拒否することで自らの信仰を評価するという、憂慮すべき傾向があります。Among some Muslims, there's a disturbing tendency to measure one's own faith by the rejection of somebody else's faith.
　信教の自由は、さまざまな国の国民が共に暮らすために必要な中心的要素です。Freedom of religion is central to the ability of peoples to live together.　私たちは常に、信教の自由を守る方法を検討しなければなりません。We must always examine the ways in which we protect it.
　同様に、西側諸国が、イスラム教徒による宗教の自由な実践を妨げないようにすることも重要です。例えば、イスラム教徒の女性の服装に口を挟むようなことです。Likewise, it is important for Western countries to avoid impeding Muslim citizens from practicing religion as they see fit -- for instance, by dictating what clothes a Muslim woman should wear.　いかなる宗教に対しても、自由主義にかこつけて敵意を示すようなことがあってはなりません。We can't disguise hostility towards any religion behind the pretence of liberalism.

　私がお話ししたい第６の課題は、女性の権利です。The sixth issue -- the sixth issue that I want to address is women's rights. (Applause.)　この問題について健全な議論が行われていることは私も認識していますし、この会場の皆さんの反応からも明らかです。I know –- I know -- and you can tell from this audience, that there is a healthy debate about this issue.　私は、髪の毛を覆うことを選ぶ女性は平等に扱われないという、西洋の一部の人たちの考え方は受け入れることができませんが、教育を受けさせてもらえない女性は平等な扱いも受けることができない、と考えます。I reject the view of some in the West that a woman who chooses to cover her hair is somehow less equal, but I do believe that a woman who is denied an education is denied equality. (Applause.)　女性が十分な教育を受けている国がそうでない国と比べて、繁栄する可能性がはるかに高いことは、偶然の一致ではありません。And it is no coincidence that countries where women are well educated are far more likely to be prosperous.
　ここで明確にしておきたいのは、女性の平等の問題は、決してイスラムだけの問題ではないということです。Now, let me be clear: Issues of women's equality are by no means simply an issue for Islam.　私は、私たちの娘たちが、息子たちと全く同様に社会に貢献できる、と確信しています。I am convinced that our daughters can contribute just as much to society as our sons. (Applause.)　男女を問わずすべての人間が自らの可能性を十分に発揮できるようにすることによって、私たちの共通の繁栄を推進することができます。Our common prosperity will be advanced by allowing all humanity -- men and women -- to reach their full potential.　私は、女性が平等であるために男性と同じ道を選ばなければならないとは思いません。私は、伝統的な役割を果たす人生を選ぶ女性たちを尊敬します。I do not believe that women must make the same choices as men in order to be equal, and I respect those women who choose to live their lives in traditional roles.　しかし、それは女性が自ら選ぶべきものです。But it should be their choice.

　最後に、経済開発と経済機会についてお話ししたいと思います。Finally, I want to discuss economic development and opportunity.
　多くの人たちには、グローバル化が相反する２つの結果をもたらすように見えることを、私は認識しています。I know that for many, the face of globalization is contradictory.　インターネットとテレビは、知識と情報をもたらすことができる一方で、不快な性的描写や低俗な暴力を家庭に持ち込むことがあります。The Internet and television can bring knowledge and information, but also offensive sexuality and mindless violence into the home.　貿易は、新たな富と機会を生む一方で、地域社会に大きな混乱と変化をもたらす可能性があります。Trade can bring new wealth and opportunities, but also huge disruptions and change in communities.　米国も含め、どの国でも、こうした変化が恐怖心を呼び起こす可能性があります。In all nations -- including America -- this change can bring fear.　つまり、近代化によって、私たちは自らの経済的選択肢、自らの政治、そして最も重要な点として、自らのアイデンティティー、すなわち、私たちが地域社会、家族、伝統、そして信仰で最も大事にしているものに対するコントロールを失うのではないか、という恐怖心です。Fear that because of modernity we lose control over our economic choices, our politics, and most importantly our identities -- those things we most cherish about our communities, our families, our traditions, and our faith.

　しかし私は、人類の前進は否定することができないということも知っています。But I also know that human progress cannot be denied.　開発と伝統が相互に矛盾する必要はありません。There need not be contradictions between development and tradition.　日本や韓国のような国々は、独自の文化を維持しながら、経済を大きく成長させました。Countries like Japan and South Korea grew their economies enormously while maintaining distinct cultures.　クアラルンプールからドバイに至るイスラム教徒が過半数を占める国々における驚異的な前進についても、同じことが言えます。The same is true for the astonishing progress within Muslim-majority countries from Kuala Lumpur to Dubai.　古代においても現代においても、イスラム社会は、革新と教育の最前線に立ってきました。In ancient times and in our times, Muslim communities have been at the forefront of innovation and education.
　これは重要なことです。なぜなら、いかなる開発戦略も、地中から得られるものだけに依存することはできず、また若者が失業していては維持できないからです。And this is important because no development strategy can be based only upon what comes out of the ground, nor can it be sustained while young people are out of work.　多くの湾岸諸国は、石油によって大きな富を築き、その中には、さらに幅広い開発に目を向け始めている国々もあります。Many Gulf states have enjoyed great wealth as a consequence of oil, and some are beginning to focus it on broader development.　しかし、私たちは皆、教育と革新が21世紀の通貨であることを認識しなければなりません。そして、いまだにそうした分野への投資が不足しているイスラム社会があまりにも多すぎます。But all of us must recognize that education and innovation will be the currency of the 21st century -- (applause) -- and in too many Muslim communities, there remains underinvestment in these areas.

私たちの求める世界 ～カイロ演説より（対訳）

　こうした活動はすべて協力して行われなければなりません。All these things must be done in partnership.　米国民は、人々を支援してより良い生活を送ることができるようにするために、世界中のイスラム社会の市民と政府、地域組織、宗教指導者、そして企業と協力する準備ができています。Americans are ready to join with citizens and governments; community organizations, religious leaders, and businesses in Muslim communities around the world to help our people pursue a better life.

　今私が挙げたさまざまな課題に取り組むことは簡単ではありません。The issues that I have described will not be easy to address.　しかし私たちには、私たちの求める世界のために力を合わせる責任があります。それは、過激派が私たちの国民を脅かすことがなくなり、米国の兵士たちが母国に帰還できる世界、イスラエル人とパレスチナ人がそれぞれ自分の国で安全に暮らし、原子力が平和的に利用される世界、政府が国民に奉仕し、神の子すべての権利が尊重される世界です。But we have a responsibility to join together on behalf of the world that we seek -- a world where extremists no longer threaten our people, and American troops have come home; a world where Israelis and Palestinians are each secure in a state of their own, and nuclear energy is used for peaceful purposes; a world where governments serve their citizens, and the rights of all God's children are respected.　それが私たちの相互の利益です。Those are mutual interests.　それが私たちの求める世界です。That is the world we seek.　しかし、これを実現するには、協力するほかありません。But we can only achieve it together.

　私たちがこの新たな始まりをつくることができるのか疑問に思う人たちが、イスラム教徒にもそれ以外の人たちの中にもおおぜいいることは承知しています。I know there are many -- Muslim and non-Muslim -- who question whether we can forge this new beginning.　対立の炎をあおり、前進を妨げようとする人たちもいます。Some are eager to stoke the flames of division, and to stand in the way of progress.　努力は無駄であり、私たちの意見は対立する運命にあり、文明は衝突する運命にあるのだ、と言う人たちもいます。Some suggest that it isn't worth the effort -- that we are fated to disagree, and civilizations are doomed to clash.　さらに多くの人たちは、真の変革が起きることに懐疑的です。Many more are simply skeptical that real change can occur.　長年の間に蓄積された恐れと不信は、とても大きなものになっています。There's so much fear, so much mistrust that has built up over the years.　しかし、過去に縛られることを選んでしまったら、私たちは決して前進することはできません。But if we choose to be bound by the past, we will never move forward.　そして私は、特に、すべての国々の、あらゆる宗教の若者たちにこう伝えたいと思っています。皆さんには、誰にも増して、世界を考え直し、この世界をつくり直す力があるのだ、ということを。And I want to particularly say this to young people of every faith, in every country -- you, more than anyone, have the ability to reimagine the world, to remake this world.

簡単な道ではなく、正しい道を ～カイロ演説より（対訳）

　私たちは皆、ごくわずかな時間だけ、この世界を共有しています。All of us share this world for but a brief moment in time.　問題は、私たちを対立させる事柄に注意を向けてその時間を過ごすのか、それとも、共通点を見つけ出し、子どもたちのために私たちが求める将来に注意を向け、全人類の尊厳を尊重しようとする持続的な努力に専心するのか、ということです。The question is whether we spend that time focused on what pushes us apart, or whether we commit ourselves to an effort -- a sustained effort -- to find common ground, to focus on the future we seek for our children, and to respect the dignity of all human beings.
　戦争は終わらせることより始めることの方が簡単です。It's easier to start wars than to end them.　内省するより他者に責任を転嫁する方が簡単です。It's easier to blame others than to look inward.　人との共通点を探すより相違点を見つけることの方が簡単です。It's easier to see what is different about someone than to find the things we share.　しかし私たちは、単に簡単な道を進むのではなく、正しい道を選ぶべきです。But we should choose the right path, not just the easy path.

　あらゆる宗教の心に横たわるひとつの教えがあります。それは、「自分にするように、人にもしなさい」、という教えです。There's one rule that lies at the heart of every religion -- that we do unto others as we would have them do unto us. (Applause.)　この真実は、国家や国民を超越するものです。この信条は、新しいものではなく、肌が黒くても白くても茶色でも関係なく、キリスト教もイスラム教もユダヤ教も関係なく存在するものです。This truth transcends nations and peoples -- a belief that isn't new; that isn't black or white or brown; that isn't Christian or Muslim or Jew.　それは、文明の始まりに鼓動を始め、現在も世界中の何十億という人々の心に脈打つ信条です。It's a belief that pulsed in the cradle of civilization, and that still beats in the hearts of billions around the world.　それは他者に対する信頼であり、私を本日この場に立たせた力でもあります。It's a faith in other people, and it's what brought me here today.

　私たちには、自分の求める世界をつくり出す力がありますが、それは、私たちが、これまでに書かれたことを心に銘記しながら、新たに始める勇気を持ったときに初めて可能となります。We have the power to make the world we seek, but only if we have the courage to make a new beginning, keeping in mind what has been written.
　コーランは、「人類よ。われわれは人類に男性と女性を創造し、国家と部族をつくり、お互いに理解することができるようにした」と教えています。The Holy Koran tells us: "O mankind! We have created you male and a female; and we have made you into nations and tribes so that you may know one another."
　タルムードは、「トーラ全体は、平和の促進を目的としている」と教えています。The Talmud tells us: "The whole of the Torah is for the purpose of promoting peace."
　聖書は、「平和を実現する人々は幸いである。彼らは神の子と呼ばれるからである」と教えています。The Holy Bible tells us: "Blessed are the peacemakers, for they shall be called sons of God." (Applause.)

　世界の人々は、共に平和に暮らすことが可能です。The people of the world can live together in peace.　それが神の思い描いた人々の姿であることを私たちは知っています。We know that is God's vision.　それが、地球上での私たちの務めとならなければなりません。Now that must be our work here on Earth.
　皆さんに神の平和がもたらされますように。And may God's peace be upon you. (Applause.)
