Our team interprets this rule to imply that the competition map may feature different overlapping levels (like a multistory parking lot), with one map positioned directly above another. We would appreciate it if you could confirm whether this interpretation aligns with the intended design of the competition’s maze.

Yes, that’s one way where there could be overlaps, having one map positioned directly above another. I see that you commented on the other linked post and there is another example of how an under pass might be possible 

はい、それが重なり合いの一つの方法です。一つのマップがもう一つのマップの真上に配置されることがあります。他の関連する投稿にもコメントしましたが、アンダーパスが可能になる別の例もあります。
