Sting in the tales of Chinese swindlers
（中国詐欺師の皮肉）

China's communist leadership, already fighting a string of corruption scandals involving its officials, is now facing a battle on a new front: corruption scandals involving people merely pretending to be officials.

一連の役人絡みの不正スキャンダルと既に闘っている中国共産党のリーダーシップは現在、新たな戦線でのバトルに直面している…役人のふりをしているだけの連中が絡む不正スキャンダルだ。

The widely accepted system of "guanxi", or networking with officialdom, has encouraged a series of ornate scams in which people pretend to be senior communist cadres or their sons and daughters to extort bribes and other favours from businessmen, according to Legal Daily, a state newspaper.

国営新聞のLegal Dailyによれば、広く慣れ親しまれている制度『グワーンシィ』（役人とのコネ）は、賄賂やその他の役得をビジネスマンから巻き上げようと、共産党の幹部、またはその息子や娘であるかのふりをする、一連の派手な詐欺を奨励してきたとのこと。

"In the recent period, there has been a constant stream of swindles involving (people) posing as senior officials or their children or as military and police officers," the report said. It said one Beijing court had handled 20 such cases last year alone.

「最近、高官やその子どもや軍人や警察官のふりをする（連中が絡む）詐欺がひっきりなしに発生している」
とこの記事は伝えた。

While economic reforms have brought new wealth to China in the last three decades, it is an open secret that the families of senior party members are among the biggest beneficiaries.

At lower levels, officials and their families intervene to win favourable deals for businessmen, sometimes legally, sometimes illegally. The benefits are enough that it has tempted others into pretending to be corrupt officials.

より低いレベルでは、役人や彼等の家族が実業家にとって好ましい取引を獲得すべく介入している…時に合法的に、時に違法に。
その利益は他の者達に不正役人のふりをしようと思わせるに十分だ。

In one recent example, a man claiming to be party secretary of the powerful central committee organisation department rented an expensive courtyard house in central Beijing, hired secretaries and retired soldiers as guards, and proceeded to take more than ￡3 million in return for shared ownership of a state-run hotel that he said was being sold off.

強力な党中央委員会の某部門で党書記に就任すると主張する男が北京中心部に家を借り、秘書を雇い、警備員として退役軍人を雇い、売却されると彼が言っていた国営ホテルの共同所有権の見返りに￡300万以上を手に入れた。

Two years ago, a man named Cao Zhongwu shocked the central leadership by extorting hundreds of thousands of pounds in bribes while pretending to be a central government official.

3年前、Cao Zhongwuと名乗る男が中央政府職員のふりをしながら数十万ポンドもの賄賂を巻き上げて、中央指導部を仰天させた。

The government is particularly sensitive about such crimes because it indicates how much corruption is expected to be part of dealings with officials.

政府はこの種の犯罪に特にぴりぴりしている。
役人とのやり取りの一環としてどれほど不正が予測されているか、と示しているからだ。

It reminds some leaders of a successful play staged in Beijing in 1979, during a period of pro-democracy ferment, called "What if I were real?" The play involved a man pretending to be son of an army officer who cons people by driving around in a luxury car with bodyguards and demanding bribes.

それは、1979年、民主主義推進の政治的動揺が起こっていた時期に、北京で好評を博した芝居を一部の指導者に思い出させる。
タイトルは『オレが本物だったらどうする？』だ。
この芝居には、ボディーガードと共に豪勢な車を乗り回し賄賂を要求することで人々を騙す、将校の息子のふりをする男が登場する。

The title was derived from the play's last line, shouted to the audience by the central character as his true identity is revealed and he is hauled away by police.

この題名は芝居の最後の台詞からつけられている。
彼の本性が暴かれて警察に連れて行かれる主人公が、観客に向かって叫ぶ台詞だ。
