As Canadian student Jouvon Evans, who studies in Tokyo and was on a train to Sendai, told Agence France-Presse: 'I have never been in a disaster before so I didn't know what to expect. In the movies, you always see people running around screaming, but here at the centre, it's really calm.'

The Japanese are used to a trembling earth - the quake was followed by over 300 aftershocks, an absurd number really - and they have prepared for it with emergency drills and sensible building.

But this ganging up of nature is beyond preparation and imagination. Boats on roofs and cars in the water, in a time of bitter cold with ears tuned to sirens, is more than literally a world turned upside down.

Yet every day, reports trickle in of civility - almost a conditioning in Japan - amid the ruins.

An old lady in pain from a shattered ankle, pulled from beneath fallen furniture, apologised to her rescuers for inconveniencing them and asked whether others should be helped first. It is as if courtesy, so ingrained in a culture of bowing and formality, never leaves.

Newspapers are littered with tales of a vending machine owner who has been distributing drinks without charge and of elderly ladies bringing hot meals to those in shelters.

A petrol pump attendant apologises profusely for not having fuel to long waiting lines of motorists where no one cuts in or bellows in frustrated anger. Those in food queues take just enough so as to leave some for others. In everyday life this is nice, in distress it is astonishing.

Photos tell their own stories, especially one of a tiny child, arms raised, face impassive, as a masked inspector checks her for contamination.

The world has been searching for a word for all this, and has settled on 'stoic'. As stereotypes go, it is not a bad one. And it points to a type of heroism we rarely encounter.・・・・・

Widespread looting occurred during Hurricane Katrina in Florida, and its absence - mostly - in Japan led a Telegraph blog to be titled, 'Why is there no looting in Japan?', as if it is an expected reaction.

In such a 'landscape of loss', as The New York Times artfully put it, hysteria often takes centre-stage, like a release of panic, but little has been reported here.

It is not as if there has been no stealing, or complaints, or people becoming fed up, or anger, for that would be to deny their humanness. But in scale and volume of discontent it is insignificant, else, presumably, it would be an indication of bad manners.

　海外メディアではこれまで、被災者の忍耐強さや規律正しさを称賛し、激励する論調が主流だったが、原発の事態悪化につれて、悲観論が目立ってきた。

British rescuers say red tape blocked Japan mission

LONDON - A BRITISH rescue team hoping to help with the disaster effort in Japan said on Wednesday they had been forced to return home after the British embassy in Tokyo denied them the necessary paperwork.

The International Nuclear and Radiological Event Scale -- or INES -- ranks incidents from Level 1, which indicates very little danger to the general population, to Level 7, a "major accident" with a large release of radioactive material and widespread health and environmental effects.

１６日付の中国紙、京華時報などによると、福島第１原発の事故をめぐり、放射能漏れの影響がアジア各国にも拡大しているなどとするデマ情報が中国で１５日、携帯電話のショートメールや短文投稿サイト「ツイッター」の中国版「微博」を通じて大量に出回った。

　携帯電話大手の中国移動通信はデマ情報を否定するショートメール５万通を利用者に発信、対応に当たった。出回ったデマのうちの一つは、英ＢＢＣ放送を情報元と偽った上で、放出された放射性物質は間もなくフィリピンに到達し、中国でも屋内退避が必要と呼び掛けるなどしたという。（共同）

What are the effects on humans?
According to Malcolm Grimston, Associate Fellow for Energy, Environment and Development at London's Chatham House, the single biggest issue following the Chernobyl disaster was radioactive iodine getting into the thyroid gland and causing cancer.
However he said it was likely those living near the Fukushima plant will have been offered iodine tablets which flood the thyroid gland with non-radioactive iodine so there is no space for radioactive iodine to penetrate.
"At Chernobyl they had trouble getting hold of these tablets because it was such a poor area," he told CNN.
All but about 50 workers from the facility have been evacuated while people living within 18.6 miles (30 kilometers) of the plant have been advised to remain indoors.

Radiation exposure: What's the danger for Japan and America?

"It's extremely unlikely there would be any risks to folks in this country," said David Brenner, Director of the Center for Radiological Research at Columbia University. "The distance is simply so large the cloud will be so dispersed by the time it reaches the U.S."

Even in Japan, not far from the reactors - the actual threat is relatively low, radiation experts say.

"There is an evacuation zone, that means very few people are going to get doses even comparable to a chest X-ray, which is a pretty low radiation dose," Brenner added.

Radiation can damage human cells. It's measured in something called millisieverts. A chest X-ray emits about 1/10th of a milisievert.

Nuclear plant workers are limited to 20 milisieverts a year. One-hundred milisieverts in one dose can increase the risk of cancer, and 100 to 500 can cause bone marrow damage, leading to infection and death.

Reports say radiation levels were as high as 400 milisieverts an hour at the plant Tuesday. But they fell dramatically -- first to 11.9, then to zero-point-six.

To put this in perspective: in Chernobyl, among people who became sick the radiation dose ranged from 800 to 1.6 million millisieverts - much higher than what's being measured so far in Japan.

Two years before a powerful earthquake rocked Japan and threatened catastrophe for its nuclear facilities, U.S. officials slammed the senior Japanese safety director of the International Atomic Energy Agency as "a disappointment" in part due to Japan's nuclear safety practices, according to a leaked U.S. State Department document.


"[Tomihiro] Taniguchi has been a weak manager and advocate, particularly with respect to confronting Japan's own safety practices, and he is a particular disappointment to the United States for his unloved-step-child treatment of the Office of Nuclear Security," said the document, posted on the website for British newspaper The Guardian. "This position requires a good manager and leader who is technically qualified in both safety and security."

Thirty-five years ago, Dale G. Bridenbaugh and two of his colleagues at General Electric resigned from their jobs after becoming increasingly convinced that the nuclear reactor design they were reviewing -- the Mark 1 -- was so flawed it could lead to a devastating accident.
Questions persisted for decades about the ability of the Mark 1 to handle the immense pressures that would result if the reactor lost cooling power, and today that design is being put to the ultimate test in Japan. Five of the six reactors at the Fukushima Daiichi plant, which has been wracked since Friday's earthquake with explosions and radiation leaks, are Mark 1s.

原発事故「相当悪化」米シンクタンク見解　最も深刻な「レベル７」も

　米シンクタンク、科学国際安全保障研究所（ＩＳＩＳ）は１５日、東日本大震災に伴う福島第１原発の事故について、「状況は相当悪化した」との見解を示す声明を発表した。

　声明は、同原発の事故は国際原子力事象評価尺度（ＩＮＥＳ）の「レベル４」を超えて上から２番目の「レベル６」に近く、最も深刻な「レベル７」に達する可能性もあると指摘した。

　同原発では、２号機で爆発音が上がって原子炉格納容器の圧力抑制プールが損傷。４号機でも爆発音がして火災が発生、外部に高濃度の放射性物質が漏れたとみられている。（共同）

津波に流され住宅２階、４日ぶり生還　２５歳男性　石巻

　集落のほぼ全てが津波で流された宮城県石巻市門脇町で１５日、住宅の２階にいた男性（２５）を消防の救助チームが救出した。足にけがはあるが、意識ははっきりしていた。津波に流されて偶然、住宅にたどり着いたという。
