軍隊が反政府側についた、と。
つまり、単純に非武装の市民が虐殺されているのではなく、内戦になってしまっているわけで、となると、事態は複雑ではある。
そもそも政府による非武装の市民暴圧・虐殺の場合でも中国などが自国の場合に介入されることを恐れて、介入には反対するだろうといわれていたが、内戦となると、やはり、外国の軍隊の介入というのはかなり慎重にならざるえない。

このくらいでまずは様子見というところか？
もっとも、大量の市民虐殺がはっきり判明し、市民虐殺を防止する側の軍隊の要請、といった要件があれば、なんらかの軍事介入も不適切とはいえないのではないか？これをきっかけに、国際的な要件を確立していったらどうだろうか？
因みに、日本の非武装平和主義者はどのようなおかんがえなのだろうか、興味のあるところではある。

イギリスでは、BNPやEDL またイスラムの過激団体は少数派で 暴言を吐くからかえって落ち目になる、と。
ーーー暴言をはくから一般市民に受け容れられないという点は日本でも同じだが、日本では極右が議席をとることがないにもかかわらず、右傾化云々がいわれ、一般市民に受け容れていないにもかかわらず、あたかもそれが日本全体の潮流のように語られることがよくある。ーーーー
もっとも、社会の亀裂、不安、憎悪を地域にまきちらす危険を過小評価してはいけない、と。
従って、同じ不安、同じ希望や誇り、共通の核心的価値観を共有しながらも、多文化・多元主義的地域社会を醸成していくことが過激派などには有効な対抗手段である、と。
英国の主流は、統合された文化、法の支配、権威に対する敬意がある限りで多様性を許容する文化統合派が4割方おり、他方、経済的には不安定で、地域社会について不安で、自分たちは脅かされていると感じながらも、経済的に安心・安全であれば、多様性を許容する両義派が3割方いる、と。

緊縮財政では、経済的不安を解消できず、しかも、統合派は、ややもすると、敵意にながれてしまう危険があり、両義派の不安に応えることはできない、と。
自分に対する不安と、経済的不安は不可分であるから、経済的な政策は必要であるが、それだけではなく、文化的意味を補った政策を提供すべきである、と。
ーーー漠然とした論調・・・・だと思う。

移民というのは、そもそも需要のある空白へながれていくもので、
違いが特権と勘違いされ、似たようなものは似たような境遇にあり、そうでない人が特権をもらっていると、考えて、そうして入ってきた移民に怒りや不満を向けるのはお門違いである、と。、
最後に、上記記事を取り上げて、
確かに、主流の政党が、大方の選挙民の関心事を無視している、というのは、正しいが、なおざりにされているのは、旗坊の旗を振る要求ではなく、人々は、イギリス人がドバイに、また、ポーランド人がイギリスに、という具合に、経済的に需要のあるところ、資本のあるところに流れる、とういことであり、そのことについて、もっとはっきりいうべきであった、と。
要点はというと、
ーーーいわゆるイギリス人も、いわゆる外国人移民も同じ経済的な流れ者で、違った人種に属する二つのグループとしてみるよりも、そうした同じ階級に属する労働者同志してとらえるべきだ、ということなんだろう、と思います。
ただ、人が流れるとは限らない。仕事もながれていってしまう、というのが次の記事

そうかもしれないねええ。発展途上国の人々にとっては幸いだろうが、先進国では、痛い眼にあう人もますまず増えるだろう。

GNPはどうでもいいが、しかし、国内の若者や老年者などの雇用・所得問題はしっかり考えていかなければならない。高度な産業を国内にもつことはもちろんのこと、雇用制度・給与制度など既得権を死守しようとする勢力との抗争を含む、抜本的な制度改革が必要なのだろうーーー頭がいい人がなんか考え出して欲しい。

英語教育―Ａｒｅ Ｗｅ Ｒｅａｄｙ？
どうかねえ。
話すことに重点を起きたいようだが、
という点はしっかり頭にいれておいたほうがいい。
生半可学校でちょっろっとゆっくりと話される英語が理解できたり、、構文にそったフレーズをちょこっと言えても海外に行ってそのままで役に立たないのは同じだろう。
投稿を見ればわかるように私もたいしたことがいえた義理ではない。しかし、そもそも、読み書きをもっと十分学校で教えるべきではないか？
いま話題になっている京大の入試問題
2011年 京都大学 前期 入試問題と解答例
和文英訳の解答例をみても、間違いではないのかも知れないが、なんだか、へんな感じがする。
そもそも、、翻訳という作業と英語の読み書きをする作業とは別作業である。翻訳というのはまたがる二つの言語にかなり習熟した高度な技術が必要であり、初歩の段階でそこまで要求すべきどうか？
、英語”を”勉強するのではなくて、英語”で”勉強するようにしたらどうか？小学生用の数学でも理科でもいい。英語で読み、英語で解答する。
それと、ちまちました間違いで大きな減点をするのではなく、主張と論拠がしっかりしているものに、大きな得点を与える。
その方がよほど海外で役にたつと思うが・・・・
日本人の場合、英語で主張できないのではない、日本語でも英語でも、主張しない人が多いのだーーーとか、ちょっと偉そうにいったりして・・・偉そうついでにーーー
そして、いざ主張するとき論拠があやふやなままな場合も多いーーーーまあ、これは外国人でも同じであるかもしれないが・・・・
それはそれとして、入試カンニング（Cheating)問題。
犯人特定、捜査関係者は「早くできる」も「業務妨害適用の逮捕ムリ…」の声も…

とすれば、相撲の八百長でも一部論者が言うように、偽計業務妨害で警察介入させてもいいのではないか？
もっとも、カンニング問題にせよ、八百長問題にせよ、特に興味がある話題でもない。

"There are reports that between 600 and 2,000 people have already been killed in Tripoli. We don't know the absolute accurate number because we haven't got people there who are able to do assessments ... we've seen some horrific pictures of what is happening and we really want to be able to go in to help people in the time of need."

Representatives of the opposition, based in Libya's second biggest city, Benghazi, have formed a "national council" to keep the uprisings in different cities under an umbrella organisation.
A spokesman for the council said on Sunday that he saw no room for negotiation with the regime.
"We will help liberate other Libyan cities, in particular Tripoli through our national army, our armed forces, of which part have announced their support for the people," Hafiz Ghoga, spokesman for the new National Libyan Council, said

反政府勢力は国際社会の広範な支援を求めている。その一方で、「外国の軍事介入」を拒否するナショナリズムも強い。「内戦」の一方の勢力を軍事的に後押しすることへのためらいは、米欧にもある。
それでも、多数の国民が犠牲になる悲劇は避けなければならない。難民や国内避難民の保護、水や食料の供給など、まず人道支援を中心に、国連や国際機関、主要国は可能な限りリビアの国民を支援すべきだ。

Groups like the BNP, the English Defence League and Islam4UK are only ever likely to appeal to a small minority: their violent rhetoric, aggression and warped politics provide the source of their downfall. But we should not understate their impact locally in creating a climate of division, fear and hatred.

A common life forged between different cultures with the same anxieties, hopes and pride is the most effective backstop against extremism.
We need a demanding pluralism with a common core of shared values. And what's more, people believe that such local community building is an effective bulwark against discord.

The centre of British politics are the "identity ambivalents" and "cultural integrationists". Cultural integrationists accept diversity as long as there is an integrated national culture, the rule of law, and respect for authority. This is the group to which David Cameron's call for a "muscular liberalism" is targeted. They are a quarter of the population. But the real swing voters are identity ambivalents (28%): economically insecure, worried about their local community, feeling threatened but open-minded and accepting of diversity – as long as their security is not threatened. So they feel more wage and job pressure from immigration, are anxious about their family's financial future, but are, for example, much less likely to think "Muslims create problems in the UK" than cultural integrationists.

Cameron's "muscular liberalism" has little to offer in giving identity ambivalents the greater sense of security they crave. The risk is that significant numbers in this group leapfrog to latent hostility or active enmity.
If Conservative rhetoric and coalition economics are an insufficient response, then what of Labour? This group is vital territory for Labour. Identity and economics are bound tightly together. A convincing economic response is necessary but not sufficient. An authentic sense of identity is just as important. Labour's politics must be suffused with both cultural understanding and meaning and a pragmatic economic mission.

Immigrants move to places where workers are needed: in Liverpool, for instance, where jobs are scarce and are about to get scarcer, you are likely to find Liverpudlians working in Costa and Pret and cleaning hotel rooms. Immigrants don't bother going to places where there is no work to do; ergo, they don't steal jobs, but fill vacancies that are otherwise hard to fill.

The frustration and anger that comes from feeling trapped too regularly gets directed at anyone, or anything, that's different, as difference is conflated with advantage. Anyone like you must be in the same boat, and therefore anyone who appears not to be like you must be getting a bigger slice of cake. What rubbish.

The neoliberals forgot to read (or re-read) Marx. "As capital accumulates the situation of the worker, be his payment high or low, must grow worse."
We are familiar with the outsourcing of routine white-collar "back office" jobs such as data inputting. But now the middle office is going too. Analysing X-rays, drawing up legal contracts, processing tax returns, researching bank clients, and even designing industrial systems are examples of skilled jobs going offshore. Even teaching is not immune: last year a north London primary school hired mathematicians in India to provide one-to-one tutoring over the internet. Microsoft, Siemens, General Motors and Philips are among big firms that now do at least some of their research in China.

Western neoliberal "flat earthers" (after Thomas Friedman's book) believed jobs would migrate overseas in an orderly fashion. Some skilled work might eventually leave but, they argued, it would make space for new industries, requiring yet higher skills and paying better wages. Only highly educated westerners would be capable of the necessary originality and adaptability. Developing countries would obligingly wait for us to innovate in new areas before trying to compete.
But why shouldn't developing countries leapfrog the west? Asia now produces more scientists and engineers than the EU and the US put together. By 2012, on current trends, the Chinese will patent more inventions than any other nation.

英語教育―Ａｒｅ Ｗｅ Ｒｅａｄｙ？
学校英語は読み書きばかりで、海外に行っても役立たず――。そんな批判にさらされてきた文部科学省は、「英語が使える日本人」を育てる計画を８年前に立て、推し進めてきた。
どうかねえ。
話すことに重点を起きたいようだが、
１）話す内容がなければ、そもそも話ができないーーーこれは日本語の問題
２）日本で育つ子供で、片親が英語がネーティブで、その親からは英語で話しかけられて理解できても、しゃべるのは日本語になる。いざ、英語を話すとなると、やはり、かなり苦労する。
という点はしっかり頭にいれておいたほうがいい。

サイバー犯罪に詳しい園田寿・甲南大学法科大学院教授（刑法）は「大学入試が業務の一環ととらえるのは法律上、自然なことだ。入試問題が流出して入試全体のやり方について支障が生じているので、業務を妨害されたとして罪に問うのも妥当である。その中でも偽計業務妨害は、不正な手段いっさいのことを指して意味が非常に広いので、適用しやすいのではないか」と話している。
とすれば、相撲の八百長でも一部論者が言うように、偽計業務妨害で警察介入させてもいいのではないか？
もっとも、カンニング問題にせよ、八百長問題にせよ、特に興味がある話題でもない。
