According to a report by the Center for Social Cohesion, many courses at British universities would be unable to run without money donated by a wide range of foreign despots. Benefactors include Iran, Saudi Arabia and China.
Iran has donated a total of quarter of million dollars across major universities in Britain – Durham University, St. Andrew’s University and the SOAS. The head of the Iranian studies in Durham said that the event which was organized by the auspices of the Iranian government was monopolized by pro-Ahmadinejad speakers. He also added that money from Iran comes with strings attached.
Saudi Arabia has given a total of $60 million to UK universities – Cambridge, Oxford, the SOAS and the University of Edinburgh. In Edinburgh and Cambridge, the money was used to build centers of Islamic studies. Saudi princes are then allowed to choose members of the management for these centers.
China has also granted a million dollars for use in forming cultural and language centers at the SOAS, Sheffield University and Edinburgh University. The Chinese government refers to these centers as part of its foreign propaganda strategy.
There is an enormous amount of concern about the money, and its probable influence on the academic independence and freedom of thinking in the British universities.
In addition to PR spin for dictators, the media often spins information on conflicts and protests. The media uses ‘weapons of mass distraction’ to spin the story, including the reality behind protests in the Middle East and North Africa.
Larry Beinhart, the author of “American Hero” which was later adapted into the film “Wag the Dog” explained the media uses key terms and concepts to stretch the truth and speculate about what could be or may be.

CNN reports suggest that Tripoli is facing gunfire, explosions and fighting with war planes firing at protesters. However, RT correspondent Paula Slier, who is currently in Tripoli, reports a completely different picture.

“They do not know what kind of opposition might emerge, if the Gaddafi regime disappears,” he said. “So in the minds of decision-makers in Washington and in Brussels [is] if we go there and we prop up the next government, we will be in charge of Northern Africa, we will be close to Egypt and close to Tunisia and Algeria, we will be in control in the region. That is the real game we will not see spelled out in mainstream media.”
The unfortunate incident took place in the Kabul airport where General Petraeus greeted Gates, joking: “Welcome back, sir, flying a little bigger plane than normal … you gonna launch some attacks on Libya or something?”

Paula Slier says the war is clearly not in Tripoli and, just as clearly, Western media has been a little too quick to write off Gaddafi. Both sides have their propaganda war and Tripoli is now under fire in this information battle.
Schofield and his fellow activists argue circumcision is infant genital mutilation and has wrongfully become culturally acceptable. They believe infants should not be forced to endure circumcision since they cannot speak out against it.
"This is a human rights issue," he told AFP. "What you're doing is you're taking an infant and removing the most sensitive part of their body."

A BROADMEADOWS Arabic organisation has criticised racism in Hume that has seen residents harassed at school and work.
Broadmeadows’ Victorian Arabic Social Services manager Leila Alloush said children who knew nothing about terrorism had been called “bin Laden” in school playgrounds and spat on.
It comes as new research from the University of Western Sydney shows that residents from northern outer Melbourne, including Hume, have racist experiences above the state and national average.
About a third of residents who speak a language other than English at home say they have experienced racism in the workplace and at shops or restaurants. More than half said they had been called names or insulted.
When asked what cultural or ethnic groups did not fit into Australian society, an extraordinary 40 per cent of people participating in the Challenging Racism project said Muslims, but fewer than 3 per cent mentioned extremists, radicals or fanatics.
THE failure to provide adequate support services for successive waves of new migrants and refugees has fuelled a series of ethnic crime surges, according to senior police, veteran investigators and criminologists.
An investigation by The Australian into ethnically based crime reveals a pattern of crime spikes following large-scale Vietnamese immigration in the 1970s, Lebanese migration in the 70s and 80s and the arrival of refugees from the Horn of Africa in the past decade, all of whom experienced a lack of social and economic services and moral support.
"It's not surprising to see gangs forming within ethnic groups when they're all experiencing the same difficulties and stresses, (so) they stay together for safety and support," says former NSW assistant commissioner Clive Small. "It's also not surprising to see them going off the tracks when the government has encouraged substantial migration to Australia, but then doesn't provide the support networks for the families or individual people."

None of the police or experts interviewed by The Australian supported the assertion that multiculturalism leads to crime, but most argued ethnically based criminal activity was a reality that must be acknowledged.
"Complete denial of ethnicity in organised crime is very stupid," said Paul Wilson, head of criminology at Bond University. "There is a lot of evidence . . . that some gangs are ethnically based, and while it may be politically correct to say they're not, I think the facts fly in the face of that assertion." He said crime was often fuelled by socio-economic disadvantage in new ethnic communities, which lessened over time.
Hans-Peter Friedrich's comments on Islam not being a key part of the German way of life have landed Berlin's new interior minister in the middle of a growing imbroglio.
Reactions to Hans-Peter Friedrich's statements about the role of Islam in Germany gained volume on Saturday, March 5, as the new interior minister reiterated his comments on Islam.
Friedrich had created a fresh round of furor over integration in Germany shortly after taking over the position of interior minister. Islam is not a key part of the German way of life, Friedrich told journalists last week on his first day on the job.
"Successful integration requires two things: knowledge of the social reality in Germany - where about 4 million Muslims live - and a clear awareness of the Western Christian origin of our culture," he said in Berlin on Saturday.
Friedrich added that he wanted to initiate a dialogue "in this sense" with his fellow Muslim citizens.
Learning the language
The new interior minister also said everyone living or growing up in Germany must "first and foremost learn German." He said his chief goal as interior minister was to "bring society together and not polarize it."
Politicians have weighed in on both sides of the issue, with some, like Christian Social Union general secretary Alexander Dobrindt saying, Islam "is not part of German culture."
The chairman of the liberal-Islamic Federation, Lamya Kaddor, called the words of the minister a "slap in the face of Muslims."
Such statements are not only politically and historically wrong," Kaddor said. "I think they are dangerous."
This kind of approach could negate any progress in the debate on Islam in recent years and weaken the dialogue with many Muslims, according to Kaddor.
Just three days into the job, Germany's new interior minister is already causing his government a headache after wading into a highly delicate debate about multiculturalism and claiming Islam was not a key part of the German way of life. "Islam in Germany is not something supported by history at any point," Hans-Peter Friedrich told journalists on his first day as Thomas de Maiziere's replacement on Thursday.
Friedrich was speaking in the context of a probe by German authorities into last Wednesday's killing of two U.S. airmen at Frankfurt Airport, in which it is believed the 21-year-old Kosovan suspect Arid Uka was a lone operator motivated by radical Islamist beliefs. His comments were a play on words, turning on its head an earlier remark made several months ago by German President Christian Wulff, who said Islam now "belongs to Germany" because of the 4 million Muslims who live there.

-I was the Consul General in Okinawa until 2009. It is said that a half of U.S. bases in Japan is located in Okinawa, but the statistic only includes bases used exclusively by the US Military. If all bases, US bases and bases jointly used by the US and JSDF, are considered, the percent of bases in Okinawa is much lower.
-The controversial bases in Okinawa were originally in the middle of rice fields, but are now in the middle of towns because Okinawans allowed urbanization and population growth to surround United States facilities.
-The US bases in Okinawa exist for regional security. The Japanese obligation under the US-Japan security treaty is to provide land for bases. The relationship between Japan and the US under the security treaty is asymmetric and benefits the Japanese to the detriment of the US. Japan is not obligated to defend the United States if US forces are attacked, but the United States must defend and protect Japan’s people and property.
-Collective security is not a constitutional issue, but a policy issue.
-Eighteen thousand (18,000) US Marines and an air wing are stationed in Okinawa. The United States needs bases in Okinawa for two reasons: bases are already there and Okinawa is an important geographical location.
- (While showing a map of East Asia) US Forces Japan is headquartered in Tokyo and is the location of a logistics hub that would coordinate supplies and troops in the event of a crisis. Misawa, an important base in the Cold War, is the closest U.S. base to Russia and the base at Iwakuni is only 30 min from Korea, yet Okinawa’s geographic location is important to regional security.
-Okinawa was an independent Kingdom paying tribute to China, although it has never been a part of China. The U.S. occupied Okinawa until 1972.
-The Okinawan people’s anger and frustration is directed at Japan rather than the United States.The DPJ government does not understand Okinawa. The Japanese government does not have a “pipe” of communication to Okinawa. When I offer to contact people in Okinawa DPJ officials say “Yes! Yes, please!” The LDP communicated with Okinawa and understood Okinawan concerns better than the current DPJ government.
-One third of people believe the world would be more peaceful without a military. It is impossible to talk with such people.
-The 2009 electionbrought the DPJ to power, which was the first change in the government of Japan.Hatoyama was a leftist politician. Despite the DPJ and PM Hatoyama, the US and Japan managed to issue the 2+2 statement in May. (Mr. Maher left the room and two his colleagues gave a lecture about the US-Japan economic relationship. Mr. Maher returned to resume his lecture and the two officials left the room.)
-The US will relocate 8000 Marines from Futenma to Guam in order to reduce the US Military footprint on Okinawa. The plan will allow the US to maintain a military presence in the region to provide regional security and deterrence capability.Under the Roadmap, Japan will provide money for the relocation and it is a sign of a tangible effort from Japan. The DPJ government has delayed implementation, but I am confident that government will implement the existing plan. Tokyo needs to tell the Okinawan Governor, “if you want money, sign it [agree to the relocation plan].”
-There is nowhere else to base US Marines. The DPJ suggested a replacement facility in mainland Japan, but there is no place in mainland Japan for the US Military.
-Japanese culture is a culture of "Wa" (harmony) that is based on consensus. Consensus building is important in Japanese culture. While the Japanese would call this “consensus,” they mean “extortion” and use this culture of consensus as a means of “extortion.” By pretending to seek consensus, people try to get as much money as possible. Okinawans are masters of “manipulation” and “extortion” of Tokyo.
-Okinawa's main industry is tourism. While there is an agricultural industry, the main industry is tourism. Although Okinawans grow goya, other prefectures grow morethan Okinawa. Okinawans are too lazy to grow goya.
-Okinawa has the highest divorce rate, birthrate (especially out of wedlock) and drunk-driving rate due to Okinawa’s culture of drinking liquor with high alcohol content.
-You should be carefulabout “tatemae and honne” while in Japan. Tatemae and honne is the “idea that words and actual intentions are different." While in Okinawa, I said MCAS Futenma “is not especially dangerous." My statements caused Okinawans to protest in front of my office. Although Okianwans claim MCAS Futenma is the most dangerous base in the world,they know it is not true. Fukuoka Airport and Osaka Itami Airport are just as dangerous.
-Japanese politicians do Tatemae and Honne all the time. Okinawan politicians will agree to a negotiation in Tokyo but return to Okinawa and claim they did not. The US Ambassador and other representatives to Japan are constantly criticized for speaking the truth because the Japanese culture is too focused on tatemae and honne.
-The US Military and JSDF have different mentalities. The US Military trains to prepare for possible deployment, but the JSDF train without actually preparing for deployment.
-Local people oppose to night training by the US Military but it is necessary because modern warfare is often fought at night. Night training is essential to maintain deterrence capability.
-I don’t think Article Nine of the Japanese Constitution should change. I doubt it will ever be changed. It would be bad for the United States if the Japanese Constitution was changed because Japan would not need the United States’ Military. If the Japanese Constitution was changed the United States would not be able to use Japanese land to advance US interests. The high host nation support the Japanese government currently paysis beneficial to the US.We’ve got a very good deal in Japan.
ケビン・メア米国務省日本部長（前在沖米総領事）が昨年１２月、米国務省内で大学生に対して行った講義を記録したメモの全文は以下の通り。
私は２００９年まで在沖米国総領事だった。日本にある米軍基地の半分は、沖縄にあると言われているが、その統計は米軍のみが使用している基地だ。もし日本の自衛隊と米軍が共同使用している基地を考慮すると、沖縄の基地の割合はかなり低い。議論になっている在沖米軍基地は、もともと田んぼの真ん中にあったが、今は街の中にある。沖縄人が、基地の周囲を都市化し、人口を増やしていったからだ。
在沖米軍基地は地域の安全保障のために存在する。日米安保条約下の日本の義務は基地のために土地を提供することだ。安保の下での日米関係は不均衡で、日本にとっては有利だが、米国にとっては損失だ。米軍が攻撃された場合、日本は米国を守る義務はないが、米国は、日本の国民と財産を守らなければならない。
集団的自衛権は、憲法問題ではなく、政策の問題だ。
海兵隊と空軍は、１万８千人ほど沖縄に駐留している。合衆国は二つの理由で沖縄の基地を必要としている。基地が既に沖縄にあるという点と、地理的にも重要な点である。
県民は米国よりも日本に怒り
（東アジアの地図を指し示しながら）在日米軍は、東京に司令部がある。物流中核の位置にあり、危機が発生した場合、補給と軍の調整ができる。米国の基地として最もロシアに近い三沢基地は冷戦時に重要な基地だった。岩国は韓国からたった３０分だ。その上で沖縄の地理的状況は、地域の安全保障に重要である。
沖縄はかつて独立した王国で、中国に貢ぎ物を献上していた。とはいえ、中国の一部では決してなかった。米国は１９７２年まで沖縄を占領していた。
沖縄県民は、米国よりも直接日本に対し怒りを持ち不満を募らせている。民主党政権は沖縄を理解していない。日本政府はコミュニケーションの「パイプ」を沖縄に持っていない。私が沖縄県民にコンタクトを取りたいと依頼したとき、民主党の高官は「ぜひ！ ぜひやってください」と言った。まだ自民党の方が、最近の民主党よりも沖縄に通じていて沖縄の懸念について理解していた。
３分の１の人たちが、軍隊がなければより平和になると信じている。そのような人たちと話をするのは不可能だ。
２００９年の総選挙は、民主党へ力をもたらした。それは日本政府の初めての政権交代だった。鳩山氏は左派の政治家だった。民主党政権で、鳩山総理大臣だったのにもかかわらず、日本とアメリカは５月に２＋２（ツー・プラス・ツー）合意を成し遂げた。

本土には受け入れる場所ない
米国は、沖縄における軍事的負担を減らすため８千人の海兵隊を普天間からグアムへと移転させる。この計画は米国が、地域での安全保障や抑止力を保つための軍事的なプレゼンスを維持するものになる。ロードマップの下で、日本政府は移転に必要な資金を提供するとしているが、このことは日本側の明白な努力の証しだ。民主党政権は計画の実行を遅らせてきたが、私は現行案を履行してくれるものと確信している。東京は沖縄の県知事に伝える必要があるのだ。「お金が欲しければ、（移設案に同意し）サインしなさい」と。 ほかに海兵隊を配置する場所はない。民主党は本土での代替施設を提案したが、本土には受け入れる場所がないのだ。日本の「和（調和）」を重んずる文化は意見の一致に基づいている。合意形成は日本文化において重要なものだ。日本人はこれを「合意」と呼ぶ一方、それは「ゆすり」を意味し、彼らは「合意」の文化を「ゆすり」の手段に使っている。合意を模索するとみせかけ、できるだけお金を引き出そうとするのだ。沖縄の人々は日本政府を巧みに操り、ゆすりをかける名人である。
改憲は米国の利益にならない
沖縄の主要産業は観光業だ。農業もあるが、主要産業は観光業だ。沖縄の人たちはゴーヤーを栽培しているが、他県の栽培量の方が多い。沖縄の人は怠惰すぎて栽培できないからだ。
沖縄は離婚率、出生率（特に非嫡出子）、度数の高い酒を飲む沖縄文化による飲酒運転率が最も高い。
日本に行ったら本音と建前に気を付けるべきだ。本音と建前とは、言葉と本当の考えが違うということだ。私が沖縄にいたころ、「普天間飛行場は特別に危険ではない」と話した。沖縄の人たちは、私の事務所の前で発言に抗議した。沖縄の人たちは普天間飛行場が世界で最も危険な飛行場だと主張するが、彼らはそれが本当のことではないと知っている。福岡空港や大阪伊丹空港だって同じように危険だ。
日本の政治家はいつも本音と建前を使う。沖縄の政治家は東京での交渉で合意しても、沖縄に帰ると合意していないと主張する。日本文化があまりにも本音と建前を重視するので、駐日米国大使や担当者は真実を話すことによって常に批判される。
米軍と自衛隊は思考方法が違う。米軍は起こり得る展開に対し準備して訓練するが、自衛隊は実際の展開を準備せずに訓練する。たいてい夜間に戦闘が起きている現代の戦争では夜間訓練は必要だが、地元の人は米軍の夜間訓練に反対する。夜間訓練は抑止力維持に不可欠だ。
私は、日本国憲法の９条が変わるべきだと思わない。私は、そもそも９条が変えられることを疑問に思っている。もし日本が米軍を必要としないことを理由に改憲したのなら、米国にとってよくないことだ。もし改憲したら、米国は米国の利益のために日本の土地を使用することはできなくなるだろう。日本政府が現在、支払っている高いホストネーションサポート（接受国支援）は米国にとって有益だ。私たち米国は日本に関して非常によい取引を得ている。
Although the American Embassy in Tokyo issued an unusual statement to say that Mr. Maher’s comments do not reflect the official views of the U.S. government, it is still not clear which part of his views really differ from those of his government, and thus the statement is not sufficient. If Washington does not take action against Mr. Maher, it only means it has accepted his views.

「メアさんの意見が米国の声と思わないでほしい」―。米国務省でケビン・メア日本部長の講義を受けたワシントン・アメリカン大の学生の１人、トーリ・ミヤギさん（２０）が７日、沖縄タイムスの取材に応じた。「米国を代表する人が沖縄を侮辱していることに失望した」と肩を落とすミヤギさんは、ハワイ州出身の沖縄県系４世。講義直後に来沖し名護市辺野古などに足を運んだ。「メアさんの沖縄の表現は正確じゃなかった。信じられない負担が沖縄にある。日米両政府は交渉過程に沖縄も交えたテーブルをつくらなければ、問題は解決しない」と考える。（吉田伸）
メア氏は共同通信の取材に「講義はオフレコで、発言録は正確でも完全でもない」と話した。ミヤギさんは「講義は録音していないが、発言録は出席した１４人のうち、４人で内容を確認して作った。全ての言葉はカバーしていないから完全ではないが、内容は非常に正確だ」と反論する。
沖縄へのスタディーツアーに備え、大学側が準備したメア氏の講義で「日本に行ったら、本音と建前について気を付けるように」とアドバイスされたミヤギさん。「僕らとの会合を、オフレコにしたいメアさんの方がむしろ本音と建前を使っている」と皮肉った。
約１週間の沖縄滞在では米軍普天間飛行場を視察し、沖縄国際大学の周辺に宿泊した。「午前零時すぎにもヘリコプターの騒音がした。ヘリ着陸帯の建設をしている高江にも行った。信じられないほどの負担がある。米国と沖縄が対等でないことを示していた」
メア氏に「ごまかしの名人で怠惰」と表現された、先祖の故郷沖縄の人々とも多く出会った。「優しくて一生懸命働き、熱心だった」と胸をなで下ろす。ゴーヤーチャンプルーも食べることができたミヤギさん。「偏見を持った人が私の国を代表していることが不安でならない。良い外交はできない。彼は僕らの声を代表していない」と強調する。
「（辺野古の）現行案は米国と沖縄の関係を壊すだけだ。普天間は間違いなく危険だった。国務省や外務省だけでなく、沖縄を入れた議論を始めないといけない。米国は日本がパートナーと呼ぶのなら、日本や沖縄をパートナーや友人として付き合うことから始めなければ」
米国務省のケビン・メア日本部長が「沖縄はゆすりの名人」などと米大学生らを前に発言した問題で、講義に参加したトーリ・ミヤギさん（２０）が８日、朝日新聞の取材に応じた。沖縄に祖先を持ちハワイ出身で日系４世のミヤギさんは、講義後の昨年末に沖縄を訪れた経験をふまえ「メア氏の発言は私たちと日本との友情を台無しにした」と語った。
講義は昨年１２月３日に国務省であった。ミヤギさんによると、参加したワシントンのアメリカン大の学生１４人のうち５人がメモを取り、互いに確認して発言録としてまとめた。「録音はしていないが、内容は正しい」という。
ミヤギさんら学生たちは講義後の１２月１８～２６日、沖縄を訪問。米軍基地を視察したり、地元の政治家や住民らと意見を交換したりした。ミヤギさんは「那覇から名護まで行き、多くの人に会った。ウチナーンチュ（沖縄の人）は正直で勤勉で誠実だった。ゆすり屋はいなかった。子どもたちのために、安全で清潔で健全な社会を望む家族がいた」と振り返る。
そのうえで「日米同盟によって５０年以上、両国は自由で安全で強くあり続けてきた。アジアの平和と安定を望むなら、私たちの友情を輝かしく強く保たねばならないが、メア氏のような発言は我々の絆を傷つける」と批判した。

米国務省のケビン・メア日本部長（前沖縄総領事）が米軍基地問題に関連して「沖縄はゆすりの名人」などと発言した問題で、菅直人首相は８日、「そういう発言があったとすれば、大変遺憾なことだと思う」と述べた。首相官邸で記者団に語った。
また、枝野幸男官房長官は同日、ルース米駐日大使と電話で協議し、「（発言が）事実なら、容認しがたい」と抗議した。ルース氏は遺憾の意を表明した上で、米国政府として適切に対応することを約束した。
電話協議はルース氏の要請で行った。枝野氏は「沖縄県民のみならず日本人の心情を著しく傷つけるものだ。日米同盟の観点からも極めて好ましくない」と懸念を示した。これに対し、ルース氏は「沖縄県民の心情を深く傷つける事態になったことを極めて遺憾に思う」と述べた上で、「（発言内容は）米国政府の公の立場を反映したものではない」と強調した。

そもそも、日米の首脳が９６年に普天間返還で合意したのは、住宅地の真ん中にある危険な基地で万が一、住民を巻き込む事故が起きれば、沖縄の反基地感情に火がつき、日米安保体制を揺るがしかねないという強い危機感からではなかったのか。
０３年に上空から視察したラムズフェルド米国防長官も「事故が起きないほうが不思議だ」と語り、移設促進を指示したほどだ。
沖縄県議会はきのう、発言の撤回と謝罪を求める決議を可決した。那覇市議会の抗議決議には、発言は沖縄を「植民地扱い」しているという文言が盛り込まれた。当然の反発である。
メア氏は、辺野古移設の日米合意を実現するため、日本政府は沖縄県知事に対し「お金が欲しいならサインしろ」と迫るべきだとも語っている。
もはや振興策と引き換えに、過重な基地負担を引き受けることはしない――。政権交代を実現した一昨年の総選挙以降、すっかり定着した沖縄の民意を見誤っているだけではない。
これでは「県民のみならず日本国民の感情を傷つける」（枝野幸男官房長官）ことを避けられない。・・・・・

メア氏は「講義はオフレコ（非公開）だった」「発言録は正確でない」と述べた。オフレコということで本音を語ったのだろう。正確でないというなら本人が説明すべきだ。
在日米大使館は「伝えられている発言は米政府の政策と相いれない」との声明を発表し、外務・防衛当局による局長級協議のため９日来日したキャンベル国務次官補は、記者団に「（日本側との協議で）米国を代表して心から陳謝したい」と語り、米政府として公式に謝罪する考えを示した。
発言への反発を考慮したのか、メア氏はキャンベル氏に同行する予定を急きょキャンセルした。本人は今夏、ホワイトハウスの国家安全保障会議（ＮＳＣ）アジア部長に転出するとされる。対日政策はアジア外交の柱の一つのはずだ。その責任者に就任するとすれば、今回の事態に対する真摯（しんし）な対応がぜひとも必要だ。
