Tunisia is able to export tariff free into Europe, the first de facto EU "member" from the Arab world, but with graduate wages one fifth the level. It should be a catch-up tiger, if only they can get the politics right

The Arab Spring famously began in Tunisia when a young grocer set fire to himself three years ago, pushed to despair by police extortion. Risks are rising rapidly that it will end in much the same spot, and perhaps in much the same way.

アラブの春が、若い八百屋が警察の恐喝に追い込まれて焼身自殺をした3年前、チュニジアで始まったのは有名です。
ほぼ同じことが繰り返され、ほぼ同じ形で繰り返されそうなリスクは、急速に膨れ上がりつつあります。

National salvation talks have broken down between the ruling Islamists and alarmed defenders of the liberal state. The world has largely dropped the ball.

Neighbouring Libya is already near anarchy, a patchwork of warlords and Salafist strongholds. Egypt's Muslim Brotherhood has been toppled violently by the army with the backing of the intelligentsia and feminists, a counter-revolution that leaves the West in an impossible moral quandry.

Tunisia is hanging on, mostly an oasis of common sense, yet already less peaceful than it was. "Tunisia is the only savable country, but it is not saved yet," said Beji Caid Essebsi, the former premier.

Jihadis have begun attacking tourist resorts, a trade that generates 7pc of GDP. The first suicide bomb was in Monastir in late October, the second in Sousse, though the plots were amateurish and no foreigners were hurt. France's Club Med has shut its Hammamet resort. Bookings are in free-fall.

"Tourism is suffering but this extremist behaviour is foreign to Tunisian sensitivities," said the finance minister, Elyes Fakhfakh.

"We have never faced such a problem before but we now have a military plan, and very strong support from the Algerians in how to deal with terrorism networks. So we think this is the last dance of the terrorists, more the end than the beginning," he said.

Events will tell. Nine police were killed by radicals in late October. The state of emergency has been extended for eight months. As if to mark full circle, a man set fire to himself outside a ministry on Monday.

Mr Essebsi said the G8 powers had not delivered on their Deauville pledge for a $38bn Marshall Plan (over three years) for Arab Spring states. "Tunisia has not received anything. You can't pull the country out of crisis without massive support," he said.

Tunisia is not a basketcase, unlike Egypt where reserves have already collapsed, the budget deficit is 14pc of GDP, and public debt is out of control - though Tunisia too may be engulfed by contagion when Egypt hits the wall.

Erik Berglof from the European Bank for Reconstruction and Development says all the Arab Spring states are on a knife-edge. "An external shock could bring these fragile economies to a sudden stop, leading to devastating poverty," he said. The bank has called for a giant rescue plan of up to $40bn a year.

The first hint of bond tapering by the US Federal Reserve in May was already enough to send tremors through the region. When the Fed starts to drain dollar liquidity in earnest, North Africa is where the first dominoes may fall.

Tunisia has a clutch of trump cards: its Phoenician trading traditions; the best-educated people in North Africa, with equality for women rooted in law since 1956; and a deep civil society. The trade unions, allied with engineers, professors, and lawyers, are acting as umpire, trying to calm political tempers. Yet the task is daunting.

Leftist leader Chokri Belaid was murdered by Jihadis in February. A leading MP was gunned down in July. The ruling "Nahdha" party - elected in near euphoria after the Jasmine Revolution - is accused of failing to crack down on Salafists, even flirting with their views. It has failed to deliver a new constitution, as agreed. It tried to push through a blasphemy code, seen as an assault on free speech. It insists on establishing Islam as the religion of the state.

Nahdha in turn accuses the secular Left of plotting to restore the venal regime of Ben Ali, and conspiring with the military for an Egyptian-style "reprise autoritaire". The moderate Islamists have reason to fear. They were crushed for years. Some spent 20 years in prison after the last "Spring" was snuffed out.

Mr Fakhfakh says his country is quietly pushing ahead with a free market revolution, learning from the rising Muslim powers of Malaysia and Turkey. "We have the potential to be the Singapore of the region. We could be a very sexy story."

The country already has North Africa's top manufacturing base (20pc of GDP), building parts of the Airbus A320 fuselage at its aerospace hub of El-Mghira. It negotiated a free trade deal with Brussels long ago. It is now sitting pretty, able to export tariff free into Europe, the first de facto EU "member" from the Arab world, but with graduate wages one fifth the level. It should be a catch-up tiger, if only they can get the politics right.

The plan is to be for Europe what Mexico's "Maquiladora" industries are for the US, but more brain then brawn. Rather than relying on low-level assembly, it is aiming higher up the ladder, angling for some of those Irish niches in IT and offshore services. That is the only way to soak up the army of jobless graduates - 250,000 in a country of 11m.

They need to move fast. It had been assumed that education would innoculate youth against the Salafist temptation. Yet the profile emerging from the hundreds of Tunisians going to fight the jihad in Syria is that many have degrees. What they lack is work.

The International Monetary Fund is for now standing behind Tunisia. It agreed to $1.75bn standby credit in June, on condition that Tunisia slashes its twin deficits: 8pc of GDP on the current account, 7pc on the budget - both at red alert levels. The post-revolution leaders have been masking the crisis with fiscal largesse. Chief culprit is a 300pc rise in subsidies since early 2011, mostly squandered on fuel, a regressive transfer to the car-driving classes. The IMF is right, but this is still an austerity shock in the midst of an epic regional crisis.

There is no reason why this little strip of the Maghreb, the cradle of Carthage, cannot be a flourishing democracy even if the other revolutions go wrong, like Costa Rica beating the odds amid Central America's wars in the 1980s. That would be a beach-head, reproof to those who claim too glibly that Arab cultures have little vocation for rational enlightenment.

カルタゴのゆりかごであるマグレブのこの狭い地域が、コスタリカが1980年代の中米戦争の真っ只中に奇跡を起こしたように、他の革命が失敗に終わったとしても豊かな民主主義国家になれない理由はありません。
それは橋頭保であり、アラブ文化は理性的な啓蒙主義に殆どむいていない、などとペラペラ喋る連中を叱責するものとなるでしょう。

Yet it would all be so much easier if Mediterranean Europe was not being pushed by colossal policy error into a decade of depression, and if the West had not washed its hands of the Arab Spring. "The world needs at least one democratic success story from the Arab Spring," said the finance minister, almost in reproach. You would have thought so.

とはいえ、欧州の地中海地域が物凄い政策ミスによって失われた十年に追い込まれていなければ、また、西側がアラブの春を見切っていなければ、それは遥かに容易だったのです。
