Last chance to protest before the EU snuffs out thorium energy in Europe

Just as China, Japan, India, Russia, Norway, and the US Academy of Sciences hone in on the tantalising prospect of safe, clean, and ultimately cheap energy from thorium nuclear reactors, the Europeans seem to be going in the opposite direction.

I return to the thorium theme so soon after my column on Monday because a great number of readers share my enthusiasm for the mineral, an optimal way to restore public trust in nuclear power after the Fukushima disaster.

Today is the final chance to submit opinions for the 2013 agenda of Europe's nuclear strategy body.

今日はヨーロッパの原子力戦略決定機関の本年度アジェンダに物申す最後のチャンスです。

The draft text ignores thorium almost entirely. This constitutes an immediate threat to thorium research in Europe.

草案はトリウムを完全にスルーしています。
これはヨーロッパにおけるトリウム研究にとって今そこにある脅威であります。

This means that fresh funds – including our taxpayers' money – will probably be channelled into the wrong projects, propping up a "politically" obsolete uranium technology that creates large amounts of toxic waste, is expensive, and chiefly benefits vested interests in France and those who supply the French nuclear industry.

これはつまり、新規資金（僕ら納税者のお金を含みます）は恐らく間違ったプロジェクトに注ぎ込まれて、膨大な猛毒廃棄物を生み出し、高価で、主にフランスとフランスの原子力産業のサプライヤーの既得権益である「政治的に」終わったウラン技術にテコ入れすることでしょう、ってことです。

The body is called the SNETP or Sustainable Nuclear Energy Technology Platform.

この機関はSNETP（持続可能な原子力技術プラットフォーム）と言います。

It is based in Paris and run by Yves Kaluzny from the French Atomic Energy Commission (CEA), a former Areva official. It is funded by the EU's Euratom nuclear energy agency. Here is the membership list.

Last year it published a glowing report on thorium fuel cycles, as well as a separate study on molten salt thorium reactors, though one entirely focused on the specific French technology at Grenoble rather than other equally compelling variants.

SNETPは昨年、等しく説得力のある他の技術ではなく、グルノーブルのフランスの技術に終始するものではありますが、トリウム燃料サイクルに関する称賛に満ちたレポートを溶融塩炉の研究と共に発表しました。

Why have they changed their tune over the last year? We do not know.

You could argue that if China and others are making a dash for thorium power, it makes sense for Europe to stick to its specialist niche and focus better variants of the uranium process – such as fast spectrum reactors that produce less waste.

中国などがトリウム・エネルギー開発競争を繰り広げているのであれば、ヨーロッパが専門のニッチにこだわって、廃棄物の少ない高速増殖炉などのより良いウラン原発に焦点を置くのは理に適っている、と言うことは出来るでしょう。

But is this in the interests of Britain and British taxpayers?

でも、これって英国と英国の納税者の利益になるんでしょうか？

This country has excellent nuclear physicists. A team under Professors Bob Cywinski and Roger Barlow at Huddersfield University are working on an accelerator driven subcritical reactor that would be very safe.

この国には優秀な原子物理学者がいます。
ハダーズフィールド大学のボブ・シウィンスキー教授とロジャー・バーロー教授が率いる研究チームは、非常に安全と思われる加速器駆動未臨界炉の研究を行っています。

There could be no Fukushima chain reaction or meltdown with their reactor because the thorium fuel has to be bombarded with neutrons to keep the process going. The moment there is trouble, you simply switch off the beam.

この原子炉では福島原発事故のような連鎖反応もメルトダウンも起こりませんが、これは反応させるにはトリウムに中性子を照射しまくらなければいけないからです。
何か問題があれば、その瞬間に照射を停止するだけです。

They need ￡100m or so for a three- to four-year programme to build the base of a subcritical reactor. They are talking to teams all over the world, including Fermilab in Chicago. But there is no funding in Europe.

未臨界炉のベースを作る3-4年のプログラムのためには、約1億ポンドが必要です。

If this is how our taxpayer money is spent, then it may be time for Britain to repatriate its scientific research funding from the EU – as well as taking back control over 3rd Pillar Justice and Home Affairs, etc.

僕ら納税者のお金がこんな風に使われるのなら、英国はそろそろEUに渡した研究資金を引き上げるべきかもしれません…あと、司法や内政などに関する第3の柱のコントロール奪還と共にね。

The EU nuclear programme is funded through Euratom. Its budget will be €2.5bn for the two years of 2012-2013, an increase of 40pc over the previous two years. Most of this – an astonishing 86pc in fact – is spent on the ITER fusion project in France.

EUの原子力研究プログラムの資金はEURATOM経由で提供されます。
2012-2013年の2年間の予算は、過去2年間に比べて40%増の、25億ユーロとなりそうです。
この大半（なんとなんと実に86%）はフランスのITERフュージョン・プロジェクトに費やされています。

Here is the breakdown. As can see from this chart, France gets almost all the fission funding as well. The UK gets zilch.

Or as Prof Cywinski told me delicately, "Euratom has its own agenda. It supports existing nuclear interests. This is understandable, given the lack of funding for nuclear research over the last 25 years. They don't want something coming from left field that diverts money. But they are missing a trick."

または、シウィンスキー教授が言葉を選びながら僕に話してくれたように「EURATOMには独自のアジェンダがあります。原子力の既得権益を支持しているのです。この25年間の原子力研究資金不足を考えれば、これも無理ないことで。お金を回さなけりゃいけなくなる非主流のものなどゴメンなのです。でも彼らは好機を逃していますよ」とのこと。

This French stranglehold did not bother me too much over the years when France was keeping Europe's nuclear industry alive, and the UK dropped the ball.

フランスがヨーロッパの原子力産業を活かしていて、英国がへまをやらかしたここ何年間かは、僕もフランスの支配力とか割とどうでも良かったんですよね。

But the world is in a different phase now. Fukushima has exposed the limits of the old regime, which was crumbling anyway. There is no going back to the status quo ante.

とはいえ、世界は今や次のフェーズにあります。
福島の原発事故は旧体制の限界を暴きましたが、それはいずれにせよ崩壊しつつありました。
以前の体制に戻ることは出来ないのです。

Europe's skewed spending structure on nuclear research is positively damaging and should be confronted.

ヨーロッパの原子力研究に対する偏った支出構造は全く有害であり、立ち向かわねばなりません。
