The first thing to appreciate about Kim is that he is not mad. He is undoubtedly what psychologists call a ‘rational actor’ ― literally meaning that his actions are not irrational at all.
In fact, he is behaving in a way that many people would if they were born into a family that is the subject of an extreme personality cult: his father and grandfather were both long-time leaders of North Korea before him.
Like any Mafia boss or medieval warlord presiding over a crumbling territory, Kim’s first priority is simply to stay in power. And to do that, like any sane man, he is creating the spectres of enemies within ― such as his uncle ― and enemies without, such as the United States, which he has threatened in recent months with a pre-emptive nuclear strike, a piece of absurd muscle-flexing purely designed to raise his prestige at home.

　北朝鮮のように、ボロボロガタガタ、機能不全に陥った国家で、自分が権力の座に居座るためには、相手が、悪党だろうが、無実だろうが、内外に敵を作って、公開処刑して、民衆にその力の恐怖をみせつけることが必要なので、その意味では彼は合理的である、と。

　
反発の芽を事前に摘む、というより、積極的に敵を捏造、粉砕して、権力の座を確保しようとしているのだ、というところが、面白い見方ですね。。

　もっとも、示しをつける、というのは、いわゆる、マフィアドクトリンなわけで、そういう意味では、アメリカなんかが、他国にやっているのにも、似たところはある。

英米のメディア、ジャーナリストってのは、かなり、ナショナリスティックなんだけど、自覚がないんだよね。

　牛や馬の権利を叫ぶ人々＝キチガイ
　イルカ、鯨の権利を叫ぶ人＝正義の味方

みたいな二重基準はあたりまえ。

　そういう二重基準を認識しないで、イギリス様　アメリカ様、というだけで、崇拝すると、とんだことになる。

警察庁 「ヘイトスピーチ」団体に警戒
「ヘイトスピーチ」と呼ばれる差別的な言動をデモの中で繰り返している市民団体について、警察庁は、治安情勢を分析した報告書の中で初めて項目を立てて取り上げ、デモに反対するグループとの間でトラブルが起きるおそれがあるとして、警戒を強めるとしています。

東京や大阪などでは、複数の市民団体が在日韓国・朝鮮人に対し「ヘイトスピーチ」と呼ばれる差別的な言動を繰り返すデモを毎週のように行っていて、デモに反対するグループと小競り合いになるなどして、双方から逮捕者が出る事態になっています。
警察庁は、国内外の治安情勢を分析した報告書「治安の回顧と展望」を公表し、これらの団体について初めて項目を立てて取り上げました。
この中で警察庁は、団体について、極端な民族主義・排外主義的な主張に基づく「右派系市民グループ」だと紹介しています。
このうち、警察庁が中心的な存在だとみている「在日特権を許さない市民の会」は、京都の朝鮮学校の周辺で街宣活動を行って教育を妨害したとして、ことし１０月、裁判所から街宣活動の禁止などを命じられています。
警察庁は「これらの団体の活動が広域化し動員数も増加傾向にある一方で、グループの実態を把握することが難しい」としていて、今後も反対するグループとの間でトラブルや違法行為を引き起こすおそれがあるとして警戒を強めることにしています。

　英米のニュースを読んでいて、比較すると、日本のこの手の活動はまだまだ、おとなしいが、しかし、広域化、増加傾向　というのは不気味だね。

　左翼の人が、こうした活動に参加する人たちを取り込めないかな、とも思うが、左翼は左翼でまた、変なのいるかならああ。

Ｉn many ways, this prosperity has not trickled down to the island’s residents: Singapore has one of the highest inequality levels in the developed world. The country’s eager dependence on importing cheap foreign labor has kept wages low especially for blue-collar workers, and there is no minimum wage. Although there is no official poverty line, the country also has a significant number of people considered as the “working poor,” struggling to make ends meet despite holding down jobs. Segments of society – both citizen and non-citizen – are beginning to feel disenfranchised, underserved and neglected, while the ultra-rich party on.

Migrant workers, who provide the manual labor which props up this shaky system, face huge struggles. Housed apart from the main population, these imported workers are expected to clean the streets and work on Singapore’s many construction sites, while remaining largely separate from mainstream society.

Charan Bal, a university lecturer who has researched migrant labor issues in Singapore, has noticed this segregation. Speaking with The Diplomat, he notes, “There is very limited everyday interaction between contract migrant workers and Singaporeans. Most of these workers are silently or overtly excluded from many of our urban spaces during their leisure time. They often live in dorms in industrial areas which are far removed from where Singaporeans live. When a dorm springs up near places where Singaporeans live, existing residents complain.”

Even those who do interact with the workers – ferrying them to and from work or patrolling the areas where they congregate – face plenty of frustration. In the course of his research Bal has observed that the bus drivers and auxiliary police officers themselves receive low pay and work long hours. It is little surprise that there is often friction between them and the migrant workers.

０６年には上場企業に取締役の４割以上を女性とするよう法律で義務付けた。違反が続く企業は、最悪の場合、清算が命じられる。制度自体には反対の経済団体も、加盟企業向けに女性の幹部養成講座を作るなど、積極的に対応した。目標はたちまち達成された。

　このクオータ（割り当て）と両輪の働きをしたもう一つのクオータも忘れてはならない。男性の育児休業だ。給与の１００％が原則保証される約１年のうち、１０週は父親専用。取らないと、夫婦合計で取得できる有給休業日数がその分減ってしまう。お陰で男性の育児や家事が当たり前となった。

　これも一つ大きな問題提起ですね。

割当制の内容が公表されたとき、対象企業の株価は大幅に下落し、その後数年間で企業価値の指標である「トービンのｑ（時価総額÷資本再取得価額）」は１０％の女性役員比率増加で１２．４％低下しました。

　さらに企業が制度の対象となるのを避けた結果、０９年の上場企業数は０１年の７割弱となる一方、割当制の要件を満たさない非上場企業の数は３０％増えました。ノルウェーは国際的に男女間格差が小さい国として知られていますが、それでも女性役員比率を４０％に高めることは企業にとって相当な重荷だったのです。

　なぜ、この政策はうまくいかなかったのか。米ノースウエスタン大学のデービッド・マーツァ准教授と米バージニア大学のアマリア・ミラー准教授は割当制の影響を受けた企業と受けなかった企業を比較し、女性役員比率が高い企業は雇用削減を避ける傾向があり、相対的に労働コストや雇用水準は高まり短期的な利益が低下したと指摘しています。こうした効果は以前に女性役員がいなかった企業ほど顕著であった、とも。

　という意見もある。

　いずれにせよ、

女性役員比率を高めるには女性のキャリア断絶を防ぐこと、すなわちフルタイムの労働参加率を高めていくことが極めて重要です。

　そこで必要になるのが保育への支援です。ＯＥＣＤ（経済協力開発機構）の調査でも育児サービスへの公的支出は、女性のフルタイム労働参加率にプラスに寄与するとの結果が出ています。



　また、育休については約２年を超えない限り女性の労働参加率に正の影響を与えるとの研究結果があります。ただし、それ以上になると負の影響が出てきます。「育休３年」は、女性のキャリア断絶回避という視点からは矛盾をはらむ政策といえるでしょう。

　もう１つ、女性のキャリア断絶を防ぐうえで検討に値するのがオランダ型の雇用形態相互転換の仕組みです。オランダでは従業員の希望により、企業のなかでライフサイクルに合わせ働き方をフルタイムとパートタイムに相互転換できる仕組みが導入されています。

　この制度が導入されると、子供が小さいうちは保育園のお迎えに間に合うかどうかで悩まないようパートタイムで働き、大きくなったら再びフルタイムで頑張るといった働き方が可能になるでしょう。

　育児サービスへの公的支出、フルタイムとパートタイムに相互転換できる仕組み、こういうのを政治家、マスコミが常日頃を声をあげていくべき。

ナショナリズム、狂気、とテロリズム

ちょっと面白いといえば、面白い。

Several new phenomena appeared in sixteenth-century England that revolutionized human experience. English society was redefined as a “nation” – that is, a sovereign community of equal members. With that, the era of nationalism began, and social mobility became legitimate.



　
　These phenomena were connected. It was nationalism that legitimated mobility; the two of them together that produced madness; and the new mental disease that expressed itself in suicide and irrational violence.　



　Nationalism implied a specific image of society and reality in general – a consciousness that was to become the cultural framework of modernity. In its original, English, form it was essentially democratic. As it spread, it carried the seeds of democracy everywhere.


By considering a living community sovereign, nationalism implicitly but drastically reduced the relevance of God; even when combined with religion and presented in a religious idiom, it was essentially secular. National consciousness, dramatically different from the fundamentally religious, hierarchical consciousness that it replaced, shapes how we live today.

　Nationalist principles emphasize the self-governing individual, including the right to choose one’s social position and identity. But this liberty, empowering and encouraging the individual to choose what to be, complicates identity formation.
　A member of a nation cannot learn who or what s/he is from the environment, as would an individual in a religious and rigidly stratified social order, in which everyone’s position and behavior is defined by birth and divine providence. Modern culture cannot provide us with the consistent guidance that other cultures give to their members. By providing inconsistent guidance (for we are inevitably guided by our cultural environment), nationalism actively disorients us – a cultural insufficiency called anomie.


It was as natural for an Elizabethan Protestant to see the cause of his mental discomfort in a government overrun by Catholic sympathizers as it is for someone with a Muslim connection in the US today to see this cause in America as the embodiment of Western offenses against the faith.

　１６世紀になって、英国が平等な成員たちによる主権社会として再定義されはじめ、ナショナリズムの時代がはじまると、出生や神の摂理によって定義された地位から解放され、社会的流動性が高まって、かえって、自分が誰で、何をすべきか、わからなくなり、不安で、社会適応不全な個人が出現し始め、自己の不安定さの起源を、外部の悪に求め、その悪を体現する人、人々に対して、凶行に及ぶ人たちが出現するようになった、と。
　
　ナショナリズムが、様々な精神障害の土壌をつくり、精神の不安定さを解消するために、テロに及ぶ、というわけでしょうね。

　ただ、議論が粗い、といえば、粗い感じがするが、刺激的ではある。

Nationalism is an ideology that tries to bind the people to the state in such a way that the people, or the nation, coincides with the state, thereby forming the nation-state. An important characteristic of nationalism is that it doesn’t allow for a self-appointed elite to govern the people, but instead requires the people to rule themselves.

The people have to believe that the state represents them in order for them to accept the authority and legitimacy of the state. If not, then the state would need such a large police force to enforce cooperation that we would end up with a police state. Nationalism therefore is a driving force for a free and open society with no room for oppression by an elite.

Another objective of nationalism is to have all members of the nation identify with the same culture and thereby each other, which is done by standardising the language, education, legal codes, media etcetera. This doesn’t mean that everyone has to be identical to each other, but everyone needs to share a similar identity and needs to feel part of one community, that is in the same boat, so to speak. Only within such a community is it possible to have the democratic institutions that enable a modern democracy to function. Without such a national community it is impossible to have democratic debate.

　ナショナリズムとは、共通の言語、教育、法律やメディアを持った同じ船にのった、同じ民族が、同じ国民として、国民国家としてまとまっていこうというイデオロギーでエリートではなく、同じ国民が国民を治めていく民主主義を含意する、というような主張をする人がいる。


　例えば、白人が黄色人をいじめていたとして、そうすると、同じ黄色人ということを強調すれば、日本出身だろうが、韓国出身だろうが、あまり、関係なくなるわけですね。　同じように、同じ民族、同じ国民という共通項が重要で、そちらを強調すれば、それぞれの身分はあまり重要でなくなってくる。身分から解放された同じ国民という概念、というか、身分から解放された個人が出現すると、それは、資本主義の基礎である土地から解放された賃金労働者の出現ということにもなってくる。そして、自分たちのことは、帝国主義の親分ではなく、自分たちで、決めます、という民族自決、そして、国民としては同じ、平等、ということになれば、国家の政（まつりごと）はその国民によって決めましょう、という民主主義が芽生えてくるわけですね。

　他方、こういうときにはこうしなさい、ああしなさい、という規定の集合であった、身分・地位、宗教団体から解放されたら、何をしていいかわからない、ここはどこ、私は誰？　みたいな、本当の自分を探したくなるような不安が漂い、自由と背中合わせにある狂気に襲われて、狂人になるか、あるいは、狂気から逃れて、安定した自己を維持するために、外部に悪を設定して、テロに走る人間もでてくる、というわけでしょうね。

　ナショナリズム、資本主義、民主主義

　狂気、テロ、

　とお互いに関連しあっている、わけですね。

　先日、資本主義は民主主義を醸成するという記事もありましたが、ここらへん、はちょっと面白いですね。
