オバマ大統領、２期目も課題は「人間の尊厳」についてでした。小泉純一郎氏とは時を同じくできませんでしたが、今期は橋下氏と力を合わせられる可能性があります。そうなれば「今この時」日米は「人間の尊厳」を確かなものにする最善の手段を手にすることができます。以下、演説要所。
私たちは米国の民主主義の約束を支持します。We affirm the promise of our democracy. この国の結束を可能にしているのは、肌の色でも信仰でも名前の起源でもないということを思い起こします。We recall that what binds this nation together is not the colors of our skin or the tenets of our faith or the origins of our names. 私たちは、２世紀以上前に作られた独立宣言に明記された理念への忠誠によって、米国民という特別な存在になりました。「私たちは以下の真理を自明なものとみなします。すべての人間は生まれながらにして平等であり、生命、自由、そして幸福の追求という侵すべからざる権利を与えられている」 What makes us exceptional -- what makes us American -- is our allegiance to an idea articulated in a declaration made more than two centuries ago:“We hold these truths to be self-evident, that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness.”
今日、私たちはこれらの言葉の意味と現実をつなぐため、終わりのない旅を続けています。Today we continue a never-ending journey to bridge the meaning of those words with the realities of our time. これらの真理は自明なものかもしれませんが、決して自然に実現するものではないと歴史が教えているからです。また、自由は神からの贈り物ですが、地上にいる人間が守るべきものだと歴史が教えているからです。For history tells us that while these truths may be self-evident, they’ve never been self-executing; that while freedom is a gift from God, it must be secured by His people here on Earth.（独立宣言が採択された）1776年の愛国者たちは、王の圧政を少数の特権層や暴徒の支配に取って代わらせるために戦ったのではありません。 The patriots of 1776 did not fight to replace the tyranny of a king with the privileges of a few or the rule of a mob. 彼らは私たちに共和国、つまり「人民の人民による人民のための政府」を与え、後世に建国の精神を守る務めを託しました。They gave to us a republic, a government of, and by, and for the people, entrusting each generation to keep safe our founding creed. そして200年以上にわたり、私たちはそれを守ってきました。And for more than two hundred years, we have. 自由と平等の理念の上に立つ連邦が、奴隷制と自由が入り交じる状況では成り立たないと、私たちはムチや剣で流された血によって学びました。Through blood drawn by lash and blood drawn by sword, we learned that no union founded on the principles of liberty and equality could survive half-slave and half-free. 私たちは自らを刷新して、共に前進することを誓いました。We made ourselves anew, and vowed to move forward together.
独創力と進取の気性をたたえること、勤勉さや個人の責任へのこだわりは、私たちの変わらない国民性です。 Our celebration of initiative and enterprise, our insistence on hard work and personal responsibility, these are constants in our character. しかし、時代の変化とともに私たちも変わらなければならないということも常に理解してきました。建国の精神への忠誠は、新たな挑戦への新たな対応を求めています。個人の自由を守るためには、最終的に集団行動が必要となります。But we have always understood that when times change, so must we; that fidelity to our founding principles requires new responses to new challenges; that preserving our individual freedoms ultimately requires collective action. 私たちは一つの国、一つの国民として、今まで以上に協力して取り組まねばなりません。Now, more than ever, we must do these things together, as one nation and one people.
現代の米国民は、幾つもの危機に見舞われてきましたが、強い決意で回復する力を証明してきました。This generation of Americans has been tested by crises that steeled our resolve and proved our resilience. 米国には限りない可能性があります。なぜなら、私たちはボーダーレス化する世界が求める全ての資質、若さと活力、多様性と開放性、危機に対応する無限の力と改革する才能を備えているからです。America’s possibilities are limitless, for we possess all the qualities that this world without boundaries demands: youth and drive; diversity and openness; an endless capacity for risk and a gift for reinvention. 米国民の皆さん、私たちは今この時のためにいます。私たちが協力して取り組めば今この時をつかめるでしょう。My fellow Americans, we are made for this moment, and we will seize it -- so long as we seize it together.
私たちは、貧しい人や病める人、社会から取り残されたり偏見の犠牲となったりしている人にとって、希望の根源であるべきです。そうであるためには単なる慈善の心でなく、この時代の平和のためには寛容と機会、人間の尊厳と正義という私たち共通の信念が示す原則を、着実に拡げていく必要があります。And we must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice -- not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity, human dignity and justice.
