FSA issues stark warning on mortgage defaults

Britain's top financial regulator has issued a stark warning that more than a million people may find it impossible to refinance their mortgages next year as the turmoil in financial markets deepens.
イギリスの最高金融監督機関が仰天の警告を発した。
100万人以上が来年、金融市場の混乱が悪化する中、モーゲージの借換が出来ないかもしれないと言うのだ。
Clive Briault, head of retail markets at the Financial Services Authority, told the Council of Mortgage Lenders today that "it would be prudent to assume that market conditions will remain very difficult for a sustained period."
クライヴ・ブリオーFSAリテール市場部長は今日、モーゲージ貸付業者評議会（CML）に
「かなりの期間に亘って市場の状況が非常に困難であり続けると推測することが賢明だろう」
と告げた。
The FSA estimates that 1.4 million homeowners have fixed-rate mortgages that expire in 2008, and Mr Briault said that many of these borrowers will "find it difficult (if not impossible) to refinance their mortgages on favourable terms, which will leave them facing a significantly higher rate on their borrowings, which may prove too much for them to afford."
FSAの予測では、140万人の住宅所有者が2008年に借換時期が訪れる固定金利モーゲージを契約しているとされ、彼等の多くは「好ましい条件でモーゲージを借り替えることが（不可能でなければ）困難となり、返済することが出来ないくらい著しく高い金利に直面することとなるだろう」とブリオー氏は語った。
The warning is the clearest indication of the mounting concern that the financial crisis, which began in the US sub-prime mortgage market, will prove a significant drag on the UK economic growth next year.
この警告は、アメリカのサブプライム・モーゲージ市場で始まった金融危機が、来年のイギリス経済の成長にとって大変な足かせとなる、ということを証明するのではないかとの懸念の高まりを明確に現している。
The CML's director general added to the cocktail of bad news for Britain's housing market by predicting that there may be a 30 billion pound shortfall in mortgage lending next year should the wholesale markets remain frozen.
CML事務局長は、ホールセール市場が凍結したままであれば、来年はモーゲージ融資で￡300億の不足が出るかもしれないと予測して、イギリス住宅市場にとって悪いニュースを付け加えた。
Michael Coogan said: "If we are to hit our forecast of 90 billion pounds we need access to capital markets.
マイケル・クーガンは「￡900億という予想通りになれば、資本市場へのアクセスが必要だ」と言った。
"If they remain in a coma, people who want mortgages simply won't be able to get them."
「意識不明のままでいれば、モーゲージ求める人々がそれを得られないだけだ」。
