The International Monetary Fund no longer has the financial clout to fulfil its traditional role of lending out money to save crisis-stricken countries, a new Bank of England report has warned.
IMFは危機に見舞われた国を救う為に資金融資を行う、という伝統的な役割を果たすための金融上の影響力をもう持っていない、と新しいBoEのレポートが警告した。
The Bank said in a working paper that the IMF's lending framework "may no longer be appropriate". It coincided with a critical report from the Fund's own Internal Evaluation Office (IEO).
BoEは調査結果報告の中でIMFの貸付フレームワークは「もう適切ではないかもしれない」と記した。
IMFの独立評価機関（IEO）による重大レポートと適合している。
One of the IMF's original roles when it was established after the Second World War was to bail out struggling countries in times of crisis. However, the Bank report warned: "In all cases the analysis suggests the present IMF lending framework may no longer be appropriate.
第二次世界大戦後の設立時のIMFの元々の役割の一つは、悪戦苦闘する国を危機の際に救済することだった。
しかしBoEのレポートはこう警告した：「あらゆるケースにおいて、我々の分析は現在のIMFの貸付フレームワークはもう適切ではないかもしれない、と示している」。
"It may well have been during the first two to three decades of the Fund's existence, when almost all countries were potential Fund debtors and had broadly homogenous interests, but the analysis suggests it is much less well suited to the current situation in which members differ sharply in their economic characteristics and needs."
「ほぼ全ての国がIMFから融資を受ける可能性があり、広く均一な関心を持っていたのは、IMFが設立されてから最初の20-30年間の間だったかもしれない。しかし分析は、加盟国の経済的な性質と必要が大きく異なっている現状には、かなりそぐわなくなっていると示している」。
The working paper is unique because most critics of the Fund have instead focused on the shortcomings of its management structure or economic analysis. It said that the Fund "is increasingly unlikely to provide financing on a sufficiently large scale to meet the demands of higher-risk members."
殆どのIMF批判者はIMFの管理構造または経済分析の欠点に注目してきたので、この調査結果報告はユニークなものだ。

The IEO report also urged the Fund to overhaul its governance structure, much of which is largely unchanged since the 1940s. Among its recommendations was a call to reform the selection process for managing director.
IEOのレポートも、IMFに1940年代から殆ど変わっていないガバナンス構造の徹底的調査を行うことを迫った。

Traditionally, European leaders pick the IMF managing director while the US selects the World Bank president. The report said "the competition should be open to candidates of all nationalities".
伝統的には、ヨーロッパ首脳陣がIMF事務局長を選出し、アメリカが世界銀行専務理事を選出することとなっている。
報告書は「全ての国籍の候補者が競えるようにすべきだ」とした。
The Fund also announced that it has replaced its chief economist, Simon Johnson, with Olivier Blanchard.
IMFは、チーフ・エコノミストのサイモン・ジョンソンをオリヴィエ・ブランチャードに替えた、とも発表した。
