Federica Mogherini, the European Union's new head of foreign policy, says prospect of Europe going to war to defend Ukraine against Russian aggression "simply does not exist"

There can be no military solution to the Ukraine crisis, only a political one, Federica Mogherini, the European Union's new head of foreign policy, has insisted.
ウクライナ危機に軍事的解決策はあり得ない、あるのは政治的解決策のみである、とフェデリカ・モゲリーニ外務安全保障政策上級代表は強く主張しました。
In her first interview since being appointed at the weekend, Ms Mogherini, soon to step down as Italy's foreign minister, said: "It's in the interests of Ukraine, Europe and Russia that the crisis should have a political, not a military solution."
間もなくイタリア外相を退くモゲリーニ氏は週末の代表任命から初めてのインタビューの中で「この危機に軍事的解決策ではなく政治的解決策があることはウクライナ、ヨーロッパ、ロシアの利益にかなっている」と言いました。

As Italian foreign minister Ms Mogherini, who replaces Britain's Catherine Ashton, had been accused by some European countries, notably Poland and the Baltic states, of being too placatory towards Moscow.

East European countries had expressed concerns that Italy's reliance on Russian energy supplies would result in Ms Mogherini being too soft on the Putin regime.

There's been an enormous distance between his promises and his actual behaviour. The Kremlin is acting against the wishes of the Russian people.

"It is essential to sustain the principle that a country can choose the European option without damaging or threatening Russia. It is a positive choice. Based on this idea, we built the idea of partnership with Moscow.

But today, because of him, this partnership no longer exists.

The 41-year-old mother of two was only appointed foreign minister in February, part of the new government of Matteo Renzi, Italy's 39-year-old prime minister.

But she rebutted accusations both in Italy and Brussels that she is too inexperienced for the EU job.

"I've been involved with European and international affairs for the last 20 years. This is my natural environment. I have a vast network of contacts."

She said she was part of a new generation of Europeans who had grown up in the wake of the fall of the Berlin Wall and the end of the Cold War.

The new generation faced an enormous challenge in "reducing the perceived gulf" between ordinary people and the institutions of the EU, she said.
