『交渉しない』＝話を聞かないこと(not listen)
・The U.S. does not listen to terrorists.

『交渉しない』＝話をしない（not talk)
・The U.S. does not talk with terrorists.

『交渉しない』＝意思疎通 しない
（not communicate)
・The U.S. does not communicate with terrorists.

『交渉しない』＝テロリストの欲しいものを上げない(not give)。
・The U.S. never gives terrorists what they want.

『交渉しない』＝要求に屈しない
(not give in to demands)
・The U.S. never gives in to terrorists demands.

など。
