英字新聞を読むコツ

最近書店を覗くと英字新聞を読んでいかに勉強するかといった類の本が出ています。確かに英字新聞は勉強になると思います。若い人たちにいつか自分の得たコツをお伝えしたいと思っています。今私がこれを一冊といわれたらお勧めしたいのが、「英字新聞はこうすればどんどん読める（社会分野編）」(ＤＨＣ）です。ＤＨＣはこのシリーズでは他にも本を出しています。政治経済編とかがあります。私がお勧めしたいのは、社会経済編です。なぜかというと、その本の始めに解説があります。これが、簡潔にしてポイントをついています。分詞構文の説明などは、優れています。接続詞と動詞からなるものを、簡潔に表現するため分詞一語で表現する、との解説は、ポイントなのです。英字新聞を読みながら、いつも私がおもうのは、名詞を後置修飾する分詞の使い方(例：a boy swimming in the pool）がいかに重要かがわかります。その重要性を学校時代には教えてもらった記憶は無いのです。自分で整理したらそこにひとつは行き着くわけです。また分詞構文の使い方も一つのポイントです。とにかく参考になる本です。
で、ここでは、英字新聞の見出しの書き方について、紹介します。（つまずきやすいポイントのひとつといわれています）

①過去のことでも現在形で表す。
　Man drives without license for 50 years(50 年間無免許で車を運転）
②未来のことは( to ＋動詞の原形)であらわす。
　Ministry to develop quake rescue robot(文科省、地震災害救助ロボットの開発へ）
③be 動詞は省略する。(そのほかのものでもわかるものは省略する）
Poor childhood health (is) a growing concern(こどもの健康状態に懸念が増大）
④過去形に見える-ed形は実は受動態。
　NHK producer fired over alleged fraud(ＮＨＫプロヂューサー詐欺容疑で解雇）
　was fired です。
⑤現在進行形は、be動詞を省いたーing形で表す。
　Working wives ( are ) gaining in favor(働く主婦への支持、増加）
⑥andは、[ , ] で代用する。
⑦：はsay の代用。
　ILO : Youth jobless rate soars(若者の失業が増大とＩＬＯ発表）
⑧短い動詞を使うなどの工夫。
　arrest→nab
⑨a, the , 人称代名詞（his, their)などは省略される。
⑩；は、andやbutの意味。

According to sources, Mitsubishi Heavy Industry Co.,Ltd. and General Electric Co.in the U.S. will likely start to negotiate their business alliance in the nuclear power generation plant business.The focal point of its negotiation will be how the pressured water reactors, which are mainstream products of Mitsubish, should be marketed in the U.S through the GE's networks.
参考：加圧水型原子炉といわれたとき、はじめからこの分野の英語に対応しようとするならいわば常識事項かも知れない位のものであり、軽く対応できなければいけない。けれども、いきなり、何の前触れもなく、こんな言葉に対応しなければならなくなったら、どうするか？私もこの加圧水型はさっと口に上ってこなかった。しかしそこでひるんではいけない。ヒントは漢字にある。加圧した水が何かポイントになっているのです。水を加圧するとは水に圧力を加えることで、pressure waterといい、水を中心に考えれば、water is pressured となります。そのような水を簡単に言えばpressured water となります。だからpressured-water reactor とかpressured-water-type reactor とか言っとけばいいのではないか考えることができます。「－」を入れるかかどうかは、適当に。
reactorは必須の単語かと思う。

大阪直下地震　被害額１９．６兆円　府内分試算

参考：直下地震というのは、地震の震源が被災地の真下であるような地震である。直下地震を表現するとき、「直下の」という形容詞を地震の前につければいいわけですが、「直下の」という形容詞がなかなか無いのが実際のところです。結論から言えば、そのつど形容詞を作る必要があります。その作り方は後で述べるとして、こうしたややこしい表現の場合は、その意味内容に着目して、後置修飾で対応すれば、ほとんどがうまくいくものです。この場合で言えば、地震（その地震の震央が被災地の真下なのですが）というようにやればいい訳です。表現が少々長くなることはありますが、確実に表現できます。
あるいは if an earthquake beneath the Osaka metropolitan area occurs, という比較的簡単な後置修飾も可能でしょう。
これで十分ではあるが、更に、前置修飾で言う場合はどうするか？答えは「直下の」という形容詞を自分で作る。どうして作るか？　「-」を使っていわゆる複合語を作る。いかに作るか、その作成過程を紹介します。直下と言えば、just beneath the area(site) , just beneath the stricken(hit) area, just beneath it,などの言葉が出てくるので、
これらの言葉の間に「-」を挿入して新しい形容詞を作る。
で、an just-beneath-the-hit-area earthquake
　　an just-beneath-it earthquake
an just-beneath-the-site earthquake
an at-just-beneath-the-site-occured earthquke
とかができてくるようです。ようですというのは私も確信的自信があるわけではないからです。だから正式のテストなどではやらないほうがいいかと思いますが、困ったときは、こうした手法があるということが、新聞を読んでいたらわかってきます。解説した本はほとんど無い。その意味からも貴重なコメントと、我ながら、思います。恥を忍んで書きました。

Acording to the preliminary announcement released by U.S. Department of Commerce,the growth rate of U.S. GDP(Gross Domestic Product) has declined to 1.6% from a year earlier in the period from July through September. This is the lowest level for the past three and a half years.
参考：７月ー９月：from July to September も可能。through の場合は9月の最後まで、の、最後まで、が、はっきり明示される。
