北朝鮮の核武装に対抗するのには、米国の「核の傘」を確かなものにする必要がある。
For the purpose of coping with Pyongyang's developing nuclear weapons, Japan should ensure that U.S. nucler umbrella is functioning for Japan.
(When it comes to　dealing with North Korea's nuclear weapons program,Japan must ensure the viability of the "nuclear umbrella" provided for it by the United States.)

来日したライス米国務長官は麻生外相との会談で、「米国は日本の防衛に対して強い決意を持っている。日米安保条約の義務をすべてはたす」と協調した。
U.S. Secretary of State Condoleezza Rice,who visited Japan yesterday, met with her Japanese counterpart Taro Aso,and stressed " The United States has a strong will to defend Japan. We will exert all the responsibilities stipulated in the Japan-U.S. Security Treaty."
(U.S. Secretary of State Condoleeza Rice on Wednesday told Foreign Minister Taro Aso in Tokyo,the first destination on her whistle-stop tour of East Asia and Russia,that "the United States has the will and the capability to meet the full range,and I underscore full range ,of its deterrent and security commitments to Japan[ under the Japan -U.S. secuirity treaty]."

If North Korea attacks Japan,the United States will satnd at the front of protecting Japan. Based on that thinking,Secretary of State Condoleeza Rice appeared to show the U.S. power of deterrent using nuclear umbrella to the concerned countries.
