ここで、in the three months to September　というのは、9月を終点とする3か月間のことを言っていると思いますが、この簡潔な表現がすごく感銘ふかい。７，８，９月のことだろうから、from July to September でもいいわけでしょうし、あるいは、in the three months from July to Septemberともなるのかも知れないが、簡単にこのようにいえるとは、すばらしいと思ったわけです。それから、
the first Bank of Japan policymaker の Bank of Japan の名詞は形容詞的に使っているので、the を付けません。
