According to sources familiar with the matter,the Ministry of Health,Labor and Welfare has started discussing how to introduce the visiting nurse service on a around-the-clock basis for a fixed charge in its fiscal 2012 revision of the current nursing care insurance system.

Under the ministry's idea, people can receieve multiple services to the level of some quantity at their home when they pay a fixed amount of money of charge.Under the cuurent ssystem, people have to shoulder the cost as much as they receive the service,which means there is a possibility the cost increases very much. In the new policy the ministry aims at preventing people from shouldering the cost no matter how high it is.

It is thought that the new scheme would be benificial for the nursing care service businesses beacuse it will contribute to their making their business revenues more stable.

It is learned that Hitach,Ltd. will have an alliance with US Johnson Controls,Ltd., one of the world's largest automobile battery makers, in the advanced battery technology and its business,like those of the lithium battery.

Specifically,they will jointly build a new plant for lithium batteries installed in vehicles, as well as do R&D and marketing activities in a concerted way.This kind of state-of-the-art battery is thought to be very useful in the future in constructing social infrastructure like "smart grid," the next generation's power-transmitting network.

It is believed that Hitachi will seek the initiative in high technology of batteries through pursuing the scale merit by a deal with Johnson Contorls,which has strength in selling the products.

大学生に英語を教えていますが、その時に使っているのが英字新聞の材料です。具体的には、著作権上の問題があるので、DAILY YOMIURI ONLINE の掲載記事を各自でprint してきてもらっています。

具体的に英字新聞を読むときに、どんな点を指導しているか、以下に記しましょう。

文法的には、次の点が英語を理解する上で重要だと、私は言っています。
①関係代名詞、関係副詞
②分詞
③that節の使い方（５つの可能性がある）
④副詞目的格の認識
⑤前置詞ofの使いかた


今回は②、①、④、と各種記号の使いかたについて、説明します。

先日の木曜日のクラスでは、Oct.1,2010 の「China frees 3 Japanese; 1 still held.....」の記事を教材としました。

A:記号の使い方：

；はand と同じ。

タイトルのChina frees 3 Jaoanese; 1 still held　の；　は　and と考える。
また、A、B、C　と言うとき、英語ではA,B, and C と言いますが、もし各ABCが長い名詞句の場合は、A;B; and C となります。
具体的には、
Yoshihiro Sasaki,45,a senior official of Fujita 's international business department; Hiroki Hashimoto,39,a sales official;and JunichiIguchi,59,an employee of the Shanhai-based subsidiary, Fujita(China) Construction Co.


B：分詞の使い方

China's official Xinhua News Agency reported the release Thursday,saying the three had "acknowledged they had been engaged in activities that violated Chinese laws and submitted a document stating they repented their mistake."

ここでは、二つのタイプの分詞の使われ方が見えます。saying とstating という言葉がありますが、これらそれぞれの意味上の主語は何ですか？　という質問に答えることができるかどうか。

saying の意味上の主語は、China's official Xinhua News Agency です。
stating の意味上の主語は、a document です。

saying はもともとは、and it said となっていたと考えてください。it はChina's official Xinhua News Agency のことです。
stating はもともとwhich(that)stated となっていたものと考えてください。

接続詞＋主語＋動詞⇒動詞のing
関係代名詞＋動詞⇒動詞のing

なお、この文章では、saying のあと、acknowledged のあとで名詞句を作る接続詞のthat が省略されています。that violated のthat は関係代名詞です。

C:関係代名詞

Chinese authorities on Thursday released three Japanese citizens they had detained for allegedly trespassing on and videotaping a restricted military zoe.

ここで、citizens のあとに本来あった関係代名詞　whom またはthat が省略されている。関係代名詞が関係代名詞節の中で目的格になる場合は、頻繁に省略される。なぜか？　省略してもすぐにそれとわかるから。

主格の場合には絶対に省略されない。省略するなら現在分詞にするしかない。　
a document which stated that they repented their mistake を　
a document stating that they repented their mistake といえるが
a document stated that they repented their mistake とは言えない。

D: 副詞目的格（語）

前掲の文章で、on Thursday とありますが、on が省略されることがある。頻繁に。これを前置詞の省略と考えてもいいけど、私は副詞目的格の使い方だと整理しています。

The release of the three Fujita Corp. employees came 11 days after their detention in Shinjiazhunang, Hebei Providence.

という文章で、11 days after their detention in Shinjiazhunang, Hebei Providence　は副詞目的格です。エセンスの
11 days はこの文章の中では名詞として、そこに置かれているだけだ。だけど、それで副詞の役割を果たす。

The release came a day after Goshi Hosono flew to Beijin to speak with Chinese officials.

ここで、a day after Goshi Hosono flew to Beijin to speak with Chinese officials　も副詞目的格として、私の頭では整理しています。
