Japan's government has restored an unpopular and hefty tax on petrol, despite scuffles in parliament as opposition lawmakers tried to stop a vote on the issue.
野党政治家が評決を阻止しようとして議会で取っ組み合いが起こったにも拘らず、日本政府は人気がなくべらぼうに高いガソリン税を復活させた。
The return of the 25 yen (12p) a litre tax came amid rumblings within the ruling coalition that Prime Minister Yasuo Fukuda should quit.
リッター当たり25円のガソリン税は、連立与党内部で福田康夫総理大臣は辞任すべきだ、とする不平不満が高まる最中で復活した。
Surveys show support for him has sagged to below 30pc as voters worry over rising food and fuel prices and a slowing economy.
世論調査は、有権者が食費と燃料費の高騰と景気後退を懸念する中、彼への支持率が30%を切っていると示している。
The news came as Japan's central bank yesterday gave up its long-standing bias towards raising rates, blaming booming prices for energy, food and commodities rather than the credit crunch that has hit Japanese exports to the US. Speaking after a review that held Japan's key interest rate unchanged at a low 0.5pc, Governor Masaaki Shirakawa said: "For 2008/09, we are putting more emphasis on downside risks than on upside risks."
日銀が昨日、日本の対米輸出に打撃を与えているクレジット・クランチよりも、エネルギー、食品、商品の価格高騰を原因として、前々からの金利引き上げバイアスを断念する中、このニュースが流された。
政策会議後に日本の主要金利は0.5%に据え置くと述べた後、白川方明総裁は「2008／2009年は、アップサイド・リスクよりもダウンサイド・リスクに焦点を置く」とした。
For the first time in two years, the bank dropped from its half-yearly report its mantra of slowly "adjusting" Japan's low rates towards more normal levels. The BOJ cut its growth outlook for the year to next March to 1.5pc, almost tripled its inflation outlook to 1.1pc for the year.
2年間で初めて日銀は、日本の低金利をより正常な水準へ向けてゆっくりと「調整」するという呪文を、年に2回出しているレポートから削除した。
日銀は来年3月までの一年間の予想成長率を1.5%に下方修正した。
今年度のインフレ予想は、3倍近い1.1%にまで引き上げた。
