Austria alleges 'economic warfare' after Krugman comments

Austria has had enough. The establishment has massed in fury to rebut suggestions by Nobel laureate Paul Krugman that their country may follow Iceland into bankruptcy.

オーストリアはキれた。支配者層は激怒して団結した…オーストリアはアイスランドに続いて破綻するかもしれない、というノーベル賞受賞者のポール・クルーグマンの発言に反論しようというのだ。

Finance minister Josef Pröll said the claims were "absolutely absurd", adding that Mr Krugman was – perhaps unwittingly – assisting a campaign of "economic warfare" against Vienna. "It is shameful," he said.

ヨセフ・プロール財務相はこの主張は「全く馬鹿げている」と述べて、クルーグマン氏は（恐らくうっかりと）ウィーン政府に対する「経済戦争」の片棒を担いでしまったのだと付け加えた。
「情けないことだ」と彼は言った。

Mr Pröll said the attacks may have been prompted by "envy" at Austria's success in eastern Europe over the last decade. The central criticism by foreigners is that Austrian banks are heavily exposed to the former Communist bloc, where boom has turned to bust. Loans the region equal 70pc of GDP, the highest of any country.

外国人の批判の中心は、オーストリア系銀行が、バブルがパッチンしてしまった旧共産圏に、酷く沢山のエクスポージャーがあるというものだ。

The heads of the central bank, debt agency, and financial watchdog, and industry groups lined up to denounce the Krugman comments as "ill-informed", or worse. "I find it frightening what sort of picture people are painting of Austria, it's very dangerous," said Erich Foglar, head of the OGB labour federation.

中央銀行、債務機構、金融監督機関、業界団体の親分達も揃って、クルーグマン・コメントを「無知」として、またはもっと辛らつに非難した。
「恐ろしいことだ。皆、オーストリアをどんな風に想像しているのやら。酷く危険だ」とOGB労働総同盟のErich Foglar代表。

Mr Krugman made the remarks in passing to journalists, noting merely that Iceland and Ireland are in a bad way, and that Austria may "join the club".

クルーグマン氏は通りすがりに記者達にコメントしたのである。
アイスランドとアイルランドは大変だよね、オーストリアも「お仲間になる」かもねと指摘しただけだ。

"It seems to have reached the stage where I create a stir by saying the obvious," he wrote in his blog. "Is Austria doomed? Of course not. It's not as outrageously leveraged as Iceland or even Ireland. But it may need a bank rescue that will seriously strain the country's resources."

「当たり前のことを言うだけでも騒動を引き起こす段階に達したようだ」と彼はブログに記した。
「オーストリアが絶体絶命かって？勿論そんなわけないじゃないか。アイスランドほどとんでもなくレバってたわけじゃないし、アイルランドほどですらないんだから。でも銀行救済は必要かもね。確かにこれは国のリソースに酷く負担をかけるけどさ」。

Helmut Ettl, Austria's regulator, said that even the worst case scenario of €30bn (£27bn) of losses from bad debts in eastern Europe would – if nationalised – push public debt from 62.5pc to 70pc of GDP.

オーストリアの監督機関当局者Helmut Ettlは、東欧の不良債権で300億ユーロの損失が出る、という最悪のシナリオでも（国有化した場合の）公的債務はGDPの62.5%から70%に押し上げられるぐらいだろう、と語った。

Austrian banks have no "toxic paper" in the region and over 60pc of their exposure is to Poland, the Czech Republic, Slovenia, and Slovakia, which are suffering no more than "normal recessions".

オーストリア系銀行はこの地域に一切「有毒証券」を抱えておらず、エクスポージャーの60%以上がポーランド、チェコ、スロヴェニア、スロヴァキアに対するもので、これらの国々は「通常の不況」以上の事態には見舞われていない。

The risk of imminent crisis in eastern Europe has passed in any case after world leaders agreed to triple the IMF's fire-fighting fund to $750bn (£500bn) at the G20 summit. Poland has already negotiated a $20bn credit line, a pre-emptive move welcomed by the markets.

何にせよ、世界各国の首脳陣がG20サミットでIMFの消火活動用基金を7,500億ドルへと3倍増にする、と合意した後は、東欧の絶体絶命状態も終わったのだ。

If it is any comfort to Pröll, Britain's Alistair Darling has had to endure stories about Reykjavik-on-the-Thames and talk of a British default. He chose to ignore it.
