Gas exporters create new group as Putin warns "cheap" prices at an end

Russian Prime Minister Vladimir Putin warned consumers that the "era of cheap gas" is coming to an end at a meeting to create a new forum of gas exporting countries.
ウラジーミル・プーチン首相がガス輸出国が新フォーラムを創設すべく開催した会議の終わりに、「ガス安売り時代」は終焉すると消費者に警告。
"The expenses necessary for developing fields are rising sharply, and this means that despite the current problems in finances the era of cheap energy resources, of cheap gas, is of course coming to an end," Mr Putin said at the meeting in Moscow.
「ガス田開発に要するコストは急騰しており、これは現在の金融問題にも拘らず、エネルギー資源安売り、ガス安売り時代は終焉する、ということを意味している」とモスクワで開かれた会議でプーチン氏は言った。
The members of the loose group of gas producers known as the Gas Exporting Countries Forum (GECF) signed a joint charter in Moscow for a new group to monitor the gas market, conduct joint research and coordinate policy.
ガス輸出国フォーラム(GECF)として知られる、ガス輸出国の緩やかにまとまったグループのメンバーはモスクワで、ガス市場を監視し、合同研究を行い、政策調整を行うための、新しいグループを結成する合同憲章に署名した。
"A new organisation has been born today," Russian Energy Minister Sergei Shmatko said after the meeting.
セルゲイ・シュマトコ・エネルギー相は会議後、「今日、新組織が生まれた」と述べた。
The GECF was formed in 2001 but has had no formal membership or management. This is the first time the organisation's basic rules have been agreed and a headquarters established.
GECF結成は2001年だが、正式な加盟制度も管理制度も存在していなかった。
同グループの基本規則が合意され、本部が作られたのは今回が初めてだ。
Mr Putin said that a formal organisation would help the gas market to become more stable.

The new headquarters will be based in Doha, Qatar, which fought off competition from St Petersburg, Tehran and Algiers. Russia, Qatar and Iran have the largest gas reserves in the world, with Russia laying claim to 17pc of total global reserves.
新本部は、サンクト・ペテルブルク、テヘラン、アルジェリアと闘って勝利した、カタールのドーハに置かれることになる。
ロシア、カタール・イランは世界屈指のガス田を有しており、ロシアは世界の埋蔵量の17%があると主張している。
However, future price co-operation was not ruled out and major gas consumers are worried that the new body will set output quotas, like the Opec oil cartel.
しかし将来的な価格協調の可能性は除外されておらず、主要ガス消費国は新組織がOPECのように生産割当を行うのではないか、と懸念している。
Ahead of the meeting, Mr Shmatko tried to play down the fears, telling government daily Rossiskaya Gazeta: "We have no intention of creating a cartel of producers."
会議に先駆けてシュマトコ氏は、政府の日刊紙ロシスカヤ・ガゼッタ紙に「生産国カルテルを結成するつもりはない」として、この懸念を和らげようとした。
Following the meeting, Gazprom deputy chairman Alexander Medvedev said: "This is a gas Non-Opec."
会議に続き、ガスプロムのアレクサンドル・メドヴェージェフ副会長は「これはガスのOPECではない」と述べた。
"There are no mechanisms which the 'oil OPEC' uses which could be applied to the gas market. Quota arrangement is impossible in the gas market in principle," he said.

Iranian Oil Minister Gholam Hossein Nozari said the group would "prevent unnecessary harmful competition on the market, which may damage exports."

The forum groups Algeria, Bolivia, Brunei, Egypt, Indonesia, Iran, Libya, Malaysia, Nigeria, Qatar, Russia, Trinidad and Tobago, the United Arab Emirates and Venezuela. Equatorial Guinea became a full member of the forum at the meeting, while Kazakhstan was granted observer status. Norway also attended the meeting as an observer.
おのフォーラムに加わるのは、アルジェリア、ボリビア、ブルネイ、エジプト、インドネシア、イラン、リビア、マレーシア、ナイジェリア、カタール、ロシア、トリニダード・トバゴ、UAE、そしてベネズエラだ。

The meeting highlighted the differences between the oil and gas markets. Nigerian petroleum minister Odein Ajumogobia told Reuters: "The state of gas development is very different from oil. With oil you have one international oil price, with gas you have domestic, international export price, etc."

Gas transport involves the construction of expensive pipelines and is sold through long-term contacts. Oil is bought by the barrel, with shorter-dated time frames. However, with the growing use of liquified natural gas (LNG), a spot market is now starting to develop.
ガスの輸送には高価なパイプラインが必要であり、長期売買契約を結ばなければならない。
石油はバレル単位で購入することが可能で、タイムフレーム的にもより短い。

Mr Putin comments about rising gas prices followed warnings from Russia on Monday that gas supplies to Europe could be cut if Ukraine fails to resolve its payment row with Gazprom.
ロシアが月曜日に出した、ウクライナがガスプロムとの支払問題を解決しなければ、ヨーロッパ向けのガス供給が途絶するかもしれない、との警告に続き、プーチン氏はガス価格の値上げについてコメントしている。
In what has become almost an annual event, state-controlled Gazprom claims it is owed around $2bn (£1.3bn) by Ukraine for gas supplies and said it will cut off supply to the country unless the situation is resolved by January 1.

Ukraine transmits 80pc of Russian gas exports to Europe via its pipelines and a similar dispute in 2006 led to an interruption of supplies across the continent.
