The Italian joker

European leaders have been patting themselves on the back with increasing vigour in recent months over their success in saving the euro. The promise by Mario Draghi, the head of the European Central Bank, to drain the coffers dry before letting the single currency fail appeared to have stabilised the situation, or at least to have bought some time.

欧州首脳陣はこの数ヶ月間、ユーロ救済成功について、お互いを益々元気に褒め合ってきました。
ユーロを崩壊させる前に金庫を空にする、というマリオ・ドラギ総裁の約束で状況は安定した、もしくは、少なくとも時間稼ぎは出来たようです。

Events in Italy, however, show the extent to which such hopes are built on sand rather than rock. In the run-up to the country's election, which concludes today, it was widely expected that the centre-Left party, led by Pier Luigi Bersani, would form a coalition with the centrist grouping run by Mario Monti, the technocrat parachuted in to replace Silvio Berlusconi when Europe's leaders tired of his political and fiscal indiscipline. Despite some grumbling, and some populist gestures, enough of Mr Monti's programme of austerity and structural reform would be retained to satisfy the markets, and the country's paymasters.

しかし、イタリアで繰り広げられる事態は、そのような希望がいかに岩盤ならぬ砂上の楼閣であるかを見せつけています。
今日開票結果が発表されるイタリア総選挙に先駆けて、広く期待されていたのは、ピエル・ルイジ・ベルサーニ議員率いる中道左派政党が、欧州首脳陣がシルヴィオ・ベルルスコーニ前伊首相の政治的および財政的不謹慎に飽き飽きして首を挿げ替えた相手であるテクノクラート、マリオ・モンティ伊首相率いる中道派連合と連立政権を組むだろう、という構図です。
若干の不平不満はあるものの、また、大衆迎合的ジェスチャーにも拘わらず、モンティ首相の緊縮財政と構造改革のプログラムの殆どは、マーケットとパトロンを満足させるために持続されるでしょう。

How shocking, and unnerving, for those in Brussels to see the Five Star Movement, a band of novices led by the outspoken comedian Beppe Grillo, seize the initiative on an anti-politics and anti-euro ticket. Thanks to a moratorium on opinion polling, nobody knows whether this guerrilla army will maintain its momentum, or even whether it will hold together after the election. But its success shows that a generation failed by the system – in the shape of sky-high unemployment and debt – is not willing to play along with politics as usual. It is not just Italy: look at events in Spain, or Greece. The national crises that threw the eurozone into turmoil have not gone away; the setting has been turned down to simmer rather than boil. All it will take is one election, or one government caving in to protest, and the heat will be back on.

5つ星ムーブメントという、歯に衣着せぬコメディアン、ベッペ・グリッロ氏をリーダーとする新人グループが、アンチ・ポリティクス、アンチ・ユーロを掲げてイニシアチブをとるのを目撃するのは、ブリュッセルの人々にとってどれほど衝撃的かつ不安なことだったでしょう。
世論調査のモラトリアムのおかげで、このゲリラ部隊が勢いを持続するか、はたまた選挙後も活動を継続するのかどうかは、誰もわかりません。
しかしその成功は、制度に（極めて高い失業率と債務という形で）裏切られた世代は、いつものように政治に付き合ってくれないよ、ということを見せつけています。
イタリアだけではありません。
スペイン、またはギリシャでの出来事を見て下さい。
ユーロ圏を混乱に陥れた国家的な危機は去っていません。
状況設定が、煮えたぎるのではなくグツグツする程度に落ち着いただけです。
選挙一回、または一国の政府が抗議運動に屈するだけで、再び事態は過熱するでしょう。
