1月17日（金）【速報版2】

とても個人的なことだが、1月17日は、私にとって「生かされたものの責任を果たしているのか」、そう1年に一度問われる日でもある。

19年前阪神大震災の中、生きたかった人々、2ヶ月前フィリピン中部の台風の中、生きたかった人々、そして自然災害や紛争、経済的貧困で亡くなったすべての人たちが見たかった「平和な社会」。

そんな「平和な社会」をつくるんだと思わせる日だ。

This is very private matter but "January 17" is a special day for me to be asked if I am fulfilling my responsibilities as a survivor.

I want to create "a peaceful society" which those who have passed away 19 years ago of January 17 under Kobe mega earthquake, 2 months ago under mega typhoon in central Philippines and by any other violence such as natural disasters, conflicts and economical poverty wished to see.

ドラッグ町バランガイサンラファエル、バランガイルアンの203世帯の建築モニタリング。家の一部をお店（サリサリストア）にしているところもある。

別のチームは、教育省との校舎修繕の打ち合わせ、生計回復に関するバランガイとの打ち合わせを実施。

One team conducted our monitoring in 203 households in brgy san rafael and luan, dulag regarding housing. There are some who have reopened sarisari store and got additional income.

Another team had meeting with department of education regarding school repair and with brgys regarding livelihood.

1月15日（水）【速報版】

雨が止まった時間を利用して、ドラッグ町バランガイサンホセで家の資材を76世帯に提供。トローサ町バランガイタンハスで、167世帯の全壊・半壊認定を実施。

家の資材を運ぶのは、サイドカー付きの自転車。お腹に子どもがいても資材を受け取ることができる。

We have distributed housing materials for 76 house holds in Brgy San Jose, Dulag and conducted house to house validations in Brgy Tanghas, Tolosa in a moment with no rain.

Pedicab is a very useful means of transportation to deliver housing materials. Even pregnant mothers can receive them with this.

1月14日（火）【速報版】

13日、14日の2日間、レイテ中部被災地は、前が見えない程の強風と大雨となった。

現地へ入る飛行機は止まり、ICANマニラ事務所からの応援スタッフはマニラの空港で足止めになった。

ICANミンダナオ北東部事務所（スリガオ市）から家建材セットを乗せた20トントラックは、なんとかフェリーに半日遅れで乗せたものの、ICANレイテ南部事務所からICANレイテ中部事務所及び被災地にかけての道路で土砂崩れが発生し、（この時間も含め夜通し）かなり遠回りで現地入りを目指している。

ICANレイテ中部事務所スタッフは、危険回避のために、予定していた家建材セットの提供を取りやめ、バランガイとの調整や世帯リストの作成に業務内容を切り替えた。

We have encountered heavy rain with limited visibility today and yesterday.

The flights to Tacloban were cancelled and ICAN manila staff were stranded.

A ten wheel track managed to catch a ferry from surigao with half day delay. However, it is still on the way even now since it is taking a long way to avoid landslide areas happened yesterday.

Leyte staff cancelled a plan of distribution for safety reason and, in stead, spent time for coordination with brgys and finalizing lists of house holds.

また１つ「仮の教育スペース（TLS: Temporary Learning Space）」が、親たちの手によって完成した。

それにしても、子どもを想う親たちの力はすごい。ものすごく頑丈なものができた。（何人がかりで作っているんだろう。。）

1月9日（木）、10日（金）【速報版】

この2日間で、アイキャンの農業担当による生計向上初期調査を14のバランガイで終えた。

ドラッグ町を含め、この周辺の地域の人々の生計の糧は、約8割が農業、約1割が漁業、約1割が（政府機関や会社等での）雇用となっている。

この農業は、米や野菜の栽培をもとに生計を立てている人と、ココナッツをもとに生計を立てている人の2つに分かれる。

前者では、種や肥料を購入できないために、今植えることができないでいる人々がいる。言うまでもなく、今植えられないと、4月頃の収穫時期に、収穫するものは何もない。そして、その時期には政府やNGOから食料が提供されることもない。

後者のココナッツは、壊滅的被害を受けている。見渡す限りのココナッツの木はなぎ倒されているが、植えても育つのに10年から15年かかる。ココナッツをもとにした収入はもう当分見込めない。

政府やNGOからの食糧の提供が少しでも残っているうちに、一刻も早く収入源を作っていく活動を開始しなければいけない。

We have completed an initial assessment on livelihood for 2 days in 14 brgys of Dulag by an agriculturalist of ICAN.

The means of livelihood around this area including municipality of Dulag are 80% from agriculture, 10 % from fishing and 10 % from employed.

The agriculture is composed of rice/vegetables and coconuts.

In the former, there are people who cannot plant it due to financial problem to purchase seeds and fertilizers. Not to mention, it means they will have no harvest in April. Of course, there will be no provision of foods from Government or NGOs by that time.

Regarding the latter, coconuts have been severely damaged and it is expected it will require 10 to 15 years to grow enough. People cannot expect income from them for a long time.

Therefore, it is very important that we start livelihood while GO and NGO still provide foods.

災害発生直後は、辺り一面にココナッツの大きな木が横たわっていたが、1つ1つ木を取り除いて、田植えができるようになった。

まだ、農業を再開できる状態にない人々はたくさんいるけれど、こういう光景を見るとやっぱり嬉しい。

Many coconuts trees were left in the fields right after typhoon. However, now people can plant after removing one by one.

Although there are plenty of people who cannot restart agriculture, this scenery simply makes us happy.

レイテ島タクロバンから南のドラッグ町にあるアイキャンの仮の校舎で学ぶ子どもたちに、将来の夢を聞く機会があった。アンジェラちゃん（仮名）のなりたい職業は、学校の先生。

未だ多くの子どもたちが学校に行くことができていない。子どもたちの将来を奪ってはいけない。
