　米海軍横須賀基地を母港とする原子力空母「ジョージ・ワシントン」乗組員で１等兵曹の米国籍の男（３１）が３０日、神奈川県横須賀市で女性２人に痴漢行為をしたとして県迷惑行為防止条例違反容疑で書類送検された。


　同県内の米軍兵士による不祥事は今月４件目で、地元市民も厳しい目を向けている。

　同基地司令官のデイビッド・オーエン大佐はこの日、同市役所を訪れた。沼田芳明副市長に被害者２人に謝罪したことや１等兵曹が飲酒していたことを説明。「事件に対して厳しく対応していきたい」と遺憾の意を表明した。市によると、基地司令官が説明に訪れるのは異例。沼田副市長は「被害女性の精神的な苦痛を憂慮している」とした上で、飲酒にかかわる教育訓練徹底など、効果的な対策を講じるよう要請した。

　今回の事件は、外出禁止令（午後１１時～翌午前５時）の時間帯に発生した。現場の同市大滝町の商店街で勤務する女性会社員（２５）は「午後８時を過ぎると、ほとんどの店がシャッターを下ろし、人通りが極端に少なくなる。大声で話しながら歩く米兵らに出会うと、威圧感を受ける」と不安げ。

　今月２１日未明に住居侵入事件があった同市汐入町では、逮捕後、不起訴になった１等水兵（２０）が直前に別の民家でもチャイムを鳴らしたり、ドアをノックしたりしていた。男性住民（５６）は「夜中に突然やって来て恐怖を感じた」と話した。

　どっちも大騒ぎしないか、どっちも大騒ぎするか、どっちかにしたらどうだろうか？

　それとも、これから、中国韓国に対するほどに、意見記事がバシバシでてくるのであろうか？

　アメリカが日本の世論分断工作とか？

Central to the Idle No More movement is a call for all Canadians to respect treaty rights, highlighting the constant refusal to acknowledge treaty obligations by successive Canadian governments over the past century.




"The spirit and intent of the Treaty agreement meant that First Nations peoples would share the land, but retain their inherent rights to lands and resources," outlines the Idle No More manifesto. "Instead, First Nations have experienced a history of colonisation which has resulted in outstanding land claims, lack of resources and unequal funding for services such as education and housing."



Beyond treaty areas, large sections of Canada's north and the majority of British Columbia remain unceded indigenous territories, lands where no signed treaty is in effect. Legally speaking Canadian society exists in colonial limbo on these lands, outside the framework of both Canadian and indigenous law, areas including major urban centres like Vancouver.




"Great riches are being taken from our land for the benefit of a few, including the government of Canada and Ontario, who receive large royalty payments, while we receive so little," outlines Chief Spence in a 2011 speech.

Today the annual median income for aboriginal people is 30 percent lower than the Canadian average, according to recent national census data.

Iraqis push for probe into 'terrifying acts of brutality' by UK troops

"Enough is enough. There must be a public inquiry in relation to the credible and prima facie cases of human rights violations perpetrated by the British military in Iraq from 2003 to 2009," QC Michael Fordham told reporters outside London’s High Court.
The cases of torture documented by the report handed over to the High Court describe beatings, hooding, sleep deprivation and the sexual humiliation of detainees. The report also claimed that women, the elderly and some children were among those killed in attacks on civilians.
Lawyers said that the abuse included unlawful detention, death in custody as well as threats of rape against Iraqis and their wives.
Phil Shiner, one of the lawyers representing the Iraqis, told reporters outside the High Court that there were "hundreds and hundreds" of Iraqis with "tens of thousands" of allegations of mistreatment.
"Some of the cases are truly shocking," he said. "A 62-year-old grandmother who is led away alive, she is seen by her husband and her son alive, then found a few hours later in a British body bag very much dead, with signs of torture.”
Another case documented in the report tells of a tribal chief who was “utterly humiliated” in front of his family when soldiers broke into his home, arrested him, and then forced him to expose his genitals to his family, including the women.

In 1962, the US Supreme Court established the current prohibition on state-sponsored prayer in schools, bringing the right to freely practice one's religion into conflict with the right to not to be subjected to proselytizing.
Legally, anyone is allowed to pray in school in the US, as long as the prayers are not officially sponsored by the school and do not disrupt others. In reality, such decisions often spark heated – and sometimes legal – objections from opponents.

公立の学校が主催して宗教的な行事はできないのだが、他人に迷惑をかけない限り、個人的な祈りは学校でやってもかまわないわけだが、授業中となるとどうか？

　決議は、ニューヨーク市郊外の自治体に昨年建てられた慰安婦の碑が、「慰安婦制度を通じて行われた人道に対する罪を想起させる」などとした。韓国系米国人団体が決議を求める署名運動を行い、民主、共和両党の大多数の議員が共同提案者に名を連ねた。

N.Y. Senate hails monument to ‘comfort women’

NEW YORK – The New York state Senate passed a resolution Tuesday honoring a “comfort women” monument erected in the state, saying it serves as a reminder that the coercion of Asian women into sexual servitude by the Imperial Japanese Army was a “crime against humanity,” a lawmaker’s staff member said.

The resolution says approximately 200,000 young women were forced into military prostitution during the Japanese colonial and wartime occupation of parts of Asia and some Pacific Islands.

The resolution was a toned-down version of an earlier draft that sought an apology from the Japanese government and encouraged it to “accept historical responsibility and educate future generations about these crimes.”

The resolution honors a monument established in 2012 in New York that it says “symbolizes suffering endured by comfort women and serves as a reminder of the crime against humanity committed through the comfort women system.”

In October, a South Korean civic group put an ad in New York’s Times Square urging the Japanese government to apologize to the victimized women.

In response, conservative Japanese lawmakers ― including Shinzo Abe, who became prime minister in late December ― published an ad in a newspaper in New Jersey saying that no historical documents have ever been found that show women “were forced against their will” into prostitution by the Imperial Japanese Army.

アメリカ・ニューヨーク州議会上院は２９日、いわゆる従軍慰安婦の問題について人道に対する罪だとして、巻き込まれた女性たちの尊厳をたたえるという決議を全会一致で採択しました。

この決議案は去年、ニューヨーク郊外の公園にアメリカでは２つ目となる「慰安婦の碑」が建てられたことに合わせて、ニューヨーク州の５７人の上院議員が共同で提出したもので、採決の結果、全会一致で採択されました。
決議では、第２次世界大戦中の日本の「従軍慰安婦」は、人道に対する罪だとしたうえで、巻き込まれた女性たちの尊厳をたたえるとしています。
決議案の草案には当初、「日本政府に公式な謝罪を求める」という文言も含まれていましたが、州議会で外交関係に触れることは適切ではないと判断され、その部分は削除されたということです。
アメリカでは２００７年、連邦議会下院で、慰安婦問題を巡って日本に謝罪を求める決議が採択されていますが、従軍慰安婦に関する決議が州議会レベルで採択されるのは初めてです。
決議案を提出したニューヨーク州議会のトニー・アヴェラ上院議員は「人権問題について世界でも先駆的なニューヨークでこの決議が採択されたことで強いメッセージが打ち出せた」と述べました。

　日本政府が沖縄県・尖閣諸島周辺の領空を侵犯する中国機への警告射撃を検討していることに対し、中国のインターネットでは「開戦だ」と好戦的な発言が相次ぐ。そんな中、小野寺五典防衛相が記者会見で警告射撃の実施を「明言した」とする報道をめぐり、中国メディアと香港の記者がネット上で「誤報か否か」の論争を繰り広げた。中国の言語空間におけるネットの重要性を示す好例といえそうだ。

　■発言の真相は…

　論争のきっかけは、１月１５日午前の小野寺防衛相の会見だ。香港のフェニックステレビの李●（＝「森」の木をすべて水に）東京支局長が、中国機が「日本のいわゆる領空」に入った場合に警告射撃があり得るのか、と質問。これに対し、防衛相は「国際的な基準に合わせて間違いのない対応を備えている」と応じるにとどめた。防衛相自身の発言に「警告射撃」という言葉はなかった。

　この質問には背景がある。産経新聞は９日付の紙面で、昨年９月の国有化以降、中国の軍用機が日本領空への接近飛行を繰り返していることを紹介し、「政府が警告射撃など自衛隊の対抗措置を強化する検討に入った」と報道。これが中国メディアに引用され、１４日には中国人民解放軍の彭光謙少将が「日本が（警告射撃で）曳光（えいこう）弾を１発でも撃てば、それは開戦の１発を意味する」と発言するなど、中国では関心が高まっていた。　
　ただ、日本では１９８７（昭和６２）年に旧ソ連空軍機に対する実施例があり、メディアの関心はさほど高くなかったようだ。１５日の会見直後の夕刊では、朝日新聞が防衛相の発言の意図を解釈し、２面で小さく「中国領空侵犯　信号弾で対応　小野寺防衛相が方針」と報じただけだった。

この産経記事もわかりにくい。

The New York Times, for its part, ran yet another hate piece on its op-ed page.....

being fact-free allowed the authors to claim that the country had "dwindling productivity" and "an enormous foreign debt load". Productivity has not "dwindled" under Chavez; in fact real GDP per capita, which is mostly driven by productivity growth, expanded by 24 percent since 2004

ＮＹＴは事実無根の報道をしている、と。

The authors were probably just following a general rule, which is that you can say almost anything you want about Venezuela, so long as it is bad - and it usually goes unquestioned. Statistics and data count for very little when the media is presenting its ugly picture.

ベネズエラについては、悪いことなら何書いても許される、というルールに従っているだけだ、と。

I am all in favour of journalism that exposes the worst aspects of any society. But what makes this piece just another cheap political hack job is the conclusions that the author draws from his narrow, intentionally chosen slice of Venezuelan reality. For example:

They [Venezuelans] are the victims of their affection for a charismatic man... After nearly a generation, Chavez leaves his countrymen with many unanswered questions, but only one certainty: the revolution that he tried to bring about never really took place. It began with Chavez, and with him, most likely it will end.

Really? It sure doesn't look that way. Even Chavez's opponent in the October presidential election, Henrique Capriles, had to promise voters [SP] that he would preserve and actually expand the Chavez-era social programmes that had increased Venezuelans' access to health care and education

これも事実に基づかない例ですね。

But it's the one-sidedness of the New Yorker's reporting that is most overwhelming. Imagine, for example, writing an article about the United States at the end of President Clinton's eight years - interviewing the homeless and the destitute, the people tortured in our prisons, the unemployed and the poor single mothers struggling to feed their children. Could you get away with pretending that this is all of "What Clinton has wrought in America?" Without mentioning that unemployment hit record lows not seen since the 1960s, that poverty was sharply reduced, that it was the longest-running business cycle expansion in US history?

これは他の雑誌の、ニューヨーカーについてですが、喩えがいい。クリントン政権のとき、ホームレスや貧窮者、拷問された人や失業者　子育てでたいへんなシングルお母さんにインタビューして、彼らの話をそれがクリントン政権の業績のすべてだなんていえんでしょう、と。
