中国の尖閣接近「反対」　米国務長官、岸田外相に明言

尖閣問題で岸田氏は「尖閣の領有権は譲歩しない」と表明。クリントン氏は「論争を平和的な手段で解決するよう促したい」と日中両国に冷静な対応を求めた。そのうえで日米安保条約に基づく米国の防衛義務を認め、「日本の施政権を損なおうとするいかなる一方的な行為にも反対する」と明言。岸田氏は「高く評価する」と語った。米政府が尖閣をめぐる他国の行為に具体的に言及したのは初めて。周辺の領海や領空の侵犯を重ねる中国を牽制（けんせい）する狙いだ。

"Although the United States does not take a position on the ultimate sovereignty of the islands, we acknowledge they are under the administration of Japan," Clinton said, repeating the long-standing U.S. position on the dispute.

"We oppose any unilateral actions that would seek to undermine Japanese administration, and we urge all parties to take steps to prevent incidents and manage disagreements through peaceful means."

Kishida signaled that Abe, who had taken a tough stance on the dispute during his election campaign, was not eager to escalate the conflict.

"While Japan will not concede and will uphold our fundamental position that the Senkaku islands are an inherent territory of Japan, we intend to respond calmly so as not to provoke China," he said through an interpreter.

日本で、慰安婦問題では主に、何が問題になっているのかーーー娼婦に強制的にするための”軍による”拉致方針、およびそれにもとづく拉致があったか、ーーーー南京虐殺では主に、何が問題にされているのかーーー犠牲者数ーーーが、まったく伝わっていないのではないか。

体罰を擁護していた長嶋一茂(スポーツキャスター)は廃部論が出ているのに、「入試を中止してしまうと、その学年がいなくなり部活の運営ができなくなる可能性がある」とちょっと的がズレている。飯田泰之(駒沢大淳教授)は橋下交渉術と捉えて、「入試中止というつり球を見せて、実は教師の全取り替えが本丸という交渉の仕方ではないでしょうか。戦略の立て方が上手ですから」という。

「３０万人」にうなずいた…中国紙、鳩山氏絶賛

　【北京＝五十嵐文】１８日付の中国主要各紙は、鳩山元首相が南京大虐殺記念館で手を合わせる写真を１面に掲載した。

　日中関係が冷え込む中、中国メディアが日本の政界関係者の言動を好意的に報じるのは異例。安倍政権の対中政策に批判的な鳩山氏を持ち上げ、日本の世論を分断する狙いがあると見られる。

　１８日付京華時報紙は鳩山氏の写真と共に、鳩山氏が歴史問題で「おわび」を表明し、沖縄県・尖閣諸島は「係争地」だとの認識を示したことを「理性的」だと絶賛。新京報も同日付で、「日本国内にも強硬一辺倒ではなく、友好的で歴史を直視する声もある」との専門家の談話を掲載した。

　鳩山氏の今回の訪中が、中国側の宣伝に利用された側面は否めない。鳩山氏は大虐殺記念館を訪れた際、諸説ある南京事件の犠牲者を「３０万人」と特定している記念碑での献花は見送っていたが、国営新華社通信は１８日、「３０万人」との記念館側の説明に鳩山氏が「うなずいた」と報じた。

　安倍首相は、ジャカルタでの記者会見で、アジア外交の新たな原則を明らかにした。民主主義など普遍的価値の尊重や、自由でオープンな経済、「力ではなく法とルールの支配」による海洋秩序づくりなどを挙げた。

　中国については、「国際社会で責任ある行動をとっていくことが重要だ」と指摘した。

首相はジャカルタでの記者会見で、ＡＳＥＡＮ外交の原則として「自由、民主主義、基本的人権など普遍的価値の定着と拡大に努力していく」と語った。

　ところが、実際の言動はどうか。例えば、最初の訪問国ベトナムは、中国と同じ共産党一党独裁体制が続いている。最近も政府批判のブロガーが相次いで逮捕され、報道の自由も制限されている。

　国際ＮＧＯによる言論の自由度調査でも、他のＡＳＥＡＮ各国同様、例年下位を低迷する。

　首相は、ベトナム首脳と「戦略的パートナーシップ」をうたい上げたものの、こうした点を改めるよう求めた形跡はない。

これはこれで一つ筋が通っている議論ではある。

中国にもベトナムにも同様な価値観の共有を求めていくべきだ。

首相の価値観外交は、中国や北朝鮮への牽制（けんせい）に主眼があるのかもしれない。

　ただ、相手国によって、それを主張したり、しなかったりでは普遍的とはいえない。

　歴訪と前後して、逆に首相自身の「価値観」を問題視する発言が、各国の政府関係者から相次いでいる。

　豪州のカー外相は、慰安婦問題で旧日本軍の強制性を認めた河野談話の見直しについて「近代史で最も暗い出来事の一つであり、見直しは望ましくない」と指摘。米オバマ政権の高官も同様の懸念を示した。

　共有すべき価値観とは何かもまた問われている。

豪州やアメリカにも、各国の歴史の闇の部分に光をあてて謝罪と反省するように求めていくべきだ。

When Hurricane Katrina passed over New Orleans in 2005, more than 50 deficient levees were breaches, killing 1,464 people who were in close proximity to the flood control systems. Another natural disaster could subject hundreds, thousands or even millions more Americans to the same fate if the government doesn’t address the issue.
