　しかし、約１０分後の午後３時頃には、復水器は一時停止。作業記録によると、その後、弁の開け閉めが行われ、稼働、停止を繰り返した。原因は不明だが、東電によると、地震直後に原子炉内の圧力が乱高下し、この現象を抑えるため、作業員が手動で停止した可能性もある。

炉心溶融　漏水と放射能汚染対策を急げ（5月17日付・読売社説）


　

福島第一原子力発電所１号機で、原子炉内にある核燃料の大半が溶け落ちるメルトダウン（炉心溶融）が起きていた。

　東京電力が、１号機の中央制御室に残っていた炉の温度や圧力のデータを回収、分析して溶融の経過を推定した。

　核燃料の損傷は、３月１１日の津波襲来から約４時間後に始まり、約１５時間で原子炉圧力容器の底部にほとんどが落下したという。政府・東電はこれまで、溶融した核燃料は半分程度とみていた。

　原子炉を冷却する電源や水が失われると、核燃料が過熱して炉心溶融は急速に進む。その場合の東電の緊急対応策に不備があったことは間違いない。

　東電と、原発安全規制を担う政府は猛省する必要がある。

　こうした緊急対応策は、１９９０年代から、日本を含め世界の原子力利用国が、原発の安全性向上を目指す中で整備してきた。

　福島第一原発で実施された原子炉からの排気（ベント）作業もその一つだ。冷却機能喪失時に、炉の圧力を下げて破壊を防ぎ、炉内への注水を容易にして炉心溶融を回避する非常手段とされる。

　福島第一原発でも、この作業を想定していたが、着手が遅れた。実施されたのは、炉心溶融が起きた後だった。

　二度とこうした事態が起きないよう、他の原発でも万全の緊急対応策を講じておくべきだ。

　原発の問題が浮かび上がってきている。

　津波対策も地震対策も必要。技術の運用をめぐる人的体制の改善も必要。
　しかし、事故は起こりうる。津波でかもしれない、地震でかもしれない、人的体制からかもしれない、その時の人的ミスからかもしれない。
　原発維持・推進をするなら、いろんな側面での改善は必要であるのは当然だが、事故がおきた場合どうするか、ということもしっかり対策を練っておかなくてはいけない。

　現在の、原発事故被災者への対応を見ていると、原発肯定派は原発の維持をあきらめたかのようにも思える。あきらめるならそれでもいいが、しかし、いずれにせよ、現状の、原発被災者、あるいは、原発事故対策体制をしっかりやるべきだ。

　いま現在原発反対の”空気”が強いが、しかし、代替案があるなら別にして、多くの国が福島原発事故にも関わらず、エネルギー政策として、原発を維持推進している理由ももっと探っていくべきだ。

　国際政治の世界では、結局のところ問われるのは、「力」でしかない。震災後の「復興」を早急かつ確実に進めなければならない所以（ゆえん）は、それが日本の「力」に直接に関わっているからである。

リアリストの面目躍如だが、真実をついていないわけではない。
というより、力の裏付けがない国際正義の主張は脆弱で、国際正義も力にねじ伏せられることもある。


ついでに、tepido orgで、外国人のためになにかやってやろうなんてみせかけるはやめろ、という意見ーーーどこからそうした想念が発生したのかわからないがーーーーについてだが、有道ブログに対する私のスタンスを下手な英語で説明している。

Perhaps I should make myself clear.

I am not an activist, I am not a helping a hand.
But even a non-activist can call up the shop and take down the problematic sign.
Even non lawyer can give better advice on the problem some foreigners are facing.

Does calling up the shop and giving correct information and an advice mean I am pretending to be activist who are offering a help in good faith?

I don’t care if somebody does or does not approach me for assistance. But if somebody approach me for assistance, as I have said all along, I’ll do what I can do to. If you don’t like my offering a help, good. so be it.

I agree that “there is certainly a role for an attack dog because of the misinformation and wilful misinterpretations he propagates”.

But it is also true that some of his readers are not haters but are sincerely seeking for correct information and helps.

A hate group will expand its members by recruiting people who need a help.

Attacking Debito org is not sufficient to stop their hate activism.

As I said, people might not trust me nor Tepido org. That’s okay. And I don’t give a shit how people evaluate me. You want to believe I am a hypocrite, Good. No problem.

Still, I think there is a need for an open forum―it can be Tepido org or sora or other new forum―in which NJ and J can freely exchange information, opinions, discuss the problems with regard to the relation between NJ and J and try to handle them so that some people may not flow into the hate group.

It is easy to see that a lot of expats feel anxiety facing another culture they don’t understand, especially when they are not fluent in the local language yet.

There are times they feel disappointment and desperation in another culture.
Under such circumstances, it is quite easy to hang on to the hate group saying in the language they understand that

you are not wrong, you are not loser , your host country is wrong, people in your host country are wrong, successful gaijin are just Japanophile, ass-kisser,

especially when the group is run by a columnist on a newspaper.

It is true that there are die-hard haters who hate Koreans, Whites, Japanese etc. I detect some such die-hard haters on Debito org.
But it is also true that some of them are not haters but just seeking for narratives that explain their confusions living in Japan and others really have troubles in Japan.

I.M.O. attacking misinformation and hateful messages on the blog is not sufficient enough to stop people from supporting the hate group.

I’ll welcome people who dropped out the hate group.

The rule is not conflate the roles in one comment.

So gustaf and Justin Thyme are acting in a bad faith.

If, instead, you want others to understand they are both you then it raises the question of why you would bother.

You would not bother being addressed as Justin Thyme/Gustaf, right?
The point, Justin Thyme/Gustaf, is that when you write 空/ponta you are claiming that Sora is ponta, and the speculation has nothing to do with your other claims.
As you, Justin Thyme/Gustaf, said ,” Avoid tendentious irrelevance”

Since your primary goal is not to help others but to undermine Debito, your idea of help starts from the premise that people first need to understand they are wrong and he is wrong.

Now suppose that my motive to offer a help is to undermine Debito.org.
To undermine debito org, you need to debunk the claims on the blog with sources and reasonings, provide correct information and helps they need, welcome dropouts.
They need to understand that Debito org is misleading and that it tell lies and that you cannot count on it for help and there are other places you can count on.
If people believe that Debito org is not misleading and that it is telling the truth and that you can count on it for help, they need to admit they are wrong.

This can take various forms: “You don’t speak Japanese”; “Other countries do this too so why are you moaning”; “You’ve misunderstood the intention of the Japanese person you are complaining about” etc etc

If a person think, for instance, he can make friends easily with Japanese people without speaking Japanese, he should be told he is mistaken.
If someone thinks that she can be employed for a job without proficiency in Japanese that requires proficiency in Japanese , she should be told she is in the wrong.
If someone claims other countries do this too so why are you moaning, he should be told he is stupid and he is in the wrong.
If someone has misunderstood the intention of the Japanese person he is complaining about, he misunderstood. He should be told his understanding was wrong.

Stop telling people that you are there to help instead and your site is the haven they should be seeking.

As I have been saying, it does not have to be me or it does not have to be my blog or Tepido org.
But the fact remains that except for the haters on Debito org, the readers of Debito org sometimes needs a help. A hate blog like debito org attracts the readers who are in need of information, advices, helps.
Who is providing correct information, advices, helps and why he is doing does not matter for them.
But the information must be correct, the advices must be sound and convincing and the helps must be reasonably substantial.
Why you object to offering a help―I am saying it does not have to be by me, it can be by you, Justin Thyme/Gustaf―-is a mystery.

ここらへん面白いというか・・・・、個人より集団というと、集団や所属する団体に個人が埋没してしまうイメージもあるが、欧米人のなかには、そうしたイメージをもっている人もいるのかもしれない。

　どこの社会でも個人も集団も、あるいは、人間関係、あるいは、他人は重視はする。でなければ、倫理というものがなくなる。
　ただ、個人と人間関係の重視の比率で、日本では人間関係を重視する割合が高い、ということはいえるかもしれないな、とも思う。
　だからこそ、上記文章で指摘されるように、咳をして他人（ひと）様に迷惑をかけないようにマスクをする人がいるし、また、最近聞いた避難所での暮らしの苦労で、避難所で夜など咳をしないように気を遣うなどで疲れる、という人もでてくる。
　いや、それは他国でも、あるいは、欧米でもそうだ、というなら、それはそれで、いい。

　欧米人が個人主義かというと、それはそうなのであろうが、しかし、例えば、欧米の愛国主義というのも強烈なものもあるし、また、例えば、有道ブログにたむろする在日欧米人をみていると、一人では行動できないのではないか、と思われるような人々もいるし、日本人のなかでも海外で、あるいは、英語圏で他人の意見にかかわらずしっかり自己主張するひともいる。　

　ある国や文化について安易な定型化はあまり役立たないことも多い。

Among the material seized by US Navy Seals at Osama bin Laden's compound in Abbottabad, Pakistan, was a "sizeable stash" of pornography, US officials have said.

The statement brought instant ridicule from bloggers, many of whom found the claim either risible, or a further example of unsophisticated briefing which was likely to backfire. A report on the American-owned Associated Press said: "The disclosure that US investigators found pornography... fuels the US narrative that Bin Laden was not the respectable or noble figure that his supporters embraced" – words that bear the imprint of a spin doctor.

Roderick T Long, a professor of philosophy at Auburn University, Alabama, and a mainstream blogger, wrote: "I have no problem believing that Bin Laden was a hypocrite. But I also have no problem believing that the US government is a liar. Hence I have no opinion one way or other as to the existence of Bin Laden's alleged porn collection."

情報収集衛星―震災で役立っているか

今後の復旧作業に向けても、画像は有用なはずだ。

　だが、多くの国民が目にしたのは、米国の商業衛星が撮影した、解像度５０センチの驚くほど鮮明な画像だ。政府や研究機関ももっぱらこれを購入している。

　画像を公開すると、秘密にすべき衛星の性能や軌道が明らかになるという。しかし、画像処理の工夫次第で、重大な支障は避けられるだろう。

　常日頃行政に情報開示をせっついていくべき。

北朝鮮からの不正輸入事件で逮捕された在日朝鮮人の自宅から、在日米軍に関する資料が押収されていた。日米の安全保障にかかわる問題である。同盟関係や国益は損なわれていないのか、背後関係も含め、徹底した解明と再発の防止が求められる

Pressure builds for US shift on Okinawa

普天間問題。

　まだ、わからないが、米国のメディアにみえるように、大きな祭りを沖縄でやってみる価値はあるんじゃないか？

　それとやはり、沖縄の人も現実的な選択肢をとったほうがいいんではないか、と思う。国外云々の主張も、基地の大半が云々という主張はわかるが、実をとらずに、駄目駄目ばかりでも結局、最悪のシナリオになってしまう、ということにもなりかねない。
