As Japan grapples with a dramatically more serious nuclear event, the news Wednesday drew heightened public scrutiny, but Canada's nuclear regulator was quick to reassure residents there are no health risks from the Pickering leak.
"The radiological risk to the environment and people's health is negligible," the Canadian Nuclear Safety Commission (CNSC) said in a statement. "The CNSC, along with Environment Canada, continue to monitor the situation."

Finding the source of radioactive iodine in Philadelphia's drinking water won't be easy.
Many experts believe the most likely source is Iodine-131, used to treat thyroid cancer or a hyperthyroid.
But nothing allows scientists and investigators to track an Iodine-131 sample to a specific medical facility or other source the way, say, they can follow the migratory path of a bird.
"There is nothing that will tag that radioactive material from one location to the other," said John Keklak, director of radiation safety at Thomas Jefferson University Hospital. "All the hospitals use the same material, and it's metabolized the same way.
The U.S. Environmental Protection Agency found Iodine-131 in the city's drinking water April 4 and in August. The presence of the substance before the accident at Japan's Fukushima power plant suggests that was not the source, scientists said.
The EPA found Iodine-131 at three sites in Philadelphia, and the amount found at the Queen Lane water-treatment plant was the highest of 69 sites tested nationally. But even the amount found at Queen Lane falls within safety standards the EPA sets for acceptable drinking water

'Fukushima radiation' checks stepped up in Scotland
The Scottish Environment Protection Agency said very low levels of iodine-131 had been detected in almost all its air samples from across the country.
It has also been traced in grass samples from around Scotland and in one freshwater sample in Caithness.
Sepa has also been analysing soil and milk from cows and goats.
It said to date iodine-131 had not been detected in milk.
The agency has found the presence of iodine-131 in sewage sludge in Glasgow.
Sepa said that this could be linked to a combination of the isotope in rainfall together with authorised releases from hospitals.
両記事とも、放射性物質が検出されたといっているが、これが、福島の影響なのか、近くの病院から漏洩したものなのかはわからない。

ということなのかもしれない。コストに関する議論は避けて通れない。
しかし、僕は、孫正義氏のような日本に関するでかい夢やビションをもっている人は買う。
こうしたビションをお互い出し合って、その現実性やら難点を議論するのはとても建設的だ。野党の、足をひっぱるだけの駄目駄目戦法は空しい。

４４年前に男性が殺害され、現金が奪われた「布川事件」の再審で、水戸地裁土浦支部は、強盗殺人などの罪で無期懲役が確定した２人に無罪を言い渡した。判決は「２人を事件と結びつける証拠は存在しない」「自白の信用性は肯定できない」と断じた。

「否認したら死刑になるぞ」－。一九六七年に茨城県で大工の男性が殺された「布川事件」で、二人はそう自白を強要された。「やっていない」と訴えても、聞いてもらえない。別件逮捕の末、虚偽の“自白”をして起訴された。

裁判員制度の導入に伴い、現在では初公判前に、検察が争点にかかわる証拠を原則的に開示するルールが採用されている。だが、検察がほとんどの証拠を押さえているという構図は変わらない。
検察が、自らに不利な証拠も開示してこそ、公正な裁判が成り立つ。裁判官にも証拠開示を促す訴訟指揮が求められている。

郵便不正事件を検証した最高検は昨年末、報告書で「引き返す勇気」の重要性を説き、検察官の使命や役割を示す基本規定を作って指導を徹底すると約束した。そのこと自体は評価できるが、精神が組織の隅々にまで浸透しなければ、同じような失態が繰り返されるだけだ。
検察官の義務とは裁判に勝つことではない。警察の捜査をチェックし、公益の代表者として正義を実現することにある。

社説：布川事件再審 速やかに無罪確定を
取り調べ過程の全面可視化がやはり求められる。
結局最後の毎日の結論に尽きる。職業倫理に求めるだけではたらない。それを担保する制度の早急の確立が必要である。
報道も政局ばかり追いかけていないで、政治部報道は、日本に必要な政策は何かをリストにしておいて、それがいまどうなっているのが、その関連での国会議員の動向を報道してほしい。
議員の失言、スキャンダルや政局報道はウンザリだ。せいぜいタブロイド紙にまかせておけばよかろう。
さて、その関連で、

脅迫をして辞職をした検事の話であるから、そうした教育のせいだ、として、責任転換しているといえなくもない。
仮に本格的に検証するとすれば多くの現役の検事、あるいは辞め検の話を聞く必要がある。誰か目をつけてそうした取材をしてみたら面白いと思う。
でなければ、実際そうした教育があったかどうかは、藪の中。
結論的には、先ほどの毎日の社説と一緒で、取り調べの全面可視化が急務ということだろう。
三沢基地へ移転、有力視 嘉手納の一部、米議員が構想

沖縄県の米軍普天間飛行場（宜野湾市）を米軍嘉手納基地（嘉手納町など）へ統合する案を提言した米上院の重鎮、レビン軍事委員長（民主）らが、嘉手納基地の戦闘機部隊を米軍三沢基地（青森県三沢市）へ移転することが有力だ、と日本側の外交関係者に伝えていたことがわかった。
三沢基地は２００７年以降、嘉手納のＦ１５戦闘機や米軍岩国基地のＦＡ１８戦闘攻撃機の訓練移転を受け入れてきた。普天間のヘリコプター部隊を嘉手納に統合すると騒音などが問題となるため、嘉手納の空軍を三沢に移して沖縄の理解を得る狙いがあるとみられる。
レビン氏と連名で提言した米上院のウェッブ外交委員会東アジア太平洋小委員長（民主）は、最近の日本側関係者との会談で「提言で意図的に触れなかった点がある」と説明。嘉手納の空軍の日本本土への分散先として「三つほど検討できるが、特に三沢が有力」と伝えた。部隊が沖縄を離れることによる抑止力低下については「嘉手納から分散しても太平洋地域には残るので問題ない」と語った。
沖縄の人が妥協できるか？強気にでるのも一つの手かもしれないが、最悪のシナリオもありえる。むこうからのこうした動きに乗ってみてはどうだろうか？

Japan performs favourably in several measures of well-being, and ranks close to the
average or higher in several topics in the Better Life Index.
Money, while it cannot buy happiness, is an important means to achieving higher
living standards. In Japan, the average household earned 23 210 USD in 2008, more
than the OECD average of 22 284 USD.
In terms of employment, nearly 70% of people aged 15 to 64 in Japan have a paid job,
above the OECD average of 65%. People in Japan work 1714 hours a year, less than
most in the OECD who work 1739 hours. 66% of mothers are employed after their
children begin school, same as the OECD average, suggesting that women are able to
successfully balance family and career.
Having a good education is an important requisite to finding a job. In Japan, 87% of
adults aged 25 to 64 have earned the equivalent of a high-school diploma, one of the
best rates in the OECD. Japan is also a top-performing country in terms of the quality
of its educational system. The average student scored 520 out of 600 in reading ability
according to the latest PISA student-assessment programme, higher than the OECD
average of 493.
In terms of health, life expectancy at birth in Japan is 82.7 years, the highest rate in
the OECD. The level of atmospheric PM10 – tiny air pollutant particles small enough to
enter and cause damage to the lungs – is 27 micrograms per cubic meter, and is higher
than in most OECD countries where it stands at 22.
Concerning the public sphere, there is a strong sense of community and moderate
levels of civic participation in Japan. 90% of people believe that they know someone
they could rely on in a time of need, close to the OECD average. Voter turnout, a
measure of public trust in government and of citizens' participation in the political
process, was 67% during recent elections; this figure is lower than the OECD average
of 72%.
When asked, 40% of people in Japan said they were satisfied with their life, below the
OECD average of 59%

Brussels has concerns about tougher Dutch immigration policy

The European Union is ‘concerned’ about Dutch plans to amend the country’s immigration and asylum rules, EU commissioner Cecilia Malmström told the NRC in an interview on Tuesday.
Malmström would not go into details but did say: ‘We have already expressed some concern and are now in dialogue with the Netherlands.’
Current rules already give enough room to tackle integration problems, up to a certain limit, she told the paper.
Consquences
‘You have to look at the consequences if you change the rules… For example, family reunification is meant to make people who live legally in your country feel better,’ the commissioner is quoted as saying.
The Netherlands is the only country she has heard saying the rules on family reunification need changing. ‘I know the Netherlands thinks it important but I do not hear it from other countries,’ she said.
Age limit
Under Dutch rules, men or women wishing to bring in a foreign partner must earn at least 120% of the official minimum wage. Their partner must pass a language and integration test in their country of origin and be at least 21 years old. The new government wants to increase that to 24.
In February, the Council of Europe’s human rights commissioner criticised Dutch family reunification policy for focusing on ‘restricting and reducing the number’.
The measures are a concession by the minority government to the anti-Islam PVV which wants a 50% reduction in non-western immigration.

日本の場合、まず、研修制度は抜本的に変えるべきだ。
そして、技術者の場合でも、家族や家政婦云々よりも、言葉の問題を軽視しすぎる。
来る前にせいぜい、小学校程度の言語能力を条件にすべきだ。
そして、延長に応じてやはり、より高い言語能力を条件にすべき。
今後移民を受け容れなくては日本はやっていけない状況にあるが、言語の問題は、受け容れる日本国民との交流のためにも、また、移住する移民の権利のために最低限の条件である。絶対にあまくみてはいけない。
