あ）主権の侵害があった。
い）これは米国の体質をあらわしている。
う）あれは復讐だ。
え）あれでかえって世界の平和があやうくなったかもしれない。
お）オサマを殉教者にしてしまった。
か）あの作戦は米国の間違いだ。

という趣旨の社説に対してのようである。
あ）については、どうかわからない。今回の作戦についてはどうかわからないが、米軍がパキスタンで作戦行動をとることについては、黙認していた、というのが近いかもしれない。
い）は安易な一般化であろう。
う）お）か）については、議論のあるところ。
え）についての警戒は規模は別にして、どこの国でもしている。

ただ、この程度の論評は、韓国云々は別にして、リベラルとか、左派とか、あるいは権力にたいして手厳しい論者なら他の国でもありえるだろうな、と思う。

　韓国農協畜産物衛生教育院の張瑛洙教授によると、韓国では、食肉処理の手順を厳格に規定した総合衛生管理製造過程（ＨＡＣＣＰ）が定められており、全ての食肉処理場や加工場はこれに準じた食肉の扱いを義務づけられている。日本より基準が厳しいという。

　韓国では２００８年、米国のブッシュ政権（当時）の要求で米国産牛肉輸入が再開された際、国民の間でＢＳＥ（牛海綿状脳症）感染への不安が広がった。これを受けて０９年に飲食店での食肉原産地表示制度が導入された。報道機関なども食品の衛生管理に関する番組をしばしば放送するなど、食肉の安全に対して消費者の関心が日頃から高い。（2011年5月6日11時42分 読売新聞）

　基準が遵守されているかどうかは別にして、食の安全に関して意識が高い、というのはいいことだ。
日本でも消費者の関心は高いのだが、しかし、報道がなぜか、生産者に同情的になってしまう場合も多い。
しかし、長期的に言えば、生産者のためにもならない。

実は日本人にしても、今まで中国で危機に遭遇すると日本に一時帰国してきた。天安門事件やSARS（重症急性呼吸器症候群）、反日デモなど、様々な騒乱が起きるたびに、現地の日本企業は邦人を帰国の途に就かせた。海外で身の危険が迫ったら母国に戻るというのは、当然の選択である。

　ある日本人は、中国でSARS禍に見舞われた2003年を振り返りこう語る。「当時、上海で現地の企業に採用されて働いていました。風邪を引いただけでも即座に隔離病棟行きという状況でしたから、中国から逃げ出すしかありませんでした」

　海外では、最後は自分で自分の身を守るしかないのだ。正確な情報を素早く入手したくても、言葉のハンディがある。祖国への脱出は当然の行動である。

　ただし、今回の「中国人の一斉退去」はいくら非常事態とはいえ、理性的とは言えない一面を露呈させたことも事実だ。

　都内のある大学では、学生だけではなく、中国人の教授たちが無断で帰国してしまい、震災後1カ月以上を経ても音沙汰がないという。

　正式な手続きを無視した引き揚げに、大学側も怒り心頭だ。大学関係者は「今後、中国籍は雇わないという話まで出ている」と漏らす。

「帰国」するのはやむを得ない。だが、帰り方が問題だ。非常時だから何でもあり、というわけにはいかない──。それを中国人に向けて説教したところで、現実的には何も変わらないだろう。

　せめてもの教訓は、この「13億人のスタンダード」に泣かされないように、日本人が先手を打って対策するしかない、ということだ。

EUOBSERVER / INNOVATION - Failure to ensure that research and innovation money is spent on useful projects is hampering the EU's economic recovery, a new report has said.

Published on Wednesday (4 May), the study by Ernst and Young, the global accountancy firm, suggests that while the EU puts enough money towards R&D projects, the cash is carelessly spent.




"It is not the quantity of public funding of R&D and innovation, but rather its quality that hampers EU's economic recovery," says the survey, noting that while the Union had several different programmes designed to boost its innovation statistics over the past decade, it failed to reach targets it had set itself in 2000.

The lack of quality control has been compounded by having too many bosses nominally in charge of innovation, or aspects of it, within the European Commission.

　東日本大震災に伴う福島第１原発事故で、文部科学省が初めて現場に投入した原子力施設事故専用の「防災モニタリングロボット」（モニロボ）が、敷地内に散乱したがれきのため活動できない状況に陥っている。公費約２億円をかけ開発したが、設計段階からがれき上の走行を想定せず、国の原子力総合防災訓練でも整地された路面でしか使っていなかった。福島第１原発では現在、米国製のロボットが活躍中。日本の原子力災害対応をめぐる「想定外」がまた一つ明らかになった。

米兵の息子の少年２人に逮捕状　路上強盗容疑　沖縄

　沖縄県沖縄市で外国人風の少年らによる路上強盗事件が発生し、県警が強盗容疑で少年２人の逮捕状を取ったことがわかった。１人は沖縄の米陸軍兵の息子（１６）で米軍基地内に住んでいるため、県警は１日に逮捕状を取って米軍に身柄の引き渡しを求めているが、米軍は応じていない。

　県警によると、２人は４月２９日、沖縄市の路上で同市の無職少年（１５）を羽交い締めにしてナイフを突きつけ、携帯電話などを奪った疑いがある。外国人風の少年数人が現場から逃走し、県警は米軍の協力も得て容疑者２人を特定した。もう１人の容疑者は在沖米空軍兵の息子（１５）で米軍基地内に住み、県警は４日に逮捕状を取って米軍と身柄引き渡しの交渉中という。

　日米地位協定は米軍人の家族の逮捕について日米が相互に援助するよう定めており、県警は日本側に裁判権のある今回の事件で、米軍に対し２人の速やかな引き渡しを求めている。

　日本人でもアメリカ人でも強盗をすることはあるわけだが、治外法権的な協定に阻まれるところが、かえって在日米軍のイメージを悪くしている。

　菅直人首相は６日夜、首相官邸で記者会見し、静岡県御前崎市にある中部電力の浜岡原子力発電所について、安全対策として中電が検討している新たな防波壁が完成するまで、定期検査中の３号機のほか、現在稼働中の４、５号機も含めてすべての原子炉の稼働停止を要請した、と表明した。海江田万里経済産業相を通じて中電に伝えた。

　原発維持・推進への風当たりが強い。。

　原発を維持推進させたい政治家や各地の電力会社が馬鹿だと思うのは、福島原発の成り行きと、避難民への現在の対応に、周辺地域の住民は自分たちの将来の姿を投影するだろうにもかかわらず、より早期・確実な収束ができる態勢もとらず、また、避難民への対応も全く配慮に欠けている点である。

　政府がもっと前面にでて、原発収束に立ち向かい、避難民に対して手厚く対応するならまだしも、あれでは、事故があったらーーー事故はありえるわけだしーーーたまらない、と思うだろう。

He might have been an enemy commander, but when he’s holed up in a compound outside a war zone (such as Afghanistan), and within which it’s impossible for him to play much of a role in the field, how do you argue he’s a “commander in the field?” Killing a Japanese admiral flying in a war plane in the middle of a declared war is, it seems to me, quite different from what the Navy SEALS did to Bin Laden.

Also, killing a figure who killed your citizens is an act of retaliation but not self-defense. The latter happens when you are protecting your country from attack. Bin Laden had already attacked America and every reasonable expert concedes he wasn’t playing an operational role in anything now given his extreme seclusion. Claiming that killing him would somehow prevent future attacks on America is dubious. I would have no problem describing this operation as a response to 9/11, but self-defense is not part of that.

The operation itself was undoubtedly lawful. Not for the reason the attorney general gives ("national self-defense"), because bin Laden posed no immediate danger to the U.S. But because the incursion on Pakistan sovereignty was necessary to apprehend an international criminal whom that country had failed, through incompetence or connivance, to capture.
However, the U.S. was not entitled to mount a "kill operation." The law only permits criminals to be shot if they or their accomplices pose an immediate risk to life. Otherwise, they must be taken alive. It does not matter at all whether bin Laden refused to put his hands up in surrender; the only question is whether it was necessary for the SEALs to kill him to protect their own lives.

A senior US defense official confirmed the one man who was armed fired one shot and was quickly killed in the first moments of the raid. He explained the operation was a mission of precision in which Bin Laden and his protectors were hunted.
The single armed man was a courier who fired at the US forces from the guest house as they arrived. He was quickly shot and killed, along with a woman who was caught in the crossfire. This is the only time American forces were fired upon.
The Navy Seals proceeded through the compound killing people as they went; including Bin Laden’s son on a staircase. They then arrived in Bin Laden’s room where they shot and killed him.
Pakistani security officials confirm a similar story.
"The people inside the house were unarmed. There was no resistance," one of the officials said.
"It was cold-blooded," added a second official.

Osama Bin Laden’s daughter claimed her father was captured alive by US forces and then later executed in front of her.
Al-Arabiya, citing Pakistani security officials, reported that the 12-year-old daughter of Bin Laden saw her father executed after capture and drug aboard a helicopter.

原発事故調査委　世界の不安と疑念晴らせ

今回の事故が国際社会に与えた衝撃は大きい。世界の危惧に応えるには、高い独立性とともに、国際的に通用する視点と公正さを併せ持った調査委員会にすることが必要だ。そのためにも国際原子力機関（ＩＡＥＡ）の参画を求めてはどうか。

もっともだと思うが、メディアも政局のくだらない動きには即座に反応するわりには、政策の可否、政策の提言が後手後手。政府の遅い対応ばかり、批判してはいられない。
