The final recommendations of a panel to The Minister of Internal Affairs and communications has decided to conclude that the new mode of tax grants from central government to local governments should be introduced from next fiscal year. And it also says the standards of the tax grants should be made more transparent(clear). The panel's recommendations propose that it (should) be decided by the population and size of area of each prefecture. The panel also proposes that of total large amount, at least 5 trillion yen should come to be alotted to local governments under the way of the new method of tax grants in　three years,
