European Companies Get Rich in China’s ‘Open Air Prison’
Volkswagen, Siemens and more are making money in Xinjiang, where minorities are being herded into detention camps.

By Benjamin Haas
Mr. Haas is a visiting academic fellow at the Mercator Institute for China Studies in Berlin.

Aug. 21, 2019

Mr. Diess is the chief executive of Volkswagen, which opened a plant in Xinjiang in 2013 that employs almost 700 local workers and can make up to 50,000 cars a year. In an interview with the BBC in April, Mr. Diess said he was not aware of the system of camps or the Muslim minorities subject to mass detention, even though his company’s factory is within a 90-minute drive from four such detention centers. (The company issued a new statement saying it did, in fact, know about the treatment of Uighurs in Xinjiang and was committed to human rights.)

What excuse do the other chief executives and board presidents use?

I have found that about half of the largest 150 European companies had some presence in Xinjiang, an area that Amnesty International has described as “an open-air prison.” Their investments merit far more scrutiny from both regulators and the public, and European governments need to form standards for companies dealing with Xinjiang.

At the top of the list of companies that deserve a thorough review is Siemens. This large German conglomerate collaborates on advanced technologies in automation, digitization and networking with China Electronics Technology Group Corporation, a state-owned military contractor that has developed a policing app used in Xinjiang that, according to Human Rights Watch, has led some people to be sent to the camps.

The Spanish telecommunications firm Telefónica has a joint venture with China Unicom that appears to use big data for tracking people. The company markets the software as a way to deliver location-based ads or monitor public transportation use, and while it says the data is anonymous, I reviewed an internal presentation that appears to have shown ID numbers unique to each cellphone user. It is easy to see how such software could be used by the authorities in Xinjiang to track minorities in real time, and it has already been deployed in the region, according to a presentation.

Other investments are less immediately tied to abuses of the Uighur population. KfW, a German state-owned bank, provided 100 million euros ($111 million) in funding for the construction of a subway line that opened in 2018 in the regional capital, Urumqi, built with components from ABB, a Swiss engineering firm, and Airbus Defense and Space, the European aircraft manufacturer. Unilever and Nestlé both buy tomato products from a state-owned company in Xinjiang that could end up in the ketchup in kitchens across Europe. Neither company responded to questions about how products from Xinjiang are used.

A State Department spokesperson declined to comment on Harris' dressing-down, saying it was a "private" diplomatic conversation. But the spokesperson then also went on to express disappointment at Seoul's decision not to renew the pact.

Cheong Wa Dae dug in its heels. "Nothing can come before our national interest, no matter how hard we must try to boost our alliance," a Cheong Wa Dae official said. "We'll do our best so that there'll be no substantive cracks in security."

It is clear that many of the hundreds of Koreans sending me violent threats, calling me a Nazi, telling me they are glad about the Fukushima disaster, insulting my mother for being Japanese, and sending me photos of the man who murdered my father, that they have never actually read the original comment I posted that started this all—defending my girlfriend for having worn a Clash teeshirt featuring a Japanese rising sun pattern. At the time neither of us had ever heard that in Korea this flag has since early 2000s become taboo. After I made this first comment I immediately received accusations that I was a Nazi. I have been defending myself ever since. I believe when you read my original comment here and note that I was completely sincere, w out even the slightest hint of cynicism or animosity, you will see why I was absolutely taken aback with the outrage that I received. Suffice it to say that as soon as the attacks began, my tone did indeed change—but it is clear that the strength in my tone was only proportional to the degree to which defending myself was justifiable and necessary. If you call me a Nazi you have used the worst insult that exists in the English language, you cannot expect me to be nice or cordial about it. Although I believe everyone has the right to say what they wish, that does not mean I do not have the right to self defense. Accepting such a vile label as Nazi would be anathema to every fiber of my being. If there are any Koreans in the world who could possibly translate my original comment posted here, and post or DM them to me to make it clear what I ACTUALLY said that supposedly warranted these attacks, please do so. I would be forever grateful. The features on Charlotte and I on Korean and German TV News have been based on distortions and lies. If those programs would post the actual first comment I made, I’m certain most Koreans would at least deescalate their hatred towards us. We may have differing opinions on what the rising sun pattern represents, but that does not mean we should be enemies. It does not change the fact—as I’ve said before—that my greatest shame as a Japanese man, will always be Japan’s behavior during WWII. 🙏

韓国左翼は極端な民族主義The political thought of the Korean left tends to be ultranationalist

The unreasonableness of $5 billion is the entire point: the Trump administration understands that Seoul will not pay, especially after it funded the $10.7 billion upgrade of the U.S. garrison, Camp Humphreys. Washington wants to use it as leverage to curb and eventually pull U.S. troops out of South Korea.

Trump's odd friendship with North Korean dictator Kim Jong Un also factors into this $5 billion request. His rapprochement with the North Korean leadership has been a centerpiece of his foreign policy. He cannot afford to lose favor with Pyongyang and needs to reward Kim's patience for not testing intercontinental ballistic missiles.

Opposition to a U.S. military presence in Korea is deeply ingrained in the political thought of the left, which tends to be ultranationalist, particularly since the democratization movement of the 1980s.

Moon Chung-in, a special adviser to President Moon Jae-in for foreign affairs and national security, said in a 2018 interview with The Atlantic: "For me, the best thing is to really get rid of [the] alliance." The adviser's wish may soon come true if Trump wins reelection in 2020.

Relations between Korea and the U.S. are increasingly strained since Seoul decided to scrap an intelligence-sharing pact with Japan. It is unusual for Washington not to send any key official to the forum, which marks its eighth anniversary later this week. It has usually been attended by an assistant secretary of defense or similar official from Washington.
