To stand in the center of a whirl:

会社など集団の中で仕事を円滑に進めていくには、それがどんな仕事であれ必ず、エネルギッシュに中心的役割を果たしてくれる人が必要となります。
In order for you to go ahead with a work in some organization like a company, no matter what kind of work it may be, you need a person who could energetically play a leading role.

そのような人を中心にあたかも上昇気流が湧き起こるかのように、全員を巻き込んで組織が大きく動いていく。そんな自分から積極的に仕事に向かい、周囲に働きかけ、仕事をダイナミックに進めていける人を、私は「渦の中心で仕事をしている人」と表現しています。
Centering on such a person, like the situation an updraft air stream is about to occur, with all the people involved, an organization is moving. In other words, there is a person who positively faces his job, encourage people around him, and could carry out the work in a dynamic way. I have expressed such a guy as the one " who works in the center of a whirl."
