人材が減少していく現代社会

 人材と言っても様々であるが、特に重要な人材としては、組織を構築したり組織を率いるリーダー的な存在だろう。昔から勇将の下に弱卒無しと言われるように、国家をも含めて、人間集団は上位集団の質に大きく左右される。質が高ければ栄え、低ければ衰退していく。
 その質とは、傾聴力、思いやり、表現力、構想力、説得力等の程度のことである。

 こうした力は、実は複雑な人間関係の下で育まれる事が知られているが、現代社会は核家族や独居が多くなりつつあり、大家族は減少傾向にある。大家族では、祖父母や叔父甥、嫁・姑といった複雑な関係が多数有り、人が成長する上での貴重な環境が豊富にある。しかしながら、現代社会はこうした事情を考慮せずに、人材を追い求めているようだ。

国際的外交パワーの変遷

 人には行動の源泉となる様々な動機がある。空腹のような生体的要求や、金銭欲、仕事での達成感、自国に対する愛国心等、様々である。金銭欲の無い人に金儲けの話を持ちかけても関心を持たないように、関心事や動機を把握する事は極めて重要なことである。
 ところで人の社会において、食うや食わずの赤貧の時代には、お金よりも食料そのものが、大衆を動かす最大のパワーを持っていたことだろう。

 このようなパワーの有様は、一時代においては国や地域によって有効なパワーは異なるし、時代が変わればかつては有効だったパワーが有効ではなくなるといった事がおきる筈だ。疑心暗鬼の世界では、軍事力は最も有効なパワーを持つだろうし、平和共存で協調する世界では、軍事力の意味は無くなり、信用や経済的支援の実績、指導力等のソフト的な力量が大きなパワーとなるだろう。

 ところで、現代はソフト化の時代と言われており、企業価値も設備資産から知的資産に重点が移行している。この変化は人を動かすパワー自体もソフト化しつつあると判断してよい筈である。
 類推的に考えれば、国際的な力もソフト化していると考えても良いのではなかろうか。国際的な信頼や支持と同時に、国の知的資産が重要な意味を持つ時代がきているという事である。

大東亜共栄圏の真偽

 アメリカが太平洋戦争と言った戦争を、日本は大東亜戦争と呼んでいた。この理由は、日本が東アジアを欧米の支配から開放して、大東亜共栄圏なるものを創ろうとした事から、日本が大東亜戦争と呼称する事にしたからである。
 この大東亜共栄圏は今のEUの母体となった汎ヨーロッパ主義を主張したリヒャルト・クーデンホーフ=カレルギーに繋がっている。

 彼は、日本で生まれ母は日本人である。彼は汎ヨーロッパ主義のアジア版である汎アジア主義も提唱しており、大東亜共栄圏はここにルーツがあると言われている。
 大東亜共栄圏は日本の敗戦と共に夢と消えたが、汎アジア主義自体は脈々と生きているようだ。

 日本は無条件降伏をしたので、アメリカに従う外は無かったのであるが、汎アジアの構想自体は良い事であるに違いない。アジアの国々を欧米の植民地という立場から開放し、対等の立場で共栄するのなら良かったのであるが、共栄からいつの間にか支配者の立場に変わってしまった事が多いに悔やまれる。
 日本がアジアの支配者として君臨する事を目指した者が多かっただろうが、純粋に共栄を夢みていた人達もいたに違いない。スローガンにある共栄は「真」であったが、共栄を支配に読み替えた軍閥が「偽」であったということだろう。

 一口に国論というが、百人百様であり、大東亜共栄圏の全てが誤りだったとするのは行き過ぎであろう。
 今は欧米追随一色で、日本人は恰も敗戦以降思考を停止してしまったかのようである。大東亜共栄圏という汎アジアの思想が語られる事が無くなったようだ。

 It seems as if the Japanese have stopped thinking after the defeat in the war. It seems that it is a few cases that the pan-Asian idea of the Greater East Asia Co-Prosperity Sphere is talked.

明治維新の巨人 徳川慶喜

 徳川幕府の最後の将軍が、明治維新の巨人だというと奇妙に思う人がいるに違いない。彼は鳥羽伏見の戦いで分が悪くなると、大阪城から江戸城に逃げ帰ったという事実もある。敵前逃亡を将軍自ら行ったという事である。
 様々な論議はあるが、彼が大阪城から逃げ帰ることなく、徹底抗戦の方針をとれば、勝利する可能性は充分にあったと言われている。

 私が、徳川慶喜を明治維新の巨人だと評価した訳は、日本を内戦状態に陥る事から救ったという一点にある。徹底抗戦の方針を採用すれば、多分、薩長に勝つために諸外国の力を借りようとするだろうし、日本全体としての力は低下するので、西欧列強の介入を許す事にも繋がっていく。
 そうなれば、当初は鎖国を主張していた国が、開国どころか介入されるまでに身を落とす事に繋がっていく。

 徳川慶喜は、様々な思惑はあっただろうが、大政奉還という大事を成し遂げ、これも内戦回避に繋がっている。明治になっても、恭順の姿勢は崩さず、度重なる反乱への協力要請も全て排除している。
 一方で、他の武士達はどうだったか?西郷隆盛は同郷の武士に担がれて西南戦争という暴挙に散ったし、江藤新平は佐賀の乱の指導者になって死んだ。
 徳川慶喜は、日本の将来のために不関与の方針を貫き、明治維新に貢献したのである。

 On the other hand, what about the other samurai? Takamori Saigo was carried up by samurai of his hometown and died in the violent act of the Seinan War, and Shinpei Eto became the leader of the Saga Rebellion and died.
 Yoshinobu Tokugawa contributed to the Meiji Restoration by adhering to a policy of non-involvement for the future of Japan.

日本のコロナ対策に晴れない疑問(今さらですが)

 新型コロナが5類に格下げされて、社会は漸く平常に戻りつつあるようだ。しかしながら、コロナが社会に残した痕跡は深く大きい。日本人は相当恐い思いをしたのだろう、未だにマスクを取れない人が多い。
 新型コロナは、ウィルスの恐怖を人の心に焼き付けたし、パソコンを使ったリモート会議が一気に普及し、非接触というキーワードがビジネスの世界で飛び交った。

 感染力が凄まじいコロナウィルスから更に強い感染力を持つ変異株が出て、3年かけて漸く収まりつつある。この間、死者も多数出て、行動制限がかけられて旅行や外食関係の業界は大変な思いをしただろう。営業不振や失職等で苦労された方も多いに違いない。

 この新型コロナへの日本の対処は、今さらではあるが正しかったのかどうか。このウィルスのリスクは、医療的側面と経済的側面がある。感染者数と死者数等を減らすと同時に行動制限による経済的ダメージも極力少なくする方策にどれだけ接近していたかが問題である。

 新型コロナは、流行の当初から感染力は強いが毒性は強くない、しかし高齢者や基礎疾患がある人にとっては要注意だと言われていた。毒性はインフルエンザよりも弱いが、感染力が桁違いに強いので、致死率は低くても実際の死者数は多くなるということであろう。

 ここで私の疑問の中心にある事は、実際の感染者数である。日本が行ったのは、自覚症状があってPCR検査を受けた感染が確認された人数であって、実際の感染数ではないという事である。報道機関も感染確認者を感染者数としていたが、正確ではない。
 本来であれば、感染確認者ではなくて実際の感染者数の地域毎の分布や推移を把握して対策を練るべきではなかったか。もちろん、細かく正確に把握するには時間も費用もかかるが、全数把握でなくてもサンプリングという方法により、近似的に把握する方法で良いだろう。

 実際の感染者数はどうだったのか?マスメディアで、実際の感染者数は感染確認者数よりも数倍多いという推計が何度か報道された事があった。しかし、実際の感染者数を把握しようという流れにはならなかった。
 飽くまで推測でしかないが、実際の感染者数は感染確認者数よりも数倍であり、感染しても無自覚のまま完治した人が殆どであったのかも知れない。
 もしそうだとしたら、新型コロナを恐れすぎて行動制限を行い、結果、経済的ダメージを受けてしまったのかも知れない。
 私が言いたい事は、コロナの勢力を充分に把握しないまま、対策を打っていたのではないかという事である。
