自民党の裏金疑惑が晴れなかった理由

　自民党の裏金疑惑のキャッシュバックについて、野党が安倍派の幹部の中の誰が決めたのかと必死に追求しているが、実に愚かな努力だと思う。
　安倍氏が亡くなって、議決のルールも定まっていない曖昧な組織において、物事が明確に決まっていくという事が有り得る訳がない。
　恐らく、議事録なども作成されていないレベルだろう。

　したがって、安倍派の５人衆が皆で決めたという事で充分な筈で、問題は政治資金の透明性の制度構築に焦点を当てるべきであった。

　The opposition parties are desperately trying to find out who among the Abe faction executives made the decision regarding the LDP's alleged slush fund cashback, but I think this is a truly foolish effort.
　After Mr. Abe's death, there is no way things could be clearly decided in an ambiguous organization with no set rules for decision.
　It's probably at a level where no minutes were even created.

　Therefore, it should be enough that the five members of Abe's faction made the decision altogether, and the issue should have been focused on building a system for transparency in political funding.

　よく職業病という事が言われる。組織や業務の環境が良くも悪くも災いしてその構成員に肉体的或いは性格的な変質を齎すものである。
　これを政界や官界に当てはめると、今の日本の政治は正に職業病と言って良いだろう。職業病は組織の環境の為せる技なので、その世界に足を踏み入れた段階で、職業病の圧力を受ける。従って、強い意志の力で抗っていないと直ぐに感染してしまうであろう。

　だからといって、今の自民党の無能ぶりは仕方が無いのだという積もりはないのだが、その無能さは、人のなせる技ではなくて、殆ど組織腐敗に起因しているという事を認識しているべきである。

　因みに、腐敗した組織は人を腐敗させるが、腐敗した人をも引き付けるので要注意である。また、腐敗が進行していくと、組織内部の多くの腐敗を見るに見かねて、正常な人物は腐敗した組織から去る傾向があるが、今の自民党や官界は、このステージに近いと思われる。

Corrupt politicians go well with corrupt political parties.
　It is often referred to as an occupational disease. Whether good or bad, an organization or business environment is a thing that brings about changes in the physical or personality of its members.
　Applying this to the political and government circles, Japan's current politics can truly be described as an occupational disease. Occupational diseases are a result of the organizational environment, so the moment you step into that world, you are under pressure from occupational diseases. Therefore, if you do not fight back with strong willpower, you will be infected soon.

　However, I do not believe that the current incompetence of the Liberal Democratic Party is unavoidable, but we must recognize that this incompetence is mostly due to organizational corruption, rather than to human deeds.

　Incidentally, corrupt organizations corrupt people, but they also attract corrupt people, so be careful. Also, as corruption progresses, normal people tend to leave corrupt organizations because they can't bear to see so much corruption within the organization, and the current Liberal Democratic Party and government circles seem to be close to this stage.

温暖化対策の３つのレベル

　現状の温暖化対策は基本的に経済や雇用を最優先にしており、温暖化対策は二の次にしていると私は考えている。しかしながら、これでは温暖化を止める事はできず、止める事ができないという理由でSDGｓによる活動は失敗する。

　市場経済を最優先にして、温暖化対策を二の次にするという状態をレベル１とすれば、レベル１は失敗する。因みに、この中には再利用や再資源化も含まれる。

　レベル２は、自由な市場経済を一部否定し市民を省エネ社会に誘導する施策を取り入れるものである。考えられる施策は次の通りである。
　（１）多世帯住宅や多世代住宅への誘導
　（２）量り売りや包装の簡易化
　（３）ガソリンに対して部分的配給制の導入

　レベル３は、二酸化炭素の排出に関して、総量規制と割り当て制を採用し、罰則を設けて取り締まるというものである。
　レベル３の時代が来ない事を願っているが、洪水や旱魃が多発している事を考えると、省エネ的な生活スタイルを取り入れるレベル２まで考える必要があると考えられる。

３ levels of global warming countermeasures
　I believe that current global warming countermeasures basically prioritize the economy and employment, with global warming countermeasures taking a backseat. However, this cannot stop global warming, and activities based on the SDGs will fail because they cannot stop warming.

　If Level 1 is a state in which the market economy is given top priority and global warming countermeasures come second, then Level 1 will fail. Incidentally, this also includes reuse and recycling.
　Level 2 involves partially denying the free market economy and incorporating measures to guide citizens toward an energy-saving society. Possible measures are as follows.
　(1) Induction into multifamily housing and multigenerational housing
　(2) Simplification of selling by weight and packaging
　(3) Introduction of partial rationing system for gasoline
　Level 3 involves adopting a total amount regulation and quota system for carbon dioxide emissions, and imposing penalties.
　I hope that the era of Level 3 will never come, but given the frequent occurrence of floods and droughts, I think it is necessary to consider up to Level 2, which incorporates energy-saving lifestyles.

温暖化対策が絶望的に進まない原因

　温暖化が進んでいる。一般市民も企業も政府もそれなりに温暖化対策が為されている。
　ゴミの分別回収やペットボトルの回収とリサイクル、エコバッグの活用やシェアリング・エコノミー等々、環境保全の取り組みは、企業レベル、市民レベルで出来る範囲で行われている。

　更に、持続可能な社会建設のために、SDGｓが唱えられ、多くの企業で地球環境保護のための部門を設けている。
　しかしながら、強い強制力もなく、資本主義市場に委ねている現行のあり方で、地球温暖化の荒波を乗り越える事が出来るのだろうか？地球環境という公共財は現在のところ、多く使った者が得する事になっている。エネルギー効率の良い社会には向かっているかも知れないが、エネルギー消費は地球全体としては増大しているのだ。

　一刻も早く温暖化を止めなければならない時に、具体的で安心出来るプランを人類は持っていない。では、そのようなプランを持てない理由は何か？

　一つは、全平等の民主主義であろう。善も悪も、賢も愚も一票の重みが全く同じであれば、政策は最善から後退せざるを得なくなる。また、環境問題への取り組みを抑えたい企業集団は政界に圧力を掛けるだろう。

　二つ目は、資本主義市場経済という邪魔者である。資本主義は、非常に強力なエンジンを持っており、広く深い恩恵を与えてはいるものの、反面、使い方を間違えれば人類に大きなダメージを与える。より良い生活を求めて人類は産業を起す際には、環境への配慮は二の次になる。
　地球という生態系が許容する二酸化炭素の排出量を遥かに超えた状態を改善しないで、資本主義的なあり方を許す事は有ってはならないだろう。資本主義に大きなブレーキを掛ける必要がある。

Reasons why global warming countermeasures are hopelessly slow to progress
　Global warming is progressing. The general public, companies, and governments are all taking measures to combat global warming.
　Efforts to protect the environment, such as sorting and collecting garbage, collecting and recycling plastic bottles, using eco bags, and creating a sharing economy, are being carried out to the extent possible at both the corporate and citizen levels.

　Furthermore, in order to build a sustainable society, the SDGs have been advocated, and many companies have established departments for protecting the global environment.
　However, with the current system of leaving things to the capitalist market without strong enforcement, will it be possible to overcome the turbulent waves of global warming? Currently, the global environment is a public good that benefits those who use it the most. Although we may be moving toward a more energy-efficient society, energy consumption is increasing on a global scale.

　When we need to stop global warming as soon as possible, humanity does not have a concrete plan that will give us peace of mind. So why can't we have such a plan?

　One would be democracy with all equality. If each vote, good or bad, wise or foolish, had exactly the same weight, policy would have no choice but to retreat from what is best. In addition, corporate groups that want to curb efforts to address environmental issues will likely put pressure on the political world.

　The second is the hindrance of the capitalist market economy. Capitalism has a very powerful engine, and although it provides wide and deep benefits to us, on the other hand, if used incorrectly, it can cause great damage to humanity. When humans create industries in search of a better life, environmental considerations become secondary.
　We must not allow a capitalist system to exist without improving the situation, which far exceeds the carbon dioxide emissions that the earth's ecosystem allows. We need to put a big brake on capitalism.
