温暖化問題を乗り越えるための政治システム

　産業革命期の気温に比べて、１．５度の上昇が許容限界と言われているのにも拘らず、既に１．３２度の所まで来ていると言われている。それにも拘らず、温暖化を食い止める具体的なプランを人類は持っていない。
　経済のグリーン化とかSDGｓとかが叫ばれているが、何れも「経済」が中心にあり、資本主義思想が中心にあって、その上で環境対応を考えていこうという発想である。

　これは、つまり資本主義体制を温存した上で、可能な限りの環境対応を行うという事である。もちろんこれで温暖化問題が乗り越えられるなら良いのだが、COPや世界の動きを見る限り、全く期待できないと思う。
　最近、世界で起きている大洪水や大旱魃、氷河の融解、山火事等を皆さんもよくご存知であろう。

　資本主義はお金で民主主義を捻じ曲げて、政治は金権主義に堕ちてしまっているので、温暖化問題に真剣に取り組む筈もない。このような状態を許しておいて良いものだろうか？
　資本主義が崩壊しても人類は生き残れるが、温暖化で地球が破壊されれば人類の大半が死滅するかも知れないという問題なのである。

　非常に厳しい判断だと思うが、温暖化問題に真剣に取り組むためには総量規制の考え方を採用するしかないだろう。そして、この総量規制の考え方は、資本主義思想では受け入れる事はほぼ不可能であると思われる。
　政体を資本主義から他の然るべき政体に変革する必要がある。

Political system to overcome global warming issue
　Compared to the temperature during the Industrial Revolution, it is said that the tolerable limit is a rise of 1.5 degrees, but it is said that the temperature has already reached 1.32 degrees. Despite this, humanity does not have a concrete plan to stop global warming.
　There is a lot of talk about greening the economy and the SDGs, but all of them are centered on the economy, with capitalist ideology at the center, and the idea of considering environmental measures based on that.

　This means preserving the capitalist system while taking as many environmental measures as possible. Of course, it would be great if we could overcome the global warming problem, but looking at the COP and other developments around the world, I don't think we can expect much at all.
　You are probably familiar with the recent events around the world such as major floods, droughts, melting glaciers, and wildfires.

　Capitalism uses money to distort democracy, and politics has descended into plutocracy, so there is no way they will seriously address the issue of global warming. Is it okay to allow this kind of situation?
　The problem is that humanity can survive even if capitalism collapses, but if the earth is destroyed by global warming, most of humanity may become extinct.

　I think this is a very harsh decision, but the only way to seriously address the issue of global warming is to adopt the concept of total volume regulation. And it seems that this idea of total volume control is almost impossible to accept based on capitalist ideology.
　It is necessary to transform the form of government from capitalism to another appropriate form of government.

　斎藤幸平准教授の「SDGｓというアヘン」という言葉は強烈ではあるが、至言である。温暖化による災害を減らすためには、SDGｓで皆で頑張りましょうといって満足している状態ではいけない。
　国家も市民も国際社会も一丸となって取り組まなければ、温暖化みよる災厄を乗り越える事は出来ないだろう。

　然るに、現状はと言えば環境より経済優先で、政治家によっては「環境問題は票にならない」という程度である。経済も大事だが、この先人類が生き残れるかどうかという事の方がより重要である。
　SDGｓと資本主義で、温暖化問題が乗り越えられると楽観してはいけない。人類は、温暖化問題を乗り越えられる具体的なプランを作成し、その実行体制を持つ必要がある。

　We must not be optimistic that we can overcome the global warming problem with the SDGs and capitalism. Humankind needs to create a concrete plan to overcome the problem of global warming and have a system to implement it.

中国が改善すべきソーシャル・キャピタル

　習近平国家主席の周辺には経済の専門家がいないと言われている。中国共産党の最重要課題は、治安であり共産党政権の維持であると言われているが、経済的不成功はこれらの問題に直接的に影響する事を認識していないのだろうか？

　経済的な成功要因には、金融、産業施策、産業インフラ、教育等、様々なものがある中で、中国の指導層の念頭には、ソーシャル・キャピタルが無いように思われる。

　中国は、英国と約束した１国２制度をなし崩しにしたし、反スパイ法を作って、ビジネスマンに脅しを掛けたりしている。経済安全保障の観点から、中国依存を減らそうという流れが起き、不動産業界も破綻して、今、中国は大変な状況になっている筈である。

　資本も中国から逃避しているが、こうした背景には中国のソーシャル・キャピタルの毀損が横たわっているだろう。
　中国は、知的財産権を侵害し、低品質の製品で詐欺まがいの商行為を行い、他国の領海を無断で航行する等、自らの信用を毀損する行為を行ってきたし、今も行っている。昔、孔子が政治には信が最も重要だと言った事を知らないのだろうか？

Social capital that China needs to improve
　It is said that there are no economic experts around President Xi Jinping. It is said that the most important issue for the Chinese Communist Party is security and maintaining the Communist Party's government, but do they not realize that economic failure has a direct impact on these issues?

　While there are various factors for economic success, such as finance, industrial policy, industrial infrastructure, and education, social capital does not seem to be in the minds of China's leaders.

　China has undermined the one country, two systems agreement it made with the UK, and has enacted anti-espionage laws to intimidate businessmen. From the perspective of economic security, there has been a trend to reduce dependence on China, and the real estate industry has collapsed, and China is now in a dire situation.

　Capital is also fleeing from China, but behind this is probably the damage to China's social capital.
　China has and continues to engage in acts that damage its reputation, including infringing intellectual property rights, engaging in fraudulent business practices with low-quality products, and sailing through other countries' territorial waters without permission.  Don't they know that Confucius long ago said that reliance is the most important thing in politics?

温暖化と難民問題

　人道的見地から言えば難民は庇護すべきである。しかしながら、難民が非常に多くなるとどうなるだろうか？
　言語も文化も宗教も異なる人々が増えると、受入国の国民との間に摩擦が発生するだろう。摩擦が激しくなると、犯罪や暴動に発展するだろう。

　難民の発生は、戦争や紛争だけではなく、経済的な疲弊や温暖化による洪水や旱魃によっても起きる。洪水や旱魃による難民の発生と耕作放棄は、難民問題だけに留まらず、食料生産量の減少にも繋がり、持続可能性の観点からも大きな問題である。

　難民は庇護するべきであるが、難民が発生しないように戦争や紛争を抑える事や、温暖化による旱魃や洪水に対する対策を講じる他に選択肢はないだろう。

　The increase in the number of people with different languages, cultures, and religions will likely cause friction between the host country's citizens and the refugees. If friction intensifies, it will lead to crime and riots.

　Refugees occur not only due to wars and conflicts, but also due to economic exhaustion and floods and droughts caused by global warming. The occurrence of refugees due to floods and droughts and the abandonment of cultivation are not only problems for refugees, but also lead to a decrease in food production, which is a major problem from a sustainability perspective.

　Refugees should be protected, but we have no choice but to suppress wars and conflicts and take measures to prevent droughts and floods caused by global warming.

中国共産党の破綻？

　中国の経済がいよいよ怪しくなってきた。不動産業界が崩壊状態ではないかと思われるし、世界各国の企業が中国依存を減らそうとしている。
　更に、世界の資本家が中国から退避しているようだ。退避しようとしているのは、世界の資本家だけではなく、中国の資本家もこの中に入っているらしい。

　中国は既に人口減少期に入っており、世界の趨勢を考慮すると既に経済規模のピークは過ぎ去ったように見うけられる。中国共産党は、民主主義の否定と、一党支配に拘る余りに、折角成長してきた中国の経済システムを自ら破壊する愚行を行ってきた。

　経済の不調に直面して、政策を模索しているようだが、思想的に偏った集団には問題の本質を見抜く力は期待できないだろう。資本家は政治的に不安のある国家を嫌うので、中国はこの問題に真摯に向き合う必要があ。

The collapse of the Chinese Communist Party?
　China's economy is becoming increasingly questionable. The real estate industry appears to be in a state of collapse, and companies around the world are trying to reduce their dependence on China.
　Moreover, the world's capitalists appear to be fleeing China. It seems that it is not just the world's capitalists who are trying to evacuate, but Chinese capitalists as well.

　China has already entered a period of population decline, and considering global trends, it appears that the peak of its economic scale has already passed. The Chinese Communist Party, by denying democracy and clinging to one-party rule, has committed the foolish act of destroying China's economic system, which has grown over time.

　It seems that they are searching for a policy in the face of economic malaise, but we cannot expect this group of ideologically biased people to have the ability to see through the essence of the problem. Capitalists dislike politically unstable countries, so China needs to seriously address this issue.
