岸田総理のマネジメント

　岸田政権の支持が低下している。色々な意見があるが、私の見立ては動き過ぎである。一人で何でも進めているように見える。松野官房長官は頼りない感じであり、参謀としての人材を置いていないように見受けられる。
　人材は回りにいないはずは無いので、岸田総理自身がミスキャストをしているということである。

　古代中国の話であるが、ある人物がある国の宰相に、財務を細かくみるべきだと助言したところ、その宰相はそれを実行して国を傾けたとのことである。
　自ら動くのではなく、人を動かす事が肝要であろう。

Management of Prime Minister Kishida
　Support for the Kishida administration is declining. There are various opinions, but my view is too much movement. It looks like he's doing everything by himself. Chief Cabinet Secretary Matsuno seems to be unreliable and Kishida does not seem to have staff as a staff officer.
　It is that Prime Minister Kishida himself is miscasting because it is impossible that there are no human resources around him.

　I will refer to historical allusion in ancient China. When a person advised the prime minister of a certain country that he should take a closer look at finances, the prime minister did do like that and tilted the country.
　It is important to move people instead of moving yourself.

温暖化に立ち向かうための人類のメンタリティ

　温暖化問題は、人類の存亡に拘る大問題である。既に旱魃、洪水、海面上昇等、影響は出ており、難民や飢餓人口の増加にも繋がっている。
　温暖化問題を乗り越えていくためには、温室効果ガスを低減させるしか無いわけであるが、残念ながら、具体的に納得の出来る世界的な計画を人類は持ち合わせていない。

　人類が生き残るためには、大規模かつ国際的な連携と協力が不可欠である事は当然である。しかしながら、連携と協力とは反対の動きもあり、地球上の全ての国が手を取り合って、温暖化対策に取り組む事は夢のまた夢である。
　しかしながら、温暖化に起因していると思われる異常現象は、既に無数の例があり、悪化の一途を辿るスパイラルに入ってしまったかも知れない。私には、そのように思える。

　こうした状況を踏まえて、心ある企業、国家、個人は、集まって温暖化に資する技術、製品、ノウハウを無償若しくは可能な限りの低価格で提供すべきである。COPは二十数年続けても大きな成果を出せなかったので、具体的で実効性のある準世界規模の温暖化対策のプランを有志（国、企業、機関、NGO等）が集まって策定し、進捗状況をモニタリングする方が良い。

　繰り返しになるが、温暖化に起因する難民や飢餓及び紛争・戦争は既に起きており、温暖化対策のためのマイナスのパワーが発生しているのである。
　今の現実が明日も続くとは限らないのであって、急激に生存環境が変わるかも知れないのである。人類としては、経済やエネルギー消費等で多少なりとも我慢をするのは当然で、可能な限り安全サイドで対処していくべきであろう。

Human Mentality to Combat Global Warming
　The problem of global warming is a big problem that affects the survival of human beings. Droughts, floods, rising sea levels, etc. have already had an impact, leading to an increase in the number of refugees and starving populations.
　In order to overcome the problem of global warming, we have no choice but to reduce greenhouse gases. However, unfortunately, humanity does not have a concrete and convincing global plan.

　It goes without saying that large-scale international collaboration and cooperation are essential for the survival of humankind. However, there are also movements contrary to collaboration and cooperation, and it is a dream that all the countries on the earth join hands and work on global warming countermeasures.
　However, there are already countless examples of anomalous phenomena attributed to global warming, which may have entered an ever-worsening spiral. It seems so to me.

　In light of this situation, caring companies, nations, and individuals should come together and provide technologies, products, and know-how that contribute to global warming either free of charge or at the lowest possible price.
　Since the COP has continued for more than 20 years without producing any significant results, it is better that volunteers (national governments, companies, institutions, NGOs, etc.) have come together to formulate a concrete and effective plan for countermeasures against global warming on a quasi-global scale, and monitor progress.

　At the risk of repeating myself, refugees, starvation, conflicts, and wars caused by global warming are already occurring, and negative power is being generated for global warming countermeasures.
　The current reality may not continue tomorrow, and the living environment may change rapidly. As human beings, it is natural for us to put up with the economy and energy consumption to some extent, and we should deal with it on the safe side as much as possible.

現代の「スターリングラード」

　「スターリングラード」という映画がある。ソ連がドイツと戦う時の映画であるが、この時戦場に向かうソ連兵に銃は渡されず、ドイツ兵の銃を奪って戦えと指示する場面があった。映画の中の話ではあるが、私は少なからず驚いた。
　今のロシアを観察していると、この映画を思い出す。日本兵のシベリア抑留や、ウクライナ戦争でのロシアの残虐な行為等、人権とは縁遠いお国柄なのかなと思ってしまう。

Modern "Stalingrad"
　There is a movie called "Stalingrad". It is a movie about the time when the Soviet Union fights against Germany, and at this time, there was a scene in which the Soviet soldiers heading to the battlefield were not given guns, and were instructed to take the German soldiers' guns and fight. I was more than a little surprised, even though it was in the movie.
　Observing today's Russia reminds me of this movie. It makes me think that Internment of Japanese soldiers in Siberia and Russia's cruel acts in the Ukrainian war are far away from human rights.

　COP27は11月20日、気象災害で「損失と被害」を受けた途上国を支援する基金の創設を決め閉幕した。
　途上国支援の基金の創設は歓迎だが、上記の事実は環境対応が後手になっている事を意味している。先手必勝という言葉があるが、問題解決の世界では、問題を未然に防ぐ事を良しとしている。問題が起こらないように問題の芽を摘み取ってしまうということである。

　温暖化問題は既に起きてしまっているので、損失と損害の対策としての基金の設立は、後手としての対策である。
　問題を発生させている根本の対策を講じる事が出来ないで、温暖化による損害の対策が先になるという愚かな事態になってしまった。
　温暖化問題を発生させたのは、概ねG7であると言って良いだろう。これらの資本主義諸国が、大気という公共財を無断で使い、無断で汚染してきたのである。
　であれば、G7で温暖化ガスの削減対策を自ら策定するのが筋ではないのか？

　The establishment of a fund to support developing countries is welcome, but the above facts mean that environmental measures are lagging behind. There is a saying that the first move wins, but in the world of problem solving, it is good to prevent problems before they occur. It means nipping the bud of the problem so that it does not arise.

　Since the problem of global warming has already happened, the establishment of a fund to deal with loss and damage is a reactive measure.
　It became a foolish situation that measures against the damage caused by global warming came first without being able to take measures for the root cause of the problem.
　It can be said that it was the G7 that caused the problem of global warming. These capitalist countries have been using and polluting the public goods of air without permission.
　If so, wouldn't it make more sense for the G7 to formulate its own measures to reduce greenhouse gases?

政治家は戦争に際して愛国心を利用する

　温暖化問題という人類の存続が危うくなっている時に、戦争を仕掛ける国がある。ロシアである。そして、ロシアでは正に愛国心を国家が求め、国外逃亡者は卑怯者扱いにし、兵役義務に違反する者は処罰するという。
　かつて、日本においても英語を使う者を「非国民」と称して非難したりした。政治家が愛国心を訴える時は、戦争準備に入ったと判断した方が良いかも知れない。

　平和を願うのは個人だが、戦争を行う者は国家であると、以前書いた。国家は人類の統治には必要だが、国家があるから戦争が無くならないとも言える。この二律背反を解決するすべは無いものだろうか？
　「地球が静止する日」という古い映画がある。宇宙人がやってきて、各国の軍隊を上位組織に集約して、国家間の戦争を無くそうと人類に提案するという内容であった。

　私は、恒久的な平和を望むなら、この方法しか無いのではないかと思う。国家から兵権を取り上げてしまうのだが、決して不可能ではない筈だ。中国の歴史にこの例がある。

Politicians use patriotism for war
　There are countries that go to war when the survival of humankind is threatened by the issue of global warming. It's Russia. And in Russia, the state seeks patriotism, treats fugitives as cowards, and punishes those who violate military service obligations.
　In the past, even in Japan, people who spoke English were criticized by calling them "an unpatriotic person." When politicians appeal for patriotism, it may be better to judge that they are preparing for war.

　I have written before that although individuals wish for peace, it is the nation that wages war. A nation is necessary for the governance of mankind, but it can also be said that war will not disappear because there is a nation. Is there no way to resolve this antinomy?
　There is an old movie called "The Day the Earth Stood Still". It was about an alien coming and suggesting to mankind that the armed forces of each country should be consolidated into a higher organization and that wars between nations should be abolished.

　I believe that this is the only way to hope for permanent peace. It would take away military power from the state, but it should not be impossible. There is an example of this in Chinese history.
