組織風土は誰の責任か？

　フジテレビが存亡の危機に陥っている。当初の社長の対応方針が悪く一気に広告の依頼主が不信を抱き、広告を取り消す企業が続出したのである。中居氏の方は女性との間で示談が成立しており、一件落着であるがフジテレビサイドの対応に問題があるように推測されているようだ。

　約１年前の事案の背後に別の大問題が隠れていたような印象がある。そこに組織風土の退廃とガバナンス不良の問題が浮き上がってきたのであろう。企業であれ、政府であれ、およそ組織風土は長の責任である。一般の要員に責任が全く無いとは言わないが、組織全般のモラルや士気、企業文化等は、必ず長の責任である。
　特に大組織では、組織風土に関するモニタリングが必要である。

Whether it is a company or a government, the organizational culture is generally the responsibility of the head. I am not saying that the general staff is completely free of responsibility, but the morale, morale, corporate culture, etc. of the organization as a whole are always the responsibility of the head.
　Monitoring of organizational culture is necessary, especially in large organizations.

　鹿児島県警本部長が、警察内部の不正を隠すように指示した覚えは無いと記者団のインタビューで応えていた。本田容疑者が、「県警本部長が警察内部の犯罪行為を隠蔽している」と告発した事に対しての応えである。
　私の推測であるが、隠すように指示したのではなく、何もしなかった事が問題なのではなかろうか。つまり、本人の失言である。

　賄賂や横領が日常茶飯事の組織の中で、清廉潔白な人は警戒されるだろう。周りに順応して生きようとするのが、人の常なので、腐敗した組織では、腐敗行為が自然に行われる。
　或る国への支援が、腐敗した官僚の中間搾取で本当に支援を必要としている国民に届かないという事がしばしば発生する。このような国を支援する場合は、政府を介さないで国民に直接的に支援するしかない。

　腐敗した組織は、人を腐敗させ、腐敗した人は組織を腐敗させる。こうして、組織は腐敗から抜ける事が難しくなる。こうした情況から抜けるには、断固たる意志が必要となる。

　Corrupt organizations corrupt people, and corrupt people corrupt organizations. In this way, it becomes difficult for the organization to escape from corruption. It takes a determined will to get out of this situation.
