戦争の心・技・体

　スポーツでは心・技・体を鍛える事が重要だと言われる。運動能力が如何に優れていても、技術的に未熟であれば、体力を消耗してしまうに違いない。また、体と技が優れていても、精神的に弱かったり、集中力が無ければ試合に勝てないだろう。
　この心・技・体は、企業や国のような組織についても当てはまる。当然、国家が戦う戦争についても同様に当てはまる。

　如何に大国（体）であっても、戦い方（技）が稚拙であれば、勝利は望めないだろう。また、大国であり、戦い方が良くても、戦意（心）が弱ければ技と体を活かす事は難しいであろう。

　この三つの側面でロシアの戦争を検討すると、体（戦闘員、兵器等）の消耗が激しいようである。技の側面は戦略・戦術・軍の運用等であるが、大統領が軍事に介入したり、作戦計画が組織全体に徹底されていないなど、稚拙さが各方面で指摘されている。
　また、この戦争はある意味で同胞同士の戦争であり、ロシア国民の支持を得ていない。プーチン大統領は、西側諸国の脅威を盛んに訴えているが、それは虚構である。つまり、同胞同士で戦わねばならない意義を伝えられないので、戦意を強く持つ事はできないだろう。
　つまり、心・技・体の全てにおいて、ロシアは問題を抱かえているという事である。

The technical side is strategy, tactics, military operation, etc., but it is pointed out that the president often orders military affairs, and the operational plan is not thoroughly understood throughout the organization.
　Also, this war is in a sense a war between compatriots and does not have the support of the Russian people. President Putin has made a lot of claims about the threat of the West, but that is a hoax. In other words, he can't convey the significance of having to fight among their compatriots, so Russian probably wouldn't be able to have a strong fighting spirit.
　In other words, Russia has problems in all aspects of spirit, technique, and body.

　紛争国や法整備が遅れている国に、企業が進出する事は稀である。法整備が為されていても、法が守られない国も同様である。ロシアや中国は、この点に関して不安な面があり、最近では多くの企業が撤退している。信用や安心・安全は、経済活動の以前に人間の社会活動を根本から支える事なので、莫大な経済価値を持つであろう。

　それは、電気・ガス・水道・交通等の社会インフラ以上と言っても過言ではない。中国古代の孔子も言っている。社会には信用が最重要であると。

　日本は世界の中でも治安の良い、安心して過ごせる国であると言われてきたが、最近物騒な事件が増えてきているようだ。日本人にとっては、安心・安全は当然なので、経済価値という側面では評価しないのかも知れない。犯人の表面的な動機だけではなく、その生い立ちにまで踏み込んで、対策を考えるべきであろう。

　民主主義は独裁政権から可能な限り遠ざかるために考案された制度である。民意を可能な限り反映させるためには、良いシステムであるが、政治的民度が成熟していない場合、その長所が発揮できず、ある種のマイナス要因もあるようだ。

　それらを列挙すると次のようになる。
（１）政策の意志決定が遅くなる
（２）その結果、時代の変化に対する即応性が損なわれる
（３）選挙の実施のためや政権当事者が短期間で変わる事により、実効性が低下しコスト高になる
（４）衆愚制や金権制に移行する可能性が常にある
（５）政治活動の目的が選挙対策になりかねず、政治活動や判断が、高次・長期の視野を欠くものになる傾向がある

　以前、民主主義は政治的民度によってパフォーマンスが変わる事を述べたが、日本では未だ政治的民度は高くなく、年齢が下がるに連れて、更に下がりつつあると懸念している。
　明治維新の欧米追随から、第二次大戦の敗北を受けて米国従属に意識が変わってしまったようだ。このような過去のしがらみを離れて、日本にあった政治システムを模索するのが良いと思うが如何であろうか？

　一般的に政治活動にはお金がかかると言われている。なので国会議員は、お金のために様々な努力を重ねる事になる。その結果が、違法な集金行為や脱税になるのだろう。そして、自身に寄付をしてくれる企業には感謝の気持ちを禁ずる事は難しく、この流れから金権政治に繋がるのである。

　温暖化問題に限らず、様々な環境規制が遅々として進まないのは、政治に資本主義を担う産業界の意向が優先されるからである。
　こうした事態を防ぐためには、市民の監視体制や監視機能を充実させる他は無い。

　組織を活性化させるには、短所を消し長所を伸ばせば良いのだが、一般的には長所を伸ばす事に注力する方が良いとされている。国の産業施策は詳細に検討されているようであるが、逆に総花的であり背後に国家方針という背骨のようなものが感じられない。
　そして、長所を伸ばすには日本の長所が何かを探索する事である。灯台元暗しの通り、自身の長所を発見する事は難しいので、外国人に日本の長所についてヒアリングする事をお勧めする。
