資本主義では温暖化が止まらない理由

　資本主義は経済的自由と所有と民主主義を前提として成り立っている。経済的繁栄のための活動が第一のために人の様々な欲望を刺激する。これは、物やエネルギーの消費を常に費やす事に繋がる筈である。
　SDGｓやサーキュラーエコノミーの取組みなど、経済界では温暖化を止めようという動きはあるものの、焼け石に水の状態であろう。エネルギー効率は時代と共に向上していても、地球全体の経済規模が拡大しているので、温暖化ガス排出の総量は増えているのである。

　温暖化を止めるためには、先進諸国が本気になってガス排出の総量規制に踏み切る覚悟が必要である。

　サーキュラーエコノミーは循環型の経済システムの事で、資源の消費量や廃棄物を減らし、資源の価値を最大化することを目的としている。これを実現するには、商品やサービスの規格化を実現し、商品やサービスの計画的陳腐化を抑制するという難事を乗り越えなければならない。

　そのためには、これまでの自由な資本主義をかなりの程度抑制し、社会主義的な計画経済の考えを取り込まなければならない。
　環境に対するダメージから人類が受身的に対応を迫られるにしても、人類の積極的な意志が加わる事が無ければ、人類は破綻するだろう。

　G7やG20というキーワードに変わってG0というキーワードがマスメディアで流れている。先進７カ国や先進20カ国を表す言葉だったが、G0はリーダーたる国家はほぼ無くなり、多極化の時代に突入したことを表している。
　G0にどのような意味を持たせるかは人によって異なるだろうが、リーダーもなく長期の構想も海図もない混迷の時代に入ったと言えるだろう。

　統率者もリーダーもいない状態を歴史的視点から観ると、日本や中国の戦国時代を想起する。この時代は、政治を取り仕切る機関が不在若しくは極端に弱くなったので、道理が通用せず、戦闘に終始するようになったのである。
　平和基金会の脆弱国家の考え方を一国家ではなく地球レベルで考えれば、地球自体が脆弱国家であり国家として悪化していきつつあるということである。

（１）賄賂行為が蔓延していて、公的機能が至る所で麻痺している。
（２）反政府の武装勢力が存在している。
（３）政府の権能が国家の一部にしか及ばない。
（４）全国的な選挙を実施できない。
（５）国民の大多数が政府を信用していない。
（６）テロ集団があり政府のように徴税している。
