　避雷針は雷を避けるのではなく、実は雷を呼び寄せるのだという話をある企業の社長から聞いた。雷はマイナスの電気の集合なので、プラスの電気の集合に引き付けられるが、地面に接続された避雷針には地面からプラスの電気が流れてくるという。
　そこで、その企業ではマイナスの電気を避雷針に供給して落雷しない避雷針を開発したとの事であった。
　避雷針が雷を呼び寄せ、落雷確率が上がると、誘導電流によるITシステムの損傷が問題となる。

　温暖化で落雷が多くなっているような気がするが、落雷対策を再検討した方が良いかも知れない。

　I heard from a company president that a lightning rod actually attracts lightning instead of avoiding it. Since lightning is a collection of negative electricity, it is attracted to a collection of positive electricity, but positive electricity flows from the ground to the lightning rod connected to the ground.

人類生存に向けてのパラダイムシフト

　温暖化問題の専門家の間では、温暖化を収束させる事ができる或るレベルを超えてしまったとの事である。つまり、峠の坂を越えてしまって、元には戻れなくなったという事だ。地球の復元力の限界を超えてしまって、元に戻れなくなったという方が分りやすいかも知れない。
　これと同じような事は人体についても言える。恒常性と言われる事だが、病気でこの恒常性が崩れると、ホルモン等のバランスが崩れ病状が悪化する。

　地球の恒常性が崩壊する時期は、専門家の間では概ね分っていたと思うが、この事は非常に重大なことだと思う。というのは、人類の存亡がかかっているような重大事を政治家は関心を持たないし、マスコミも大々的に報じないからである。
　私には断崖絶壁が迫っているのにその事を知らずにカラオケで楽しんでいる様にしか思えない。

　このまま推移すると、大災害となって恐怖が顕在化して初めて、対策を考えるようなシナリオになるのは間違いないだろう。COPを２７年も続けて殆ど成果が出ていないのは致命的だと言える。

　人類がこのまま生き残る事ができるとすれば、地球の統治の有り方を根本的に見直す必要があるだろう。統治のパラダイムシフトが必要で、人類は大きな痛みを経験するだろう。

Paradigm shift towards human survival
　Global warming experts say we have passed a certain level at which we can bring global warming to an end. In other words, after crossing the slope of the pass and we couldn't go back. It may be easier to understand that it has exceeded the limit of the earth's resilience and cannot return to its original state.
　The same thing can be said about the human body. This is called homeostasis, and when this homeostasis is disrupted due to illness, the balance of hormones, etc., is disrupted and the condition worsens.

　I think that experts generally knew when the homeostasis of the earth would collapse, but I think this is a very important thing. This is because politicians do not care, and the media do not report on such important matters as the survival of mankind.
　I can only think that they are enjoying karaoke without knowing that the precipitous cliff is approaching them.

　If things continue like this, it will undoubtedly become a scenario in which countermeasures are considered only after a major disaster occurs and fear becomes apparent. It can be said that it is fatal that the COP has continued for 27 years and has produced almost no results.

　If humanity is to survive as it is, it will be necessary to fundamentally reconsider the way the earth is governed. A paradigm shift in governance is needed and humanity will experience great pain.

　紀元前一八世紀のバビロニアの王、ハムラビが制定した「ハムラビ法典」には、同等の身分の者に目をつぶされた場合には、目をつぶし、歯を折られた場合には、歯を折るという罰則が規定されている。他にも、出エジプト記に同害報復の法思想が記されており、かなり一般的な考え方である。

　ものの本によると、報復は過激になる傾向があるので、同害報復の法思想は、報復の程度を抑制するための考え方でもあったらしい。一方でキリストは、「頬を打たれたら反対側の頬を出しなさい」と言っているが、これができる人は極めて少ないであろう。できる人が多いなら戦争は無くなっている。

　現代社会では、敵討ちを禁じ、報復を取り上げた形になっている訳だが、問題はないのだろうか？
　家族を殺されたりした遺族は、犯人を憎むのは当然であるが、何よりも辛いのは一向に反省の色を見せないケースであろう。
　日本では基本的に犯罪者には罰するという姿勢で対処しているようだが、スウェーデンでは完全に更生の方針をとっている。五つ星ホテルのような刑務所が、犯罪が減少するので、閉鎖される刑務所が出ているという。
　犯罪は憎むべき事だが、憎む事に集中するよりも、減らす事に注力すべきだという観点からすれば、スウェーデンの有り方を理想とすべきだろう。

　しかしながら、スウェーデンを真似る事は簡単な事ではない。第一日本では死刑制度が残っているし、犯罪を憎むよりも犯罪者を憎む人が多いだろう。現代の日本人の犯罪に向き合う平均的な姿勢を考えれば、遺族が望むなら同害報復を許可するという方策は犯罪遺族の心の傷を癒すためには有効だろう。
　日本では犯罪者の人権は守られているが、遺族の人権は無視されているのではなかろうか？

Babylonian king Hammurabi enacted the "Code of Hammurabi", it is said that if someone of the same rank hurts other person's eyes , other person will hurt his eyes, and if he break other person's teeth, other person will break his teeth. Penalties for violation are stipulated. In addition, Exodus describes the legal thought of equal retaliation, and it is a fairly common way of thinking.

　According to a book, since retaliation tends to be radical, the legal idea of equal retaliation was also a way of thinking to control the degree of retaliation. On the other hand, Christ said, "If you get hit on the cheek, show the other cheek," but very few people can do this. If there are many people who can do it, there had been no war.

　In modern society, revenge is prohibited and the governer confiscates retaliation from bereaved family, but isn't that a problem?
　It is natural for bereaved families who have had their family members killed to hate the perpetrators, but what is most painful is the case in which they show no signs of remorse.
　In Japan, it seems that criminals are basically punished, but Sweden has a complete rehabilitation policy. Some prisons, which are like five-star hotels, are said to be closed because crime is declining.
　Crime is something to be hated, but from the point of view that we should focus on reducing it rather than focusing on hating it, the Swedish way should be ideal.

　However, imitating Sweden is not an easy task. First, Japan still has the death penalty, and there are probably more people who hate criminals than hating crimes. Considering the average Japanese attitude towards crimes today, the policy of permitting equal retaliation if the bereaved family wishes it would be effective in healing the emotional wounds of the bereaved family.
　In Japan, the human rights of criminals are protected, but the human rights of bereaved families are ignored?

世界平和を実現する方法（世界大戦を避けるために）

　世界連邦運動というのがある。第二次世界大戦が終焉して間もなくの１９４６年から活動を開始している。アインシュタインや湯川秀樹などのノーベル賞受賞者やその他の著名文化人の賛同を得て、活動が開始されたという。
　第二次世界大戦は、第一次世界大戦よりも規模は大きくなり、戦死者、民間人死者も多くなった。これらに加えて、核兵器という大量殺戮兵器が創られ、それが使用された事が、世界平和とその実現手段としての世界政府の希求だった筈である。

　ところで、人類は合理的かつ効率的に生活を営むために国家というシステムを考案した。しかし、国家という概念はしばしば戦争を引き起こす。ということは、国家が存在する限り人類から戦争が無くなることはないという事になる。それとも、国家という概念になんらかの改造を加えれば、戦争を無くす事が可能になるのだろうか？
　世界政府を実現するとすれば、技術的には可能であろう。ITは充分、世界政府の運用に耐えられるだろう。しかし、問題は世界の多くの国家、民族を統治するソフト的な問題をクリアできるかどうかであろう。

　私自身は、今のところソフト的な問題はクリアできないと判断している。言い換えれば、世界政府という統合的な組織は不可能であると言ってもよい。民族意識や愛国心という問題から離れることは、不可能であるといっても良い。もし可能だとすれば数世紀を要するのではないか？
　世界政府を建設するとすれば、当然、少しずつ建設することになるだろうが、それは現在ある国連で足りているのではないかとも思う。

　一番大きな問題は、やはり安全保障であろう。今、ロシアとウクライナが戦っているが、安全保障体制が地球規模で一本化されれば、世界政府はできたも同然のように思える。国家概念の中に兵権という概念が蜜に結合しているから戦争が起きるのである。であれば、この密な結合を解いてやれば問題は一気に解決する。
　軍事に要する費用は格段に減少し、税金も安くなるし国際協力も進展するだろう。中国の宋の初代皇帝である趙匡胤が既にこの方法を採用している。

How to achieve world peace (to avoid world war)
　There is a world federation movement. It began activities in 1946, shortly after the end of World War II. It is said that the activity was started with the endorsement of Nobel laureates such as Einstein and Hideki Yukawa, as well as other prominent cultural figures.
　World War II was bigger than World War I, with more combat and civilian casualties. In addition to these, the creation and use of nuclear weapons, weapons of mass destruction, must have been the desire of the world government as a means of realizing world peace.

　By the way, human beings devised a system called the state in order to live rationally and efficiently. But the concept of the state often causes war. In other words, as long as nations exist, war will never disappear from humankind. Or is it possible to eliminate war by adding some kind of remodeling to the concept of nation?
　If we were to realize a world government, it would be technically possible. IT will be enough to withstand the operation of the world government. However, the question is whether or not the world government can clear the software-based problems governing many nations and peoples in the world.

　I myself have judged that the software-based problem cannot be cleared at the moment. In other words, it can be said that an integrated organization called World Government is impossible. It is almost impossible to leave the issue of nationalism and patriotism. If possible, would it not take centuries?
　If we were to build a world government, it would be naturally to be built little by little, but I think the current United Nations would suffice.

　The biggest issue will be security. Russia and Ukraine are now at war, but if the security system were unified on a global scale, it would seem that a world government is organized. Wars occur because the concept of military power is intimately bound up with the concept of the state. Therefore, the problem would be solved all at once by undoing this tight coupling.
　Military spending will be dramatically reduced, taxes will be lower, and international cooperation will advance. Zhao Kuangyin, the first emperor of the Song dynasty in China, has already adopted this method.

資本主義の悪行

　「ベニスの商人」というシェークスピアの戯曲がある。この中で強欲なシャイロックというユダヤ人の金貸しが登場する。当時は金貸し（金融）は卑しい職業とされていたという事だが、時代が変われば事情も変わるものである。
　資本主義は人間の欲や生存本能を上手く組織化して成功してきたが、決して完全なものではない。しかしながら、怠惰を助長する共産主義よりは優れている制度であると思われる。

　何事においてもそうだが、良い制度や良い組織にも悪意が加わると必ず災いを齎すものである。悪行には、明確に悪行と判断できるものや、悪行かそうでないか判然としないものや、法で規制できないもの等、様々である。

　悪行には違いないが、法的整備が遅れていたり、必要悪と判断されるなどして、現存している例を挙げてみよう。
（１）環境汚染の移転
　汚染化学物質の排出規制や温暖化対策の規制等で、規制の厳しい国から緩い国への工場移転をして規制から逃れる企業がある。

（２）計画的陳腐化
　計画的陳腐化は、企業が収益を向上させる為に行うマーケティング用語であるが、省エネや省資源対策を優先に考えれば、計画的陳腐化は為政者としては抑制すべき企業活動であろう。
　最近では、サーキュラーエコノミーの方向にシフトしつつあるが、消費者の欲を煽ったり、誘導して儲けようという発想が根本的に問題だと思う。

（３）軍産複合
　軍需産業は紛争や戦争が無くなれば、無用の長物と化す。したがって、平和な時代は軍需産業にとっては、不況の時代となる。つまり、軍需産業自体が紛争や戦争の火付け役になる動機を常に持っているという事になる。軍需産業と政治が深く関わると、平和から遠ざかる事になるだろう。

　今や資本主義は、世界を席巻しており、多くの恩恵を齎してはいるが、深刻な多くの問題を孕んでいると思う。

evil deeds of capitalism

There are various types of wrongdoing, such as those that can be clearly judged as bad, those that are unclear whether they are bad or not, and those that cannot be regulated by law.

　There is no doubt that it is an evil deed, but let me give an example that exists because of delays in legal development or because it is judged to be a necessary evil.
(1) Transfer of environmental pollution
　Some companies are evading regulations by relocating factories from countries with strict regulations to countries with loose regulations, such as regulations on the emission of polluting chemicals and global warming countermeasures.

(2) Planned obsolescence
　Planned obsolescence is a marketing term used by companies to improve their profits, but if energy and resource conservation measures are given priority, planned obsolescence is a corporate activity that policymakers should restrain.
　Recently, there is a shift in the direction of the circular economy, but I think the fundamental problem is the idea of due to make money by fueling consumer desires and inducing consumer.

(3) Military-industrial complex
　Without conflicts and wars, the munitions industry will become useless. Therefore, times of peace become times of recession for the military industry. In other words, the munitions industry itself always has a motive to spark conflicts and wars. If the munitions industry and politics are deeply involved, peace will be far from it.

　Capitalism is now sweeping the world, and although it brings many benefits, I think it also poses many serious problems.
