女子大と刑務所が協定 京都、異色のコラボで社会復帰促進
受刑者の復帰しやすい社会にするため、京都女子大（京都市東山区）と京都刑務所（山科区）は５日、連携協定の締結式を同大学で行った。作業所で作る木工品のデザインを学生が提案するなど、受刑者と社会の接点を作りつつ学生の教育にもつなげる。法務省は「ほかに刑務所と大学の協定は知らない。全国的に珍しい取り組み」とする。
協定に基づき、大学教員が刑務官向けに「自己コントロールのための呼吸法」の講義を実施する。５月に先行して行った時には、「緊張感の絶えない職務に応用できる」と好評だったという。１０月２２、２３日には、同刑務所での矯正展に学生が初めて出展しワークショップを開催する。また学生が子ども向けおもちゃのデザインを受刑者に提案するほか、刑務官による学生への講義も計画している。
地域の会議で知り合った同刑務所の山本孝志所長と同大学の竹安栄子・地域連携研究センター長が４月から協議を進めてきた。締結式で山本所長は「異色の組み合わせから新しい力を生み出したい」、林忠行学長は「最初聞いた時は驚いたが、今後も連携を深めたい」と話した。

米国の大学では、以前から受刑者の社会復帰に向けた取り組みをおこなっており、そうした取り組みを地域社会への奉仕的な使命と考えている。それも一流の大学である。むしろ米国ではそうした取り組みをやってこそ、一流の大学の証なのだ。
例えば、米国東部のボストン市にある私立ボストン大学では「受刑者のための教育プログラム（Prison Education Program）」をもうけており、これまでに３４２人の受刑者が、同大学から名誉ある学士号や修士号を授与されている。
また、チャールズ川を隔てたボストン市の対岸、ケンブリッジ市にある米国最古の私立ハーバード大学では、このプログラムの受講を正規の履修単位に認め、社会学部の学生が受刑者と一緒に刑務所内に設けられた教室で学んでいる。
