(Reuters) - U.N. human rights chief Navi Pillay said on Friday she wanted an independent investigation into an apparent massacre carried out by Syrian opposition forces in the town of Khan al-Assal.
"Based on the analysis by my team to date, we believe armed opposition groups in one incident - documented by a video - executed at least 30 individuals, the majority of whom appeared to be soldiers," she said in a statement issued by her office.
Syrian state media have accused insurgents of killing 123 people, mainly civilians, during a rebel offensive in Aleppo province late last month.
A group calling itself the Supporters of the Islamic Caliphate posted a video on YouTube of around 30 bodies of young men piled up against a wall. It said they were militiamen who had supported President Bashar al-Assad.
Over 100,000 people have died in Syria's civil war. In the early months of the conflict Assad's forces were blamed for the documented human rights abuses, but the U.N. Commission of Inquiry on Syria now says both sides have committed atrocities.
Unconfirmed reports have emerged detailing a new massacre in which 450 Kurds - including 120 children - were allegedly slaughtered by al-Qaeda-linked rebels fighting against the Syrian government. The report has sparked international concern.
According to Iranian TV channel Al-Alam, militants from the Jabhat al-Nusra Front attacked the town of Tal Abyad on Monday, killing 120 children and 330 women and elderly near the Turkish border.
Russian Foreign Minister Sergey Lavrov probably said it best, when he explained recently, “We saw before some Security Council members reluctant to condemn terror attacks in Syria on the grounds that – as cynical as it sounds – those attacks are being carried out by people fighting against an obsolete regime. This position is absolutely unacceptable. No double standards can be applied to terrorism.”
Truer words could not have been spoken. It seems that in their imperial scramble to reform the Middle East to suit its corporate and Israeli-driven interests, the West has all but surrendered its moral pulpit to Russia, and after the dust settles in Syria, it’s unlikely that neither the US or Britain will be able to ever to preach to the international community about the War on Terror.

■耳の痛い話
「歴史のほとんどが外国からの侵略に悩まされた悲劇の民族」。ピースおおさか（大阪国際平和センター）が４日に開いた講演会でマイクを握った冨田さんは、ベトナムの悲劇に「日本も関わった」と切り出した。
１９４５年９月２日、ホー・チ・ミン主席による独立宣言。「わが人民はフランスと日本の二重の“くびき”の下に置かれた。この時から、わが人民はますます苦しくなり、貧窮化した。その結果…２００万以上の同胞が餓死した」と主席は読み上げている。
その餓死事件に言及した冨田さんは「ベトナム人のことを考えていない」と当時の日本の対応を解説。40周年の節目に「あえて耳の痛い話をした」狙いについて「過去を振り返ることを避けるのが日本人の反省材料。次世代に語らなければいけない」と言う。
独立宣言後、フランスなどとのインドシナ戦争、南北分離、米国とのベトナム戦争という悲劇の歳月を経たベトナムとの間で外交関係を樹立した日本。ベトナムへの入国者数は２００３年に21万人だったが、10年には２倍の44万人に上り「友好」ムードは広がるが、冨田さんは「歴史を知らずにベトナムに行ってドンチャン騒ぎし、土産を抱えて帰るのでは恥ずかしい」とも説く。

米国出身の日本文学研究者、ドナルド・キーンさん（９１）が１０日、伊勢神宮（三重県伊勢市）の第６２回式年遷宮で、新正殿の敷地内に白石を置く「お白石持しらいしもち行事」に参加した。
２０年に１度、社殿を一新してご神体を遷うつす式年遷宮で、キーンさんは１９５３年の第５９回から毎回、伊勢神宮を訪れている。
キーンさんは、地元の奉献団の一員としてそろいの法被姿で参加。照りつける日差しにも負けず、「エイヤー、エイヤー」との掛け声に合わせ、白石を載せた奉曳ほうえい車の綱を引いた。
５３年の式年遷宮は京都大への留学のため来日したばかりの頃で、新正殿に遷されるご神体に一心にかしわ手を打つ庶民の姿に感動した。７３年にはお白石持行事に初参加し、９３年の遷宮も拝観した。
キーンさんは「伊勢には伝統が残っている。古いものを大切にしながら、新しいものを作る遷宮は、宗教的にも文化的にも意味がある」と遷宮の意義を語った。そして、「伝統を守ることは、日本人であることを守ることです」と強調した。
夜になって、内宮ないくうの新正殿の敷地に白石を置き、「日本人の心のふるさとの源に触れる思いがして大変うれしい。清涼な神域を歩き切ることもでき、幸せな気持ちです」とした。

東京では多くても数十人しか集まらず、事実上何もできなかった。
一方、彼らは昨年の李明博大統領の竹島上陸で勢いづき、新大久保デモに加え、
『お散歩』と称する嫌がらせを始めた。通りの店に因縁をつけ、通行人に暴力的に絡む。
何とかしたいと今年１月末、ネットでしばき隊への参加を呼びかけました」
「最初はデモへの直接抗議ではなく、お散歩をやめさせることに重点を置いていました。
だが、２月１７日のデモでは、しばき隊以外にもプラカードを掲げて抗議する人が
３０人ほど出て、１カ月後には数百人に膨らんだ。
それでごく自然に、全体がデモへの直接抗議に移行した。
色々な人がさまざまなやり方で抗議していますが、しばき隊はどんどん罵倒するのが
基本方針。僕がよく使う言葉は、『人間のクズ』『日本の恥』などですが、
もっと罵倒の技術を磨かねば、と考えています」

福岡空港で６月、覚醒剤約３・５キロ（末端価格２億５０００万円相当）をスーツケースに隠して持ち込んだとして、覚醒剤取締法違反（営利目的密輸）容疑で逮捕された際、大分県の日本人女子学生（２３）は、こう供述した。
捜査関係者によると、女子学生は約２年前、語学留学先のカナダで買い物中に男から声を掛けられ、交際を始めた。以来、複数回カナダに渡航。帰国時には、「日本に着いたら携帯電話に連絡が入るから」などと言われ、バッグを外国人の知人に渡すよう頼まれた。「バッグを渡すと報酬がもらえた」という。
関西空港では２０１０年、覚醒剤約４キロを密輸したとして、無職の女（当時７１歳）が同法違反容疑で逮捕された。求婚されていたナイジェリア人の男（同３７歳）から旅先のエジプトで託されていた。

They claim they merely set up in areas where intelligence suggests illegal migrants are likely to be found. They then focused on those who ran away or appeared reluctant to be stopped

David Cameron has given his backing to the minister responsible for a controversial immigration crackdown despite a backlash against the tactics used.
The Government has insisted that spot checks carried out at London Underground stations to question individuals suspected of being in the country illegally were "intelligence-led" and did not specifically target racial groups.
The operation formed part of a series of high-profile initiatives targeting illegal immigrants, including nationwide raids which were given a running commentary on the Home Office's Twitter feed and a van patrolling a number of London boroughs carrying a billboard encouraging those in the country without permission to "go home" or face arrest.

On several occasions, Japan has reassessed its non-nuclear status, and has always concluded that the U.S. security guarantee is a superior option. There is little reason to believe that Japan will rethink its commitment to that alliance now.
A 1994 study by the Japanese Defense Agency took stock of the US security guarantee and assessed Japan’s nuclear options. The report concluded that Japanese nuclear acquisition would unravel the NPT, destroy the U.S.-Japan Alliance and be extremely costly It argued that even if North Korea acquired nuclear weapons, Japan should still foreswear them, as the U.S. umbrella was far more valuable than the defense they could guarantee domestically. The conclusions recommend strengthening the bilateral alliance, rather than breaking away from it. The U.S. also took stock of the alliance through the Nye initiative, and concluded that its partnership with Japan was crucial. It abandoned the three-phased force reduction plan, re-committing to the region. President Clinton and Prime Minister Ryutaro Hashimoto called for a defense cooperation review in 1996.
Washington’s growing concerns with Japan’s plans to revamp its military underscore the dilemma the U.S. faces in managing its alliances and strategic partnerships in the region. On the one hand, Washington relies on its allies and partners to provide access to regional military bases from which it can project power in the region. The U.S. would also like to see other states bolster their own defenses in order to shoulder more of the burden for regional security.
On the other hand, the U.S. fears its reliance on these allies and partners could embolden theses allies in pursuing their own conflicts. This has the potential to entrap the United States in conflicts ―particularly those with China― in which it has no interests. China and Japan’s standoff over the islets in the East China Sea are a case in point.
