行政府の生産性
日本の行政改革が一向に進まない。政治家が日本の官僚を相手に力づくでねじ伏せようとしても恐らく無理である。彼らは優秀な人々であり、強引な手法は不適切だからである。
施策のコストやパフォーマンスを自ら計画・管理する組織風土さえ出来れば、行政改革の問題は殆ど解消すると私は考える。
かつてイギリスのサッチャー首相が自国を蘇らしたのは、生産性の概念を行政府に導入することに成功したからである。
施策の内容や質を高め、業務の生産性を高める努力へのインセンティブを植え付けること無しに、行政改革など出来る筈がない。
肝心なのは官僚のマインドの問題である。
Government productivity
Japan's administrative reforms are not progressing at all. It is probably impossible for politicians to forcefully lead Japanese bureaucrats. Because they are excellent people and brute force methods are inappropriate.
I think that the problem of administrative reform will be almost solved if they can establish an organizational culture that plans and manages the cost and performance of measures by themselves.
British Prime Minister Margaret Thatcher once revived Britain because she succeeded in introducing the concept of productivity into the government.
There is no way that administrative reform can be done without incentives for efforts to improve the content and quality of measures and increase the productivity of operations.
The point is the issue of bureaucrat's mindset.
