悪徳官僚が起こした事件による損害賠償を何故税金で払うのか？（森友学園事件）

　近畿財務局の職員、赤木俊夫さんが自殺したことをめぐり、妻の雅子さんが、夫の自殺は決裁文書の改ざんを強制されうつ病を発症したのが原因だとして国と佐川宣寿元理財局長に1億1000万円余りの賠償を求めている。
　これに対して、国側は「職務中に行った行為で他人に損害を与えた場合、賠償責任は国が負い、公務員個人は責任を負わないという判例が確立している」と主張したという。

　どうだろうか。正当で正常な職務の遂行中に、悪気も無く他人に損害を与えてしまったという事なら、納得もいくが、今回の事件では完全に異常な指示である。ハラスメント行為であるとも見做すことが出来る。
　一般の企業ではどうだろうか？業務範囲内であれば、企業は従業員が起こした事案の賠償責任を負うことは、承知するであろう。しかしながら、業務範囲外であれば断固として支払いを拒否する筈である。

　そもそも、文書の改竄などという行為をしようとする事自体が異常であるのに、その異常な行為の不始末を税金で処理しようという発想には、民間人であれば誰もついて行けないであろう。

　このような事がまかり通る官僚の世界は腐っているとしか言いようが無い。

　What about ordinary companies? Anyone is aware that within the scope of work, the company will be held liable for any incidents caused by its employees. However, if it is outside the scope of their work, they should resolutely refuse payment.

　In the first place, even though it is abnormal to try to falsify a document, no civilian would be able to follow the idea of using taxes to pay for the mismanagement of that abnormal act.

　I can only say that the world of bureaucracy where such things are possible is rotten.

　この事は、「或る人を最初から悪人だと決め付けて接しれば、その人を悪の方に誘導する」という事を意味している。

　何かの小説にあった話だと思うが、似たような話がある。少女が山道を歩いていると、山賊に出会った。純真な少女は山賊を悪人とは思わず、山賊に素朴な応対をしたので、山賊は乱暴を働かなかったというのである。
　ロシアによるウクライナへの侵略の目的が、ナチという悪からウクライナを救うためだとの説があるが、悪が見えるのは自らが悪だからではないか。

　There is a theory that the purpose of Russia's invasion of Ukraine was to save Ukraine from the evil of the Nazis. But, I think that it isn't exactly. The fact is that they can see evils because they are evils themselves.
