首相に必要な能力

　イギリスのトラス首相が辞職した。不運だったのか、指導力に問題が有ったのかよく分からないが、当初からトラス氏を不安視する発言があった。イギリスで最短の内閣であったとの事であるが、議会内での人選の方法が決してベストではないということであろう。

　ここで、首相に必要な能力について考えてみたい。思いつくままに列挙してみると、以下のようになる。
　判断力、決断力、組織化能力、説得力、指導力、傾聴力、表現力、プレゼン力、予見力

　人は様々であり、上記の各々の能力にも優劣がある。また、首相に就任する国や時代によって必要とされる程度も各能力毎に異なってくるに違いない。そして、更に有益な能力として付け加えるなら、人徳が挙げられる。人徳は、判断力や組織化能力その他多くの能力に間接的に影響するだろう。

　上記の能力に照らし合わせて、政治家を観察すると、こんな人が政治家と言えるのかと疑いたくなる人もいる。能力には上限がないが、最低限の能力を維持する意味でも、選挙で立候補する際に、資格試験のような制度を設けても良いかも知れない。特に国会議員や県会議員のような公職で実施するのが良いと思う。

　今回のトラス氏に関して言えば、私は、彼女が弁舌は巧みだが、組織化能力は弱いような印象を持っていた。また、日本では鳩山氏も組織化能力が弱かったし、菅元首相はプレゼンが上手くなかったと思う。

Abilities required of a Prime Minister
　British Prime Minister Truss has resigned. I don't know if it was bad luck or if there was a problem with leadership, but from the beginning there were remarks that worried whether Ms. Truss was okay. It is said that it was the shortest cabinet in the UK, but it seems that the method of selecting Prime Minister in the parliament is by no means the best.

　Here, I would like to think about the abilities necessary for the prime minister. If I list them as I can think of them, they are as follows.
　Judgment, decisiveness, organizational ability, persuasion, leadership, listening, expression, presentation, foresight

　People are different, and each of the above abilities has superiority and inferiority. Also, depending on the country and the era in which the prime minister takes office, the level of ability required will also differ for each ability. And if I add it as an even more useful ability, I can mention virtue. Virtue will indirectly affect his judgment, ability to organize, and many other abilities.

　Observing politicians in the light of the above abilities, sometimes I am tempted to question whether such a person can be called a politician. There is no upper limit to ability, but in terms of maintaining the minimum ability, it may be good to set up a system like a qualification test when running for election. I think that it is good to carry out about public office such as member of the Diet and member of prefectural assembly in particular.

　As for Ms. Truss, I had the impression that she was an orator but a weak organiser. Also, in Japan, Mr. Hatoyama was weak in organizing ability, and I think former Prime Minister Suga was not good at presentation.

人類は何処へ向かうのか？

　現代は正に激動の時代である。余りに変化が激しすぎて、世代に少し差があるだけで、生活スタイルや考え方が異なってしまうという現象が起きている。
　国際的にも国や民族や地域、世代によって考え方その他多くの事で、違いが多くなっている。これは、ある意味で分断といって良いかも知れない。

　このようなコンセンサスが取りにくい状況において、人類は非常に大きな問題を抱かえている。温暖化問題である。この問題は、人類が世代や民族を超えて、長期に亘って協調して初めて乗り越える事が出来る問題である。
　この人類の存亡が危ぶまれている時に、国連を支える立場のロシアが、戦争を始めたし、アメリカの前大統領が温暖化問題などデタラメだと発言するなどしている。

　恐らく、どの国に於いても若い世代ほど将来を不安視しているだろう。
　しかしながら、状況を観察すると温暖化を抑制することは、人類には出来そうもないようだ。宇宙船地球号の今後は、相当厳しいものになると思うが、そのシナリオを４つに分けて考えてみた。

１．最悪シナリオ
　ロシアによるウクライナ戦争が第三次世界大戦へと発展し、世界が温暖化問題どころではなくなる。その結果、温暖化が加速し、温暖化に起因する災害が原因となり、新たな貧困や難民が出る。最早温暖化を止める手立てはほぼ無くなり、人類は滅亡への道を歩み始める。

２．予想シナリオ
　国際的に相当大きなスキームで取り組む事になるが、基本的に各国、各企業が個別に自らの範囲で温暖化問題に努力するというスタイルで取り組む場合である。ただし、地球規模での全体最適を目指すレベルではない。
　温暖化由来の旱魃や洪水等により経済難民が多発すると同時に、沿岸部のメガシティの水没により、世界は大きな経済的なダメージを受ける。しかしながら、人類は温暖化のピークを何とか乗り越える。

３．最善シナリオ１
　世界の殆どの国々が一致協力し、世界が一体となって温暖化に強力に取り組む場合である。エネルギーや食料等の消費について、厳格に管理される。温暖化は緩和されるが、管理が厳格になるので、決して好ましい世界とは言えない。

４．最善シナリオ２
　上記と同様、世界が一致協力して取り組むが、更に技術進歩の後押しを受けて、エネルギーや食料等の消費について厳格に管理されずに温暖化問題のピークを乗り越えることが出来る。こうでありたいものである。

Where will humanity go?
　The modern age is truly a tumultuous time. Today, the change is so drastic that even a small difference in generations can lead to different lifestyles and ways of thinking. Such phenomenon is occurring.
　Internationally, there are many differences in ways of thinking and many other things depending on the country, ethnicity, region, and generation. In a sense, this may be called division.

　In such a situation where it is difficult to reach a consensus, mankind is facing a very big problem. It is a global warming problem. This problem can only be overcome by humankind's long-term cooperation beyond generations and ethnic groups.
　At a time when the survival of humankind is at stake, Russia, which is in a position to support the United Nations, has started a war, and the former president of the United States has said that global warming is bullshit.

　Probably, in any country, the younger generation is more anxious about the future.
　However, observing the situation, it seems unlikely that humans will be able to curb global warming. I think that the future of Spaceship Earth will be quite difficult, but I divided the scenario into three and thought about it.

1. Worst case scenario
　Russia's war on Ukraine will develop into World War III, and the world will be far from a global warming problem. As a result, global warming will accelerate, and disasters caused by global warming will cause new poverty and refugees. There is almost no way to stop global warming, and humanity begins to walk the path of extinction.

2. Expected scenario
　It will be tackled by a considerable international  big scheme, but basically it is a case where each country and each company individually makes efforts to solve the problem of global warming within its own scope. However, it is not a level that aims for total optimization on a global scale.
　Droughts and floods caused by global warming will cause a large number of economic refugees, and at the same time, the submergence of coastal megacities will cause great economic damage to the world. However, humans will manage to survive the peak of global warming.

3. Best case scenario 1
　This is the case when most of the countries in the world work together and the world unites to tackle global warming strongly. Consumption of energy and food is strictly controlled. Global warming will be mitigated, but management will become stricter, so it is by no means a favorable world.

4. Best case scenario 2
　As with the above, the world will work together to tackle the problem, but with getting the further support of technological progress, we will be able to overcome the peak of the global warming problem without strictly controlling the consumption of energy and food. This is that I want.
